When the configuration of anchorages in harbour is designed, the shiphandling difficulty which is imposed on a ship navigating between the anchored ships should be considered. However, no research work has been done about the method to fix quantitatively the design elements of the configuration of anchorages under the condition that the shiphandling difficulty comes to an allowable level. The relationship betweeen the configuration of anchorages and the shiphandling difficulty was analyzed by applying the Environmental Stress Model as introduced in the previous paper. In the present paper, an algorithm to design the configuration of anchorages in harbour under the condition that the shiphandling difficulty comes to an allowable level was investigated. And a computer aided supporting system to design the configuration of anchorages was developed taking into consideration the userfriendly interface through graphical information on CRT display. It is avairable by using this system to select an alternative of the configuration of anchorages that the condition of the sizes of anchored ships and the shape and area of anchorage can be taken into consideration.

This paper presents two models for determining the probability of deciding relative distance measured with the eye and the approximation by power function. The decision-making on the sea takes place in an environment in which states of nature, psychology, physiology and available information are fuzzy. Therefore, the models are based on the application of the fuzzy sets theory, the statistical probability theory and the entropy theory. The calculation performed by using the results of questionnaire about the far and near sense against target ships. The calculation results agreed well with the experimental concerning the distance of vision at sea.

It has become more difficult to voyage safely using human senses due to the upsizing and speeding up of ships. In order to help cope with the increasing difficulties, navigational instruments have been developed to support human senses. Above all, the advent of ECDIS has changed traditional watch duty on the bridge. The increased reliance on navigational instruments like ECDIS, has some negative consequences as well, and as a result marine accidents have occurred. Keeping this in mind, the purpose of this paper is ① to increase awareness of the appropriate uses of navigational equipment information, ② to investigate the relationship between the qualities of navigational equipment information and the operator, and ③ to discuss Marine Accident Inquiries with the goal of learning how to solve these problems. First, this paper will introduce occurrences of marine accidents using ECDIS. Next, the legal position of navigational equipment will be considered, and finally, conclusions will be drawn about the qualities of the appropriate uses and the operators in regards to navigational equipment.

In the summer of 1989, a series of measurement of the 9970 Loran-C chain and the Kita-Kyushu Decca chain was made, using two ρ-ρ Loran-C receivers and a MS-2A Decca receiver aboard the training ship Hiroshima-maru. We made a series of passage under the Bisan-Seto-Oohashi which is located in the Inland Sea of Seto, observing the time-difference, amplitude and phase-difference on the receivers. When the ship was located in the vicinity of the bridge, large positioning errors were observed as the result of the field distortion. This paper presents the results of these measurement, and says that the disturbance of the electric field can be explained by assuming the bridge to be a one-wave-long-loop antenna.

The position error data of inertial navigation systems (INS) are analysed. The data used for the analyses are of B747 aircraft equipped with three INS units, namely, Carousel IV. The inertial present positions by the three INS display units were recorded by crew after the aircraft had arrived at the gate of destination airport. The distributions of position errors are investigated and several distribution models were fitted to empirical distributions. The results indicate that the distribution of radial error rates is well fitted by a Weibull model with the shape parameter of 1.416.

It is necessary to develop a system that reduces the load on the marine traffic control because its work is manual and heavy. In this study, we created a ship behavior prediction model using Recurrent Neural Network (RNN) to explore the possibility of marine traffic control and ship maneuvering support by machine learning. Specifically, we predicted the position and course of a ship that would go through the bend of the Uraga Channel from 5 items (length, width, course, speed and position) and displayed on a map. It shows that the effectiveness of ship behavior prediction by machine learning has been confirmed.

