This paper evaluates optimal power generation mix considering massive deployment of variable renewable energy and regional power interchange. Japan has initiated feed-in-tariff (FIT) and expected significant introduction of PV and wind power for energy self-sufficiency and climate change. Wind power resource in Japan, however, concentrates mainly on Hokkaido and Tohoku region which is remote from electricity-consuming area such as Tokyo, and facilitating the considerable deployment of wind power requires the establishment of inter-regional power transmission line. On these backgrounds, we develop optimal power generation mix model including regional electricity exchange as large-scale linear programming model with 10 million variables and 30 million constraints. Calculated results show that regional grid expansion encourages wind power installation in Hokkaido and Tohoku region for supplying it to Tokyo area where PV power and stationary battery are alternatively replaced. The grid expansion, as well, promotes the shift of PV installation to Kyushu and Shikoku region which have longer sunshine duration, and interchangeably mitigates PV deployment in other regions through the transport of PV power from those two regions.

In order to keep power supply reliability at a certain level, electric power utilities have a certain amount of reserved capacity. When no generator outage or no unexpected large power demand occurs, however, the reserved capacity is regarded as surplus facility. To reduce the reserved capacity, some margin is reserved in tie lines between utilities. This margin is called Capacity Benefit Margin (CBM). In this study, a method of calculating optimal CBM in tie line under deregulated environment is described and two kind of optimal CBM are proposed. As a result, it is shown how the deregulation affects the optimal CBM by using numerical simulation for IEE Japan West 30 test system.

A reduction method of a lightning overvoltage on a Power Conditioning System (PCS) is investigated in this paper. The capacitors installed between the circuit and grounding terminal in the PCS determine the response against a first transient. The inductances, winding capacitances and excitation losses of the coils for the filter in the PCS should be also considered for estimating the overvoltage to ground at an input terminal of the PCS. The dominant factors of the maximum overvoltage are a grounding resistance, capacitances between a frame and output terminal of a solar panel and those between the PCS and ground. The overvoltage is decreased with decreasing the grounding resistance of the structure for the solar panels. The grounding resistance of the PCS has a minor effect on the overvoltage. The overvoltage can be reduced when a common grounding method is applied. A length of a cable between the output terminal of the solar panel and the input terminal of the PCS should be as short as possible.

Gas circuit breaker and vacuum circuit breaker are the 2 main types of circuit breaker used in extra high voltage and medium voltage networks. After reviewing the history of these circuit breakers, their present status and technologies are described. As for future technology, computation of interrupting phenomena, SF6 gas less apparatus and expectation of the high voltage vacuum circuit breaker are discussed.

The number of installation of Distributed Generators (DG) such as photovoltaic and wind generations has been rapidly increasing in the world. Penetration of DG can contribute to reduce CO<sub>2</sub> emissions and conserve energy. On the other hand, since reverse power flow from DG to distribution system occurs exceed of the upper limit of adequate range of voltage, various voltage control methodologies have been proposed in order to keep voltage within the secure range. This paper describes several advanced voltage control technologies and shows the trend and future perspective about the control of distribution system with many DGs.

This paper presents capacity planning and economical evaluation of a renewable power system proposed for Okushiri Island, which is a remote island in the southwest of Hokkaido. In this system, the power demand is mainly provided by photovoltaic, wind turbine. Batteries are used as short time energy storage, and a hydrogen storage system (composed of water electrolyzer, hydrogen storage, and fuel cell) is used as long time energy storage. Optimal capacities of these power sources are those meet the required supply reliability, with the lowest cost. As the first step in the capacity planning, mathematical models for characterizing components are explained. The second step is to optimize the capacities of components. The configurations, which meet the required supply reliability with the lowest cost, give the optimal choices. These calculations are carried out with hourly meteorological data and energy demand data of Okushiri Island. As a result, hybrid storage (battery and hydrogen) is the best choice for Okushiri Island when high supply reliability is required. In the range of loss of power supply probability 0.1 to 0, the levelized cost of energy will be about 70-150yen/kWh.

Omitting one phase's current limiting arcing horns on three-phase distribution lines has been applied since 1990's and contributes the costdown for lightning protective countermeasures. Moreover, in order to promote the costdown for the lightning protective countermeasures on single-phase distribution lines, we have investigated the methods omitting one phase's current limiting arcing horns on single-phase distribution lines.<br>When the single-phase distribution line omitting one phase's current limiting arcing horns branches or extends from three-phase distribution line omitting middle phase's current limiting arcing horns, there are possibilities that short circuits are generated between the single-phase distribution line and the three-phase distribution line by a direct lightning stroke.<br>In order to preventing the short circuits outage, we have clarified the conditions that sparkovers generated at some poles and that short circuits continued experimentally and analytically. Based on these conditions, we proposed some effective countermeasures for preventing the short circuits outage on single-phase distribution line omitting one phase's current limiting arcing horns.

