Recently in Japan, large-scale introduction of photovoltaics (PVs) has been under way. This development increases the likelihood of system voltage increase and fluctuations, which can be prevented by employing PV output prediction. In this study, we focus our attention on applying PV output prediction to system operation with the objective of system voltage control. In this paper, 30 minutes ahead prediction is assumed according to prior research with prediction error consideration. System voltages of 30 minutes ahead are estimated and are controlled in advance by using transformer taps and static capacitors. In this paper, voltage control is proposed for coordinating control, which is based on one of the games in the game theory, potential game. The validity of the proposed method is confirmed by running simulations using a modified IEEE 30 bus system. By applying the proposed method, both the voltage deviations and control counts improved considerably compared to a conventional method.

This paper describes an outline of the Honshu-Shikoku Interconnecting Transmission Line which includes the first large-scale cable line. The most significant feature of this transmission line is the installation of 500kV cables along various types of bridges. This brought many previously unknown technical hurdles such as techniques to overcome movements and vibrations of a series of large bridges. These hurdles were cleared through various efforts and techniques by the concerned parties.

In recent years, the harmonics and EMI noise sent out from an electric power conversion system are getting a great deal of attention in electromagnetic environment problems. So, the considerations for mentioned above have been getting important. Therefore, there is need to do a detail frequency analysis such as transient phenomena at the switching. So, we have proposed the analytic technique using Wavelet-transform which is possible to catch a phenomenon from the both sides of the time and the frequency. In this paper, we performed the analysis using Wavelet-transform against the actual measured date at the switching interval. Then, based on obtained result, we describe the high validity of Wavelet-transform and the application to the power electronics field.

The isolated power system (off-grid) using only renewable energy resources (PCS supplies) is studied. On the other hand, the off-grid of the Japanese general transmission and distribution company using only PCS supplies has not been realized. To realize and clarify the safety operation of off-grid, in this paper, we simulated the fault aspect using the simple simulation.

In recent, smart inverter is focused on as a solution for the problems on voltage and frequency stability caused by mass introduction of PV. Smart inverter has many functions to keep voltage and frequency within the proper range. Its effectiveness significantly depends on which function is activated but it has not been clarified sufficiently. This paper investigates influence on voltage and frequency of combined use of voltage regulation function and frequency regulation function of smart inverter. In the analysis, smart inverters connected to transmission network and ones connected to distribution network are modeled separately, and appropriate function activation in each network is investigated. Results of simulation study shows that precedence setting in the combined use of multiple function sometimes makes interference among them and deteriorates performance of smart inverter. The dependencies on the performance of introduction in transmission and distribution network by the analysis, and importance of selection of activating function considering introduction amount in transmission and distribution network is recognized.

Experimental investigation on short-circuit phenomenon through ejected hot gas between source-side terminals in molded case circuit breakers (MCCB's) was performed. The occurrence rate of short-circuit phenomenon proved to increase with the peak value of breaking current and with the order of breaking test. The conductance of the ejected hot gas was also found to rise with the peak value of the breaking current and with the order of the breaking test. These results indicate that the hot gas with high conductance causes the short-circuit phenomenon to happen. Then some effective means were taken in the MCCB to reduce the conductance of the hot gas. Decreasing in the conductance of the hot gas successfully prevented the short-circuit phenomenon from occurring.

Recently, the wholesale electric power exchange has been founded in Japan. With the progress of the electricity market, some management schemes of electricity price risk will be necessary. In financial markets or the preceding electricity markets, various “derivatives" on assets in the markets are often used as management tools to hedge the price risk. This paper gives a short commentary on some fundamental concepts of the derivatives and the pricing theory in the financial engineering, and discusses the problems on the financial engineering approach to electricity derivatives.

In AC electric Railway, three-phase voltage is changed into the single-phase circuit of two circuits with the Scott-connected transformer. If it becomes large unbalancing of the load between single-phase circuits, voltage fluctuation becomes large on three-phase side. Then, Railway Static Power Conditioner (RPC) was developed for the purpose of controlling voltage fluctuation on three-phase side. An RPC is comprised of a pair of self-commutated PWM inverters. These inverters connect the main phase and teaser feeding buses, coupled with a DC side capacitor such as a Back-To-Back (BTB) converter. In this way, the two self-commutated inverters can act as a static var compensator (SVC) to compensate for the reactive power and as an active power accommodator from one feeding bus to another.<br>20MVA/60kV RPCs started commercial operation in 2002 at each two substations on the newly extended Tohoku Shinkansen for compensating voltage fluctuation on three-phase side caused by traction loads, absorbing harmonic current. The results of operational testing indicate that an RPC can accommodate single-phase loads such as those of PWM-controlled Shinkansen and thyristor phase-controlled Shinkansen, and handle the exciting rush current of transformers, as well as compensate for harmonics successfully.

