The purpose of this paper is to explain the background of abolishing the area division and that fact, focusing on the application of the area division in the cities of less than 100, 000 people. As the character of the area division in the cities of less than 100, 000 people, the area division was applied by many of industrial cities. And, it was clarified that the common features of Arao-City and Kainan-City ware population decrease and industrial decline. In addition, it was clarified that the farmland diversion after the area division has abolished increased.

The purpose of this paper is to investigated the fact of technical standards for developments exceeded, to secure the minimal standards of town area. Result is as follows. Ranging small-scale development connected to roads of weak condition in the loose regulated area, which causes a condition of maze-like street. And we showed that technical standards in the City Planning Act are not enough to accumulate an ideal living environment. It is necessary to revise the technical standards or to guide developer development by local governments.

The purpose of this paper is to clarify the relation for commercial act between the Non-Area Divided City Yamaguchi and the Area Divided City Hofu, which is adjacent to Yamaguchi. At first, we investigated the trend of commercial locate among three area, central district, use district and suburb using data of the building confirmation in those city. Then we calculated the rate of consumption and absorption about commercial act in case study. At last, using those data, we considerate the relation for commercial act between the each case study and show the issue about the district that commercial facilities has accumulated on operating the City Planning Act in local city.

The purpose of this research is to clarify the location characteristics of shrines included in the "Pictorial Record of the Shights in Japan Fukuoka Prefecture" and to acquire basic knowledge about the effective uses of such shrines as local resources. The geographical features and microtopography around the shrines were quantitatively analyzed and the locations were classified into seven categories-cape, seashore plain, inland plain, basin plain, basin highland, mountain periphery, and mountaintop. By analyzing descriptions of local landscapes in the pictorial record, the authors also clarified that shrines located at capes and on mountaintops are appreciated for their views, and that based on these location characteristics, locations commanding a view of the sea can be positioned as local resources.

本研究は、防災まちづくりを支援するための技術開発として、地域防災力の評価手法の開発を試みるものである。はじめに、既往研究と防災に関する専門家へのヒアリング調査を基に、地域の災害時対応能力を構成すると考えられる評価の視点と項目、指標を設定した。その後、評価構造の階層をISM(Interpretive Structural Modeling)を用いて定量的に構築した。更にAHP(Analysis Hierarchy Process)を用いて、各評価項目の重み付けを行い、地域の災害時対応能力評価のための階層構造を構築した。加えて、DEMATEL法(Decision Making Trial and Evaluation Laboratory)を用いて、地域の災害時対応能力の基礎となる評価項目間の影響関係とその度合を明らかにした。そして、愛知県豊橋市の自治会を対象として、試験的に開発した手法を適用し、この手法により、地域の災害時対応能力の定量的評価が可能であることを確認した。

Because of depopulation and decline of central district in the local city, the extensive used lands have been increasing. This research aims to grasp the condition of extnsive used lands at the central district in the local city, we examined the condition of car parkings (764), intention of individual owners and visitor in Ube city. As a result of following points; 1) The narrow parkings lie scattered in the whole area. A lot of them is private parking or contract parking, and is few check parking which visitor uses. 2) Visitor knows check parking, but they don't use them. 3) The old owners are going to hold the lots, As they have no mind to use practically. 4) Some of owners think lots are too narrow for them to practice. It is a necessary to have the systems for applicable to narrow lots.
