The massive deployment of PV and wind, which provides decarbonized energy supply, bring about various additional challenges, among those, the reduction of operational capacity of synchronous machines in a power system have been affecting stable operation of a power system. With the reduced system inertia, the system frequency deviates faster and more largely and the deviation sometimes results in instability of a power system operation. In this paper, we present the trend of system inertial reduction from 2030 to 2040 in Japan and quantify the cost increase when criteria of system inertia are applied. We further present the benefit of a PV PCS which can supply system inertia in terms of an improved system inertia profile and a reduction of annual operational cost in order to evaluate a strategy to maintain a system inertia.

Residential energy consumptions for space heating depends on climate conditions, floor areas, dwelling structures, thermal insulation performances, types of heating supply systems, inhabitant preferences. A standard indicator of space heating services independent of above conditions is advanced based on actual measurement values on 61 dwellings in Japan area on this paper. The indicator is calculated using average room temperatures during a space heating period, room floor areas and numbers of space heating days. A space heating efficiency in a dwelling can be analyzed by examining the correlation between the indicator and energy consumption. The dwellings having electric storage thermal heating systems or electric boilers consume larger energy for their space heating standards. An efficiency of a space heating by air conditioners cannot be observed in this study.

In the power sector, the national government has set the goal that the introduction of PV reaches 53 million kW by 2030. However, large-scale introduction of PV will cause several problems in power systems such as surplus electricity. We need large capacity of pumped storages or batteries for the surplus electricity, but the construction costs of these plants are very high. On the other hand, in the transport sector, Electric Vehicle (EV) is being developed as an environmentally friendly vehicle. To promote the diffusion of EV, it is necessary to build infrastructures that can charge EV in a short time; a battery switch station is one of the solutions to this problem. At a station, the automated switch platform will replace the depleted battery with a fully-charged battery. The depleted battery is placed in a storage room and recharged to be available to other drivers. In this study, we propose the use of station's battery as a countermeasure for surplus electricity of PV and evaluate the economic value of the proposed system. We assumed that 53 million kW of PV is introduced in the nationwide power system and considered two countermeasures for surplus electricity: (1) Pumped storage; (2) Battery of station. The difference in total annual cost between Pumped case and Battery case results in 792.6 billion yen. Hence, if a utility leases the batteries from stations fewer than 792.6 billion yen, the utility will have the cost advantage in Battery case.