Vacuum Circuit Breakers (VCBs) have been widely used for medium voltage level, because of their performance: compact size, light weight, maintenance free operations and environment-friendly characteristics. They become most comfortable breakers for our needs from other breakers: oil, air, magnetic blast and gas. In this paper the history of vacuum, and latest trends of circuit breakers and related technologies are described, as well as merits or demerits of using vacuum technologies.

The previous generator excitation control system is based on AVR control of generator terminal voltage. This system can't accommodate reactive power up to the facility limit even when the power system voltage decreases to the limit for stable operation. We attempted to develop advanced excitation control system (PSVR) to achieve higher constant sending end voltage of power station. We intended to apply the system to the generator connected to a 500kV system which contributes most effectively to the voltage stability of a bulk power transmission system. This PSVR produces higher control gains than the AVR, the following functions were adopted: (1) AVR gain reduction circuit, (2) phase compensation circuit, and (3) damping improvement by enlarging the limiter of the PSS. In addition, various functions were provided. These include voltage slope characteristics to balance the reactive power of adjacent generators and PSVR output and terminal voltage limiter to stabilize the generator operation. Previously to an application to a real system, a transient response test was performed by combining PSVR and generator simulator to verify the damping improvement and stability of the voltage control.

The objective of this study is to estimate customer interruption cost by analyzing survey responses and comparative examination between it and the estimation value by the economic macro method or the example of America and Canada. The power interruption cost is considered as one of the useful index for evaluating the expansion planning or the operation of power system facilities from reliability. It is also considered to become more important index in the recent development of integrated resource planning in which both supplier's and customer's resources are equally dealt with. This paper reports the estimation results of customer interruption costs based on the three years survey from 1992 to 1994 conducted in HOKKAIDO and for various kinds of customers.

The self-commutated Static Var Compensator (STATCOM) is expected as one of the most effective tools to enhance power system stability and has been applied world-widely in recent years. Since the first prototype of STATCOM was developed in Japan in 1980, continual efforts by utilities and manufactures drove the development forward to the practical application of STATCOM, resulting in the world-first application of 80MVA STATCOM using GTO thyristors in 1991, followed by the 80MVA STATCOM using GCT thyristors in 2003. Since then, the application of STATCOM has been extended to not only power utility systems but also industrial systems. This paper describes historical development events and engineer's efforts to develop the STATCOM, including some episodes.

To analyze multi faults on a power line, we need to perform many complexed calculations. So, in many cases, we used to do them, using computers, in the actual phase domain. But it is difficult to expose the property and/or the physical meaning of the calculated results, because the computer method is based on many complexed numerical calculations.<br>This paper represents a new analytical method for short circuit studies, which can deal with crosscountry multi fault in double-circuit transmission line with zero-sequence mutual coupling. This method is based on the well known &ldquo;two-component network theory&rdquo; for a balanced three phase double-circuit. Procedure steps are; (1) Represent the network seen from the faulted points, with symmetrical component impedance. (2) Construct the symmetrical equivalent circuits for faults, with imaginary phase shifting transformers. (3) Combine these equivalents with each other, and erase the symmetrical voltages at faulted points, because the phase voltages at faulted points are known. (4) Calculate the currents at the faulted points, by solving the simultaneous linear equations.<br>We applied this method to an investigation of a distance relay's &ldquo; underreach&rdquo; phenomena in case of cross-country multi fault occured on a double-circuit transmission line. Effects of line constants to this phenomena have been well understood.

Mesospheric optical phenomena(including sprites) are becoming an interesting subject from the standpoint of atmosphere-ionosphere coupling. This paper deals with our observation of sprites associated with winter thunderstorms in the Hokuriku area and we show the characteristics of those sprites and their parent lightning discharges. Although the scale of Japanese lightning in winter is very small as compared with the MCS (Mesoscale Convective System) for the summer continental lightning, the essential quantities (polarity, charge transfer etc.) are found to be nearly the same as those for those MCS. However, there might be required an additional factor, such as the self-organization of the lightning.

Water tree is one of the degradation aspects of XLPE cables used for under-ground distribution or transmission lines. We have developed the loss current method using 3rd harmonic in AC loss current for cable diagnosis. Harmonic components in loss current arise as a result of the non-linear voltage-current characteristics of water trees. We confirmed that the 3rd harmonic in AC loss current had good correlation with water tree growth and break down strength. After that, we have applied this method to the actual 66kV XLPE cable lines. Up to now, the number of the application results is more than 120 lines.In this method, it is sometimes said that the degradation signal (3rd harmonic in loss current) is affected by the 3rd harmonic in the test voltage. To indicate and solve this problem, we investigated the extent of influence by 3rd harmonic in the test voltage, and found the rule of the influence. As a result, we developed a new technique of harmonic-noise reduction in loss current method that enabled a more highly accurate diagnosis and confirmed the effectiveness of this new technique by simulations and experiments with actual cables.