The International Labor Convention came into force by the International Labor Organization (ILO) in 2013, and the "Maritime Labor Convention, 2006" (MLC,2006)(1) also came into force. As a result, the law on seafarers' labor was also amended. In this study, authors focused on fatigue caused by labor of seafarers and conducted a survey on fatigue trends due to differences in working environments with the aim of improving the working environment. First, in order to investigate fatigue caused by difference in work that behavior over time, a fatigue checklist was used at the onshore labor organization, and heart rate was measured.In this paper, fatigue of seafarer's were investigated and the main conclusions obtained by this research are as follows:(1)Fatigue can be investigated by a fatigue checklist and heart rate measurement. Also, fatigue recovery can be investigated by sleep measurement and through a questionnaire regarding waking up sleepy.(2)Working onboard tends to be more fatiguing than working onshore.(3)Sleep is related to both fatigue and fatigue recovery; fatigue recovery effect is low while working onboard; quality of sleep is related to one’s living environment and the ship’s operating condition.

The typhoon 20, 1979 was strong and severe. It ran through the Japanese Islands quickly and caused damages throughout Japan. In this paper, the behaviour of typhoon 20, 1979 and the state of the sea as the typhoon approached the coast of Hokkaido, were investigated. In addition, the damages to fishing boats, fishing facilities and establishments and sea causalities of fishing boats were investigated. In this investigation, the relationship between the movement of the typhoon 20 and damages and sea causalities caused by the typhoon were considered and discussed.

The instrumentation for the measurement of seafloor topography with the data of fishing echo sounder and GPS accrued by the sensor network technology has been presented in this study. In our previous paper, details of the present system and the accuracy of it have been discussed and the authors have shown the potential of the present system for practical use. In this paper, the data analysis of experimental results of about 680,000 data obtained by a real fishing operation is discussed. The experiment for practical use by the present system has been carried out for about a year using a fishing vessel. The records of a fishing echo sounder and GPS have been stored in a database and used to draw a bathymetric chart of experimental site. However, many suspicious parts of water depth can be seen in the bathymetric chart because the data of double reflection were included in the chart. In order to increase the reliability of the bathymetric chart obtained by the present system, the authors examined the data analysis for removing suspicious data due to the double reflection from the bathymetric chart. The retouched bathymetric chart after utilizing the data analysis are compared with the "Basic chart of the sea" represented by the Japan Coast Guard and 90% of all difference between the two of them were less than 5m.

The NIPPON MARU, 2570 ton 4-masted bark, was built in 1984 to replace former NIPPON MARU as a sail training ship for the cadets of Institute for Sea Training, Ministry of Transport, Japan. The authors have carried out the experiments to measure her sailing speed, leeway, apparent wind direction and speed and others in trade-wind zone of the North Pacific Ocean. In analyzing these experimental data, we have got ship speed/true wind speed ratio for each trim angle of yards and sail condition. Secondly, we have got aerodynamic coefficients of her sails, by solving the equilibrium equations in steady sailing conditions. The results are as follows. In respect of ship maneuvering, she made a speed of more than 75% of true wind speed in close-hauled under fullsails, when her propellers were revolving freely. Stays'ls were effective when she sailed in the range from close-hauled to beam reach condition. In following wind condition she made a speed of 20% of the true wind speed under fore and aft sails only. In respect of aerodynamic performance, her sails stalled at 25 degrees of the attack angle and had a considerably larger lift and drag forces than those by wind tunnel test. Her thrust force coefficient was maximum at close-reaching because of no interference of the aft sails to the fore sails, and thrust force mainly depended on her sail area.

The purpose of this study is to analyze the causes of dispute concerning oil exploitation on the continental shelves. Since the sovereign rights to exploit natural resources on the continental shelves belong to coastal states, delineation of continental shelves is a critical problem for them. Previous research has been limited to specialized areas, such as geology, geopolitics, or nationalization of natural resources, etc. This study aims to augment the extant literature by considering oil concession agreements, international treaties, and maritime transportation systems. In conclusion, disputes are caused by unestablished criteria for delineation and resource distribution. The effective methods to prevent these disputes are the moratorium on exploration, unitization of transboundary deposits, and dispute settlement clauses.

In order to make a study of the effects of antenna height error on the two-dimensional positioning accuracy of the GPS, calculations of positioning errors were carried out by using assumed and actual allocation of three NAVSTAR satellites. As the results of these simulations, it was found that the positioning error indicates a certain tendency of dependence on the relative position of three satellites in observer's celestial hemisphere.