In recent years, a substantial amount of photovoltaic (PV) generations have been installed in power systems. However, the power output from the PVs is random and intermittent in nature. Therefore, the PV generations pose many challenges to the power system operation. To solve these issues, we propose that pumped storage hydro power plant (PSHPP) is used effectively. In this paper, a new method for scheduling effective operating patterns for PSHPP that make it possible to improve both reliability and economy is presented.

The mega-solar demonstration project named “Verification of Grid Stabilization with Large-scale PV Power Generation systems” had been completed in March 2011 at Wakkanai, the northernmost city of Japan. The major objectives of this project were to evaluate adverse impacts of large-scale PV power generation systems connected to the power grid and develop output control technologies with integrated battery storage system. This paper describes the outline and results of this project. These results show the effectiveness of battery storage system and also proposed output control methods for a large-scale PV system to ensure stable operation of power grids. NEDO, New Energy and Industrial Technology Development Organization of Japan conducted this project and HEPCO, Hokkaido Electric Power Co., Inc managed the overall project.

The rapid increase of wind power plants and enlargement of capacity makes the lightning problem of the wind power plants including blades serious. This report summarizes the result of the comprehensive surveillance study carried out for these several years. The contents lightning outages, the lightning phenomena and the result of the electric discharge experiment in connection with the measure against lightning of a windmill blades. Furthermore, the state of the present condition of the protective measures in the blades of windmill, mechanical parts, connecting power lines and communication lines was also considered. Especially grounding methods for wind power plants are considered.

Wind power provokes increasing concerns on its impacts on a power system as many wind power generators have been integrated to a power system. One of the concerns is a challenge to keep supply-and-demand balance in a power system.Battery energy storage systems (BESS) installed at a wind farm are considered as a promising option for the challenge. Two types of operation strategies were proposed for its operation: fluctuation mitigation and scheduled output types. On the other hand, in order to constitute an economical BESS, selecting battery size as small as possible is vital. However, for the scheduled output operation, no study has been published both on the required battery size and on a methodology to examine the size.This paper proposes a methodology to evaluate the required kWh capacity of battery for the scheduled output operation using accumulated prediction error of a wind farm. The methodology evaluates a standard deviation of accumulated prediction error with autocovariance functions of prediction error. Based upon the statistical characteristics obtained for actual prediction error of wind power, the paper presents results of a sample study to show the effectiveness of the methodology.

Various models for the equivalent circuit of EDLC (Electric Double Layer Capacitor) have been presented so far. The multi-stage connection of RC circuit is a representative model to simulate the EDLC's charge-discharge characteristic. However, since high energy density type EDLC for electric power storage has the electrostatic capacity of thousands F, the phenomenon of being almost uninfluential for the case of conventional capacitor appears in an actual measurement notably. To overcome this difficulty, we develop an equivalent circuit model using a nonlinear model that considers the voltage dependency of the electrostatic capacity in this paper. After various simulations and comparison with experimental results, we confirmed the effectiveness of the proposed model.

Recently the high attention for fuel cell electric vehicle (FCEV) is pushing to construct the hydrogen supplying station for FCEV in the world. The hydrogen pressure supplied at the current test station is intended to be high for increasing the FCEV’s driving distance. The water electrolysis can produce cleanly the hydrogen by utilizing the electricity from renewable energy without emitting CO2 to atmosphere, when it is compared to be the popular reforming process of fossil fuel in the industry. The power required for the high-pressure water electrolysis, where water is pumped up to high-pressure, may be smaller than the power for the atmospheric water electrolysis, where the produced atmospheric hydrogen is pumped up by compressor, since the compression power for water is much smaller than that for hydrogen gas. In this study the ideal water electrolysis voltage up to 70MPa and 523K is estimated referring to both the results by LeRoy et al up to 10MPa and 523K, and to the latest steam table. By using this high-pressure water electrolysis voltage, the power required for high-pressure hydrogen produced by the high-pressure water electrolysis method is estimated to be about 5% smaller than that by the atmospheric water electrolysis method, by assuming the compressor and pump efficiency of 50%.

