In order to avoid the difficulties involved in searching the design point by iteration using the derivatives of the performance function, a principle shortcoming of reliability methods based on the first-order reliability method (FORM), an explicit fourth-moment reliability index, which is derived from the fourth-moment standardization of performance function, is presented and investigated in the present paper. The proposed formula is simple, and does not require integration or solve nonlinear equations, which are necessary in current used formulas. Through the investigations of the present paper, it is found that the third-moment method can be significantly improved by the proposed simple fourth moment reliability index and the fourth-moment reliability index has sufficient accuracy as a reliability index based on the fourth-moment standardization of performance function.

Forty-eight cases of collegiate lecture rooms were psychologically assessed by students during regular classes through a semantic differential technique. Multi-variable analyses were then applied first to extract the structure of evaluation and then to predict students' satisfaction which represented the first and primary factor, namely, "overall evaluation." Other factors were "lecture content," "acoustics" and "communication." Spatial and environmental planning guidelines for enhancing students' satisfaction as interpreted from the multiple-regression equation which explained 72.3% of variance were lower students' density, higher level of illumination, curbing of natural lighting and increased main window area per total wall area. Larger room depth as well as larger desk size increased satisfaction. Illumination, however, should be given priority over room depth. Twenty to thirty percent of illumination increase should compensate twenty percent decrease in room depth.

In 1921, the Ofuna Denentoshi Co. Ltd. was established to construct the garden city in Japan. But it is not known the detail of its motivation and purpose that they established it, and the project of the residential quarter because it bunkrupped halfway. The Watanabe family the business proprietor had managed the plan of Watanabe-cho that was taken notice of the ideal garden suburbs in Tokyo Nippori. The Watanabe family was not satisfied with the Watanabe-cho project and they established the company the Ofuna Denentoshi Co. Ltd. to construct the garden city. This article report presents the business contents which had been taken out by the Ofuna Denentoshi Co. Ltd. from the news and the project reports of company and considers the contents of the residential quarter "Shin Kamakura" which had been constructed in front of Ofuna station.

窓の採光能率は、其窓の在る周圍の状況によつて大に異ることは明である。本文は其種々なる位置に在る窓面の照度を求めて、これを發光體と考へる室内の照度分布を考慮する場合の資料とし、又或建物の或窓は如何量の採光能率を有するかを或標準の窓面と比較して、其有效率を求めんとするにある。
