In the region of Northern off Sanriku, reoccurrence of repeating large earthquakes such as the 1968 Tokachi-oki is expecting. In this region many damaging earthquakes have been occurred before 1968. Among them the earthquake of August 10, 1901 was surveyed through reconnaissance reports and newspaper articles at that time as a continuation of the previous paper on the 1931 earthquake. It is found that severely damaged area is not only in Hachinohe but also in Aomori city. Human casualties are also newly revealed from newspaper articles.

Akita Senboku earthquake of 1914, which was an inland earthquake with magnitude 7.1, caused 94 fatalities and 640 collapsed houses. The authors has been continuing literature surveys on this disaster and clarified from the damage distribution to the correspondence to the damage recovery by local governments in Akita prefecture. In the process of gathering archived documents we newly found a photograph album which was published just after the earthquake. In this study, a literature survey on photographic materials was performed and gathered materials were classified and listed in a table. Typical disaster features can be shown through these photographs.

Oga Earthquake of 1939 was a large inland earthquake with magnitude 6.8 and claimed 27 lives and 479 house collapses in Akita Prefecture.Concentration of damage was found in Oga peninsula and several villages were completely destroyed. Although detailed damages in Oga area were reported in many reconnaissance reports, the whole damage distribution is not so clear with less information on surrounding area. In this study, literature survey is done referring local newspaper articles at that time.In the result, more detailed damage distribution of houses, human, railroad, road and slope failure in the whole Akita prefecture are clarified.

The Off Kamui-Misaki Earthquake of 1940 attacked Northwestem coastal region of Hokkaido and 10 persons were killed by accompanied Tsunami. However other shaking damages due to this earthquake have not appeared in earthquake catalogues. In this paper a literature surve was carried out through documents and newspaper articles. It is revealed that the damages are found at wide area of Western coast of Hokkaido and Southern Sakhalin and listed by municipalities. Slight building damages and ground failures were found in the town of Otaru, Yoichi and Iwanai.

The Meiji Sanriku Tsunami Earthquake of 1896 caused severe damage to the costal area of Northeastern Japan. Especially in Miyagi, Iwate and Amomori Prefectures more than 20 thousands were killed by this tsunami and detailed reports on this disasters were documented. However, the damage in Hokkaido is not recorded in details. In this paper a literature survey was carried out though unknown documents and newspaper articles. Detailed damage by settlements listed. Totally 6 persons were killed at 3 settlements and 25 houses were washed out by this tsunami.

Seismic intensity is an important parameter measuring earthquake shaking severity, especially in regions where few strong motion instruments are in operation. This study aims to apply high-precision questionnaire intensity method widely used in Japan to other earthquake countries.<br>Based on the Modified Mercalli (MM) Intensity Scale, an intensity questionnaire form was prepared and survey was conducted for two California earthquakes and the 1988 Nepal-India border earthquake. First, intensity coefficients are assigned to each item category based on the definition of the scale. For each questionnaire, &ldquo;average&rdquo; item intensity is calculated by taking average of intensity coefficients as marked, and also &ldquo;maximum&rdquo; item intensity by taking maximum intensity coefficient among responses.<br>In California, intensities of the USGS isoseismal maps are found larger than the &ldquo;average&rdquo; item intensities and is comparable to the &ldquo;maximum&rdquo; item intensities, presumably because the USGS guideline of intensity assessment is to choose the maximum damage phenomena.<br>In order to solve this discrepancy, we introduced fuzzy set theory and expressed intensity coefficients as distribution of likelihood belonging to continuous intensity level. Accumulating membership functions corresponding to selected item categories, the maximum value of distribution suggests the most probable intensity.<br>New method for questionnaire intensity evaluation is examined for previous data. Questionnaire intensities reasonably correlate with intensities locally reported by the USGS and Nepalese agency. Simple adjustment based on age of buildings is found satisfactory for the case of California but not so for the Nepal-India region.

Akita Senboku earthquake of 1914 was inland earthquake with magnitude 7.1 occurred in South-east part of Akita prefecture and caused 94 fatalities and 324 injured. The authors have been surveyed this disaster with newspaper articles at that time. Correspondence by local government was also shown indirectly. In this study, more detailed recovery process was investigated using local governmental documents archived in Akita Prefectural Archives. We clarified the correspondences of Akita prefectural government through the communication records between central government and local organizations. And damage investigation, rescue and recovery activities are also revealed.

The Rikuu Earthquake of 1896 is one of the largest inland events that occurred in Tohoku District, Northern Japan, of which magnitude was 7.2. This earthquake caused heavy damage both Iwate and Akita Prefectures. In the previous paper, damage in Iwate Prefecture was revealed referring newspaper articles at that time. Continuing to the previous paper, damage data of Akita Prefecture is surveyed with reconnaissance reports and local documents at that time. Seismic intensities are estimated with collected damage data by local governmental units and precise distribution maps are made.

