This paper describes the revised wind load provision of the Building Statutes. The Building Standard Law that is the fundamental one in the Building Statutes and the basic things including the objective of the Statutes, basic performance requirements on buildings and etc. are prescribed in it. It was revised in 1998 and declared that technical regulations should been prescribed with the performance based forms. Following the revision, the Building Standard Law Enforcement Order and Notifications of Ministry of Construction that form the technical regulations including design load provisions were revised in 2000. Wind load provision was revised along with the other provisions. In this paper, the revised wind load provision is presented as well as the revision works

Stratospheric airship, that is ultra long duration high altitude airship, is somewhat different from conventional design airship. Mission altitude is about 20km, because winds are relatively weak around that altitude through the year. Solar cell and regenerative fuel cell equipped airships are able to be geostationary against air stream for long duration without fossil fuel exhaust to atmosphere, that is environment-friendly. Design point of view, no mass change is essential during mission flight, soit is necessary for altitude control to close airship hull against superheat phenomenon. Development of super pressurized hull structure with new high tensile strength material is critical technology for this flight vehicle. Airship design, tracking and control are very sensitive to wind condition, so the cooperation of meteorologists and aerospace engineers is very important for this challenging project.

The orographically-enhanced local severe wind is reviewed, focusing on the mechanism of the downslope wind. Theory of shallow water flow aver a ridge and internal gravity wavein a stratified atmosphere are presented to comprehend the local severe wind. Deformation by three-dimensional effect is also discussed . Numerical simulation of the “ Yamajikaze”, a downslope wind in Shikoku, is shown to suggest the predictability of the downslope wind.

About twenty years have passed since the wind environment was taken up as a social problem in Japan. The physical phenomena of strong and uncomfortable winds caused bytall buildings have been studied and, to some extent, resolved over the years.On the other hand, the social phase of the wind environment still remains because of this problem's complexity and difficulty.The author want to report the status quo of the wind environment in Japan, through examples of wind environment damage, how to establish a comfort criteria, the present state of wind tunnel testing, and examples of research in which he participated.
