社会基盤整備事業に関わる合意形成を行う上で,パブリック・インボルブメントをはじめとする公的討論が重要な役割を担っている.本研究では,社会基盤整備における公的討議の意義と課題について整理し,社会的意思決定における正統性を様々な討論過程を通じて担保するための理論的枠組みについて考察する.その際,討論システムの概念を導入し,公的討論が特定の公的討論を対象としたミクロ討論,討論システム全体を対象としたマクロ討論で構成されており,パブリック・インボルブメント等が,ミクロ討論とマクロ討論を接合させる役割を果たすことを指摘する.その上で,討論システムを構成する公的討論の基本原理や望ましい討論を実現するための課題や問題点,討論の望ましさを評価するための基本的な考え方について考察する.

As suggested in the case of "the 100 charismas of tourism", local communities can be improved if at least one ultra-altruistic person engages in cooperative behavior for the benefit of the community. This paper investigated determinants of such pro-social behavior toward a local community by "regional charismas." For the purpose, a questionnaire survey was conducted based on determinant factors of altruistic behavior proposed by previous research. The respondents were 1) "the 100 charisma of tourism" (<i>n</i> = 95), 2) "residents living in the same region as the charismas" (<i>n</i>= 400), and 3) residents living in other regions (<i>n</i> = 500). By comparing different groups, individual and regional factors of pro-social behavior by "charismas" were examined. The results suggested that Schwartz's "norm activating factor" and "perceived benefits" regarding pro-social behavior directly related to individual factors of charismas' behavior, and "sympathy" among residents directly related to regional factors.

本研究は,従前までに実施してきた社会実験的MMを継続的に実施するとともに,現地ヒアリング調査等を通じて,これらのMMの長期的効果を含む,様々な効果を測定した.そして,そこで得られた知見を踏まえて,今後,本格的な大規模MMを,我が国の実際の行政で行っていくことを目指して,これまでよりもより大規模(数千〜1万世帯程度)な世帯を対象とした社会実験的MMを実際に推進し,本格的なMMの実務的展開に向けての課題やMM施策の効果を検証した.その結果,MM施策実施後,渋滞緩和効果や態度変容効果が確認されたいくつかの事例において,その効果が継続的に持続していることが示され,MMの長期的効果が認められた.また,複数の手法を同時に用いた本格的MMを実施し,公共交通の利用者数増加や道路交通の変化などの効果を定量的に検証したところ,対象地域においてMM実施による集計的な効果が確認された.そして,複数種類のMM施策の効果を比較分析することによって,それぞれの施策の相対的な効果や特質を把握することができ,MMの実務的展開に資する知見を得ることが出来た.また,大規模MMの効果を検証するため,50万世帯に配布されている地域新聞を活用し,読者に「かしこいクルマの使い方」を呼びかけると共に,TFPへの参加を呼びかける大規模なMMを実施した.その結果,メディアを通じたコミュニケーションのみでも,読者の態度・行動変容を見込めることが示された.さらに,本取り組みの費用対効果について検討したところ,一定の費用対効果が見込めることが示された.