Damage due to the Northern Miyagi-ken earthquake of May 12, 1900 is surveyed through reconnaissance reports and newspaper articles at that time. Damages are rearranged by local municipality unit and listed. Damage degrees are evaluated by these damage data and plotted on a map. Heavy damaged towns and villages are found on the lowland along the rivers. Details of human casualties can be also revealed from newspaper articles. Two persons were injured by housing collapse and the others were injured during evacuations.

Shonai Earthquake of 1894 was an inland earthquake with magnitude 7.0, and claimed 726 lives and 3858 house collapses in Yamagata prefecture. The authors have been continuing literature surveys on this earthquake and in the previous paper precise damage distributions in Sakata and Matsumine towns were discussed. In this paper, detailed damage distribution for the whole affected area in Shonai Plain is indicated using damage statics rearranged by subdivided sectional unit for each village. Damage distribution is also discussed in relation with subsurface ground conditions.

Off Miyagi-ken Earthquakes have been occurred repeatedly with an interval of around 40 years. Twenty-three years have been passed since the occurrence of the 1978 earthquake and the next one is expected in near future. It is important to know the previous damages of the same type earthquakes for a prediction of damages due to a future event. In this paper, a literature survey on the previous Off Miyagi-ken Earthquake of 1936 was attempted utilizing local newspapers. Damage and related articles appeared in the newspaper are listed and their distribution is discussed.

The regions of West and Northwest off Hokkaido are situated on the boundary of two major plates of Okhotsk and Eurasian, and an occurrence of repeating earthquake is expected. The author had revealed details of damages due to the Off-Kamuimisaki Earthquaken of 1940 which was the largest one occurred in these regions. Continuing to the previous paper, literature surveys were carried out through documents and newspaper articles to the damaging earthquakes in these regions. damages due to other earthquakes were listed and discussed.

Off Miyagi-ken Earthquakes have been occurred repeatedly with an interval of around 40 years. 都市部での地震観測において,そこでの人工ノイズを避けるためにボアホール地震観測が必要なことは広く認識されている.しかし,大きな問題は,その設置にはボーリング掘削等に多額の費用を要することである.本研究は,その問題を回避するために,既存の深層井戸(500m以深)を利用したボアホール地震観測システムの開発とその実用化を目指したものである.平成12年度の研究においては,ボアホール地震計を鉛直に設置するために,以下の開発を行なった:(1)二重ケーシングと井戸孔底の特別仕上げ方法,(2)ケーシングを伝わる地表からのノイズの除去方法(免震機能),(3)それに対応した地震計の開発.二重ケーシング構造は,井戸本来の目的を損なうことなく地震観測を行なうために考案された.また,地震計は,既存の井戸の孔底にさらにボーリングした孔に設置される.平成13年度においては,本システムの性能チェックとそれによるデータを基に以下の研究をすすめた.(1)本研究で開発されたシステムが正常に作動していることをチェックするために,本システムによる記録と札幌市が市内に展関している3点のボアホール地震観測による記録とを比較した.微動記録と震度2の記録について比較し,本システムが正常であることを確認した.(2)札幌市と本研究による全部で6点のボアホール地震観測点と郊外2点の地表地震観測点のデータを用いて,札幌都市域直下の最近4年間の微小地震活動について調べた.その結果,北西-南東方向に線状に配列した震央分布を得た.(3)地表とボアホール地震記録との比較から,堆積層による増幅特性について研究した.その際に,PS検層の行なわれていなかった地層についてS波速度を推定した.本研究により,既存の深層井戸を利用したボアホール地震観測システムの開発・実用化に成功したと言える.

本研究では地震災害事象について発災を出発点とし、緊急対応、復旧対応、復興、そして次の災害に対する準備に至る時系列の中で、対象としては個人・世帯を出発点とし、地域社会、地域行政体、国、国際に至る空間軸でできる限り広く問題設定を行った。個別の災害情報管理の問題を情報の受信者である被災者・被災地の側からのアプローチと情報発信側となる行政体など各組織・セクターからのアプローチで展開し、情報管理のあるべき姿、ガイドライン構築を目指した。各分担課題は、全体の枠組みを整理するもの、情報システムの視点を被災者側におく課題、視点を対応組織の側におく課題の3種類に区分してすすめ、最終年度には研究の総括を行った。被災者側の視点からは、被災者の住環境からの情報ニーズの把握、災害弱者を対象とした情報伝達・収集システムの提案、郵便配達システムを活用した情報システムの提案、地域の震災抑制情報の有効性、住民主体の復興まちづくりにおける情報ニーズの把握がなされた。対応組織の側からは、地方行政体による被災情報の収集状況に関する時系列モデル化、地震火災については消防活動訓練システムの構築、災害医療情報については阪神・淡路大震災の事例を分析したシステム化の方向、ライフライン停止に伴う生活支障を計量化の提案、都市復興期における情報の役割、が明らかにされている。各課題では、既往の地震災害に基づく情報ニーズの整理、それに基づく情報管理のあるべき姿の提示、プロトタイプシステムの提案へ統一した形で進めた。課題によっては、問題の大きさ、複雑さなどにより到達度の差は大きいが、大きな方向を示すことができたと考えている。本計画研究は単年度の申請であるが継続して4年間研究を行い、最終年度には報告書の刊行を行った。