A CO<SUB>2</SUB>-capturing NO<SUB>x</SUB>-free H<SUB>2</SUB>O turbine power generation system is proposed in which middle pressure steam produced in a thermal power plant is utilized to increase generated power when demand for electricity is large. The proposed system can capture all the generated CO<SUB>2</SUB> based on the oxygen combustion method and emits no NO<SUB>x</SUB>, so that it causes no urban and global environmental problems. A combined cycle power generation system with 200MW gas turbine power output is adopted as an example of a thermal power plant. It was assumed that 32 t/h of steam with 25kg/cm<SUP>2</SUP> pressure produced at waste heat recovery boiler was utilized in the proposed system.It has been shown through simulation study that increase of power output by 11.8MW or 4.51% of the rated output is possible with no efficiency decrease. The amount of CO<SUB>2</SUB> reduction is estimated to be 19600t/y.The unit cost of generated power is estimated to be 8.38yen/kWh, annual gross profit of the proposed system 271 million yen, depreciation year 4.87, and thus the proposed system is estimated to be economically feasible.

Recently, a number of electric consumers have concerned about the reliability of electricity to be served. For example, some consumers need the electricity with a higher reliability by the automation of manufacturing processes. On the other hand, some consumers need the electricity of a cheaper price even if the reliability becomes a little worse. Under such circumstances, it is necessary that power suppliers evaluate the needs of every consumers precisely and propose the most desirable measures for meeting their requirements. This paper develops a tool to analyze the reliability for high-voltage supplied consumers quantitatively. Further, this paper presents a method for evaluating the outage cost of consumers to help them choose the most appropriate measures for maintaining the reliability. The proposed method applies the fuzzy reasoning approach. The validity of the proposed method is ascertained through some numerical simulations.

In the large-scale factories like ironworks, many power electronic inverter loads exist, and these inverter loads are connected into ac systems by using rectifiers. On the other hand, DGs (Distributed Generators) such as photovoltaic generators and fuel cells, or ESSs (Energy Storage Systems) such as secondary batteries and SMESs (Superconducting Magnetic Energy Strages), which are dc power sources will be introduced to distribution systems more and more. These are connected into ac systems by using inverters. Therefore, it is expected that some countermeasures to achieve a dc distribution system which can reduce power losses due to rectifiers and inverters, should be developed.<BR>In this paper, a dc loop type distribution system is proposed as one of the new dc distribution system configurations. The calculation results of power losses for the dc loop type distribution system are compared with those for an ac distribution system. Moreover, this paper shows configurations and simulation results of the inverter, bi-directional rectifier and PFC (Power Factor Corrector) used in this system.

New small-scale dispersed generation systems, such as fuel cells and micro gas-turbines have made remarkable advances lately and they will be applied practically in the near future. Although a large number of researches on the introduction of small-scale dispersed generation systems have been carried out, only a small number of small-scale dispersed generation systems are considered in these researches. Therefore, little is known about problems to be solved in case where a large number of small-scale dispersed generation systems are introduced into electric power systems. This paper deals with a super distributed energy system that consists of a great number of dispersed generation systems such as fuel cells, micro gas turbines and so on. The behavior of a customer with a dispersed generation system is simulated as the Ising model in statistical mechanics. The necessity of a distribution network in super distributed energy systems is discussed based on the Ising model. The feasibility of decentralized autonomous control using vicinity information is also investigated on the basis of stability analysis of the Hopfield neural network model.

Following the examples of other countries, in April 2005 Japan launched wholesale electric power exchange operations as a primary item of system reform in line with electric liberalization. Only two years have passed since the initiation of these operations. However, in the summer of 2005, the surge in market prices was evident, which suggested that certain measures should be taken to confront potential market risks. Establishing a useful system for forecasting market prices through the modeling of price fluctuations in the wholesale electric market became essential. Currently, various price models are being proposed. Taking both the limited amount of data and the model's purpose into consideration, this study adopted the univariate time series model.<br>We conducted a time series analysis on the open price indexes in the JEPX spot market with the Box-Jenkins method. Since a seven-day cycle can be observed in the data, we adopted the seasonal ARIMA model. In accordance with the procedures of the Box-Jenkins method, we determined the degree of the model's polynomial using the autocorrelation and partial autocorrelation of the data and estimated the parameters of the model with the maximum likelihood method. We conducted a forecast on next day JEPX spot market prices with this time series model and examined its validity and utility as a forecasting tool.<br>Price forecasts made with this model require only a small amount of data and will save substantial analysis work. Consequently, this method is expected to be widely used by market participants as the reference data for their bid pricing.
