本稿では,筆者らが 2007 年度までに平泉町毛越寺をフィールドとして開発してきた Bluetooth 携帯電話による UD (ユニバーサルデザイン) 観光情報システムを,異なる観光地である歴史公園えさし藤原の郷に適用した結果について報告する.なお,UD 観光情報システムとは,UD に配慮し,ユーザ特性に応じて観光情報を提供するシステムである.適用に際し,システムに行った拡張は,ゾーンやエリアという概念の導入,ルート案内機能の追加,コンテンツ管理部の試作であった.社会実験の結果は概ね好評であったが,操作性を中心に課題も残った.This paper reported the result of applying the UD (Universal Design) tourist information system using a bluetooth mobile phone which we developed it at Hiraizumi Motsuji temple by 2007 to other different tourist site, Fujiwara Heritage Park. This system presents a tourist information corresponding to user's characteristic in the consideration of UD. The expansions of this system were the addition to the concept of zone and area, the route guidance function, the contents management part. Satisfactory results in the social experiment were obtained, but there still remains some problems about an operability.

近年,観光地では高齢者,障害者,外国人を含む,様々な人に配慮したユニバーサルデザイン(UD)の考え方が重視されつつある.しかしながら,案内版設置,ガイドスタッフ,施設改修では限界があり,携帯端末を利用した情報提供面での支援に期待が寄せられている.我々は,2008 年世界遺産登録を目指す平泉地域を研究対象として,携帯電話とアクティブRFID を用いて多様な観光客に配慮したプッシュ型情報提供を可能とするUD 観光情報システムの開発を行った.本論文では,まずUDの観点から観光客の情報ニーズについて分析する.そして,その分析結果に基づいた情報システム設計と開発について述べる.開発したシステムの評価を目的に平泉町中尊寺で実施した社会実験を通して,我々の設計アプローチの有効性について,おおむね良好な結果を得ることができた.In recent years, tourist regions have placed greater stress on the concept of Universal Design (UD), which takes into account the needs of a more diverse range of people, includingb senior citizens, the disabled, and foreign visitors. We have been conducting research and development on a system, based on the UD concept, for providing tourist information suited to various user characteristics, by Mobile Phone and Active RFID. The system is designed for Hiraizumi, a tourist area which is aiming to register its historical cultural assets on the World Heritage List in 2008. This paper analyzes needs relating to UD of tourist information, and describes system design and development efforts based on that analysis. Through a social experiment at Chusonji Temple, satisfactory results were obtained regarding the effectiveness of our approach.

近年 観光地では高齢者 障害者,外国人を含む様々な人に配慮したユニバーサルデザイン(UD)の考え方が重視されつつある. 我々は 歴史文化財の2008年度世界文化遺産登録を目指しているが古都平泉において UD概念による観光情報システムの研究開発を行っている. 本稿では まず研究基盤として試作したRFID/GIS連携サーバについて述べる. 次にRFID携帯電話とITAGサーバを使った観光情報UD化のための基礎的な実験で得られた知見について報告する.In recent years, in tourist sites, the notion of universal design, which gives special consideration to various types of tourists including elderly, disabled and foreign people, is becoming increasingly important. In Hiraizumi areas that are expected to be registered on the World Heritage List in 2008, we are currently conducting experimental field tests for the universally designed tourist information system. This paper first describes the prototyping of the ITAG server to connect RFID and GIS and then examines some important points obtained through the basic testing using ITAG server and mobile phones with RFID readers.