船型の増大に伴い,ターミナルは水深の大きな沖合いに建設されている。その結果,船は大きな波を受け,この時の船体動揺が安全荷役や安全係留に影響を与えている。そこで船体動揺を抑え,係留施設の最も安全な利用のあり方を検討することが重要となる。係留船の運動や係留索力のシミュレーションを行う方法としては数値計算による方法と水理実験による方法とがあるが本研究では水理実験により船体運動低減化の方法について議論を行っている。得られた結果を要約すれば次のようになる。(1)サブハーモニック波による長周期運動はサージとスウェーで卓越し,一方ヒーブ,ロールそしてピッチは一次の波成分により引き起こされている。ヨーは長周期と短周期の両方で応答する。(2)サージとヨーの長い固有周期は堅い係留索(ティルロープ付きワイヤー)を用いることによりかなり容易に変えることが出来る。もしサージとヨーの固有周期を一次の波とサブハーモニック波の卓越周波数の谷間に来るように設定すれば,長周期船体運動はかなり低減することができる。(3)長周期船体運動を低減するための第1の方法として固有周期の制御が試みられるべきである。第2の方法としてダッシュポット・システムが有効である。(4)係留索とフェンダーの係留力の非対称性のためにスウェーはサブハーモニック運動を起こす。係留索のバネ定数を堅くすることは非対称性の程度を減少させ,その結果としてスウェーを減少させる。(5)係留索のバネ定数を変えることによって,ロール,ピッチそしてヨーの短い固有周期を変えることは難しい。この場合にはダッシュポット係留索が船体運動の低減に有効である。

Even in these days, almost small airports and heliports have no equipment for aircraft surveillance. Many air traffic operation and airport operation service providers then request to develop the equipment for monitoring airspace to improve their service performance. We then think it is important to make the most effective use of conventional Secondary Surveillance Radar (SSR) system currently widely used, and we propose a Passive SSR (PSSR) to meet the request. The PSSR is the slave system for a conventional SSR of the mode-A/C system. The PSSR is a very compact and potable system consisting an omnidirectional antenna to receive the SSR replies from aircraft, an antenna to receive the SSR interrogations from a master SSR system, and a digital signal processor such as a personal computer for identifying aircraft and calculating the position of the aircraft. The PSSR installed within the coverage of the conventional SSR can provide SSR mode-A/C information without any radio transmission as interrogation. An Airspace Surveillance Network will be able to be established economically by utilizing PSSRs and InterNet.

The present study investigated patterns of foreign accent conspicuous in English produced by native speakers of Chinese. Native speakers of English and Japanese listened to English speech data collected from Chinese-speaking cadets, and reported Chinese accents they heard. Based on their reports, the authors pointed out typical Chinese accents which Japanese speakers are likely to find confusing, with a support of Pinyin transcription and contrastive analyses of Chinese, English, and Japanese. They included realization of English /v/ as [w], peculiar quality of/l/ and /r/ when following a vowel, and insertion of an extra vowel and/or omission of a consonant in a sequence of two or three consonants. China being one of the most important trading partners, we strongly believe that knowledge on characteristics of Chinese accented English described here will help Japanese people in the maritime sector with easier communication with Chinese seafarers, which will contribute to safer navigation of ocean-going vessels.

In recent years, it is reported the violations of “the ordinary practice of seamen”are increasing in marine accident inquiries. It can be inferred from a stretched interpretation of “the ordinary practice of seamen”.After all, it means that there is no clear concept of “the ordinary practice of seamen” in Japan. Therefore, this paper is an attempt to overview a new interpretation of “the ordinary practice of seamen” in Japan.Formerly“best aid to avert collision”was synonymous with “the ordinary practice of seamen”. So, it is considered that there is a relation between “action by stand-on vessel”and“the ordinary practice of seamen”. Finally, the issue of marine accident inquiry system is studied on the base a stretched interpretation of “the ordinary practice of seamen”.

<p>After the building of the ship taking over the "Kaiwo Maru I" was planned, in Shinminato City (at the time), devoted movement inviting her had been developed since around 1980. In 1990 she was moored at Fushiki-Toyama port temporarily, and "Kaiwomaru Park" was built two years later. In 1994, permanent preservation of her (at Fushiki-Toyama port) was decided. Afterward, events such as full-sail exhibition or maritime educational program have been held. Through these efforts, the "Kaiwo Maru I" increases visitor's knowledge and interest in ocean and ships. She also has contributed to maritime education for the younger generation. We first specify the detail of inviting her that many people made efforts and achievements after her retirement. Then, in order to leave the "Kaiwo Maru I" eternally for the next generation, we propose the significance of her existence and how she can contribute to society that are able to win people's understanding in both hardware based and software based (tangible and intangible) elements.</p>

めまいを生じたとき直立姿勢をとっている人の身体動揺がどのようになるかを調べるため,回転する回転台上で直立している人の姿勢応答を測定した。(1)回転台上で直立する人の重心は不規則な運動をしており,そのうちの一部の時間は右回りまたは左回りをしながら動揺している。被験者の約80%は回転台の回転方向が逆転すると重心の回転方向も逆転する。(2)閉眼で回転台上に直立する人は回転台の回転方向が右回りでも左回りでも身体はわずかに前方に傾きながら前後左右の方向にほぼ同じように揺れる。(3)開眼で回転台上に直立する人は回転台の回転方向が左回りの時は身体が右に,台が右回りの時は身体が左に傾きながら動揺を続ける。(4)回転台の回転が停止するとき眼振が生じるが,回転台の回転角速度が大きいほど停止時の負の角加速度の絶対値も大きくなり台上の被験者の眼振持続時間は長くなった。まためまい感の持続時間も長くなった。(5)回転台上で直立する被験者が足を開いて立つか,閉じて立つか,マンの姿勢をとるかによって身体動揺の様式が変わり,頭部と重心のパワースペクトルも異なる分布を示した。マンの姿勢は不安定でパワースペクトルは周波数の大きい成分が増大した。(6)台の回転数を増すと頭部と重心のパワースペクトルの主成分は高い周波数の方へ移動した。

Galileo is the European Global Navigation Satellite System (GNSS) designed to be interoperable with the United States' Global Positioning System (GPS). Galileo and GPS interoperability means that hybrid GPS/Galileo receivers will offer improved performance in several ways compared to GPS- or Galileo-only receivers. This paper presents the design and implementation of a software GPS/Galileo receiver, together with testing results using a real Galileo signal from GIOVE-A, the first Galileo in-orbit validation satellite. Furthermore, a new navigation solution algorithm to estimate the GPS-Galileo system time difference is proposed. Hybrid navigation results show that 2 m (2drms) positioning accuracy can be achievable without knowing the exact system time difference.

実船計測で得られた航行中の出会い波浪(波高)ならびに波浪中船体応答の資料を解析し、短期統計量についてRayleigh分布との比較検討した結果を以下に要約する。(1)両振幅ならびに片振幅の波浪統計量は、Rayleigh分布を仮定した推定値から説明できるが、推定値は多少安全側にある。また今回の波高範囲では、これらの波浪統計量の非線形性は弱い。(2)船体応答におけるピッチおよびロールの短期統計量についても、Rayleigh分布を仮定した推定値が解析値と良く一致していることが認められた。(3)一方、1/100最大波ならびにピッチ角(片振幅)の解析結果では、解析値が推定値を上回っている事例があり、極値解析の方法および他の分布形について更に検討が必要と考える。(4)大型船よりも縦強度が比較的強いと考えられる供試船においても、サギング側の応力が大きいことが認められた。今後、漁船の安全運航を踏まえ(3)の問題点を明らかにするとともに、大波高ならびに水深の浅い海域における短期統計量についても研究をすすめていきたい。また、資料の蓄積をはかり長期発現頻度の基となる、データベースの構築についても努力していきたいと考える。
