The first version of "Seigen-Zu" to be established as the design format of shrines in the Meiji era was presented by the Ministry of Finance in August 1872. The second version by the Ministry of Religion followed three months later. The third version, again by the Ministry of Finance, was prepared in April 1873, and was to finalize the design process of "Seigen-Zu". In 1875, "Seigen-Zu" was to be applied to the construction for more shrines, thereby occasioning the need to circulate copies of this final version in woodblock print form.

<p> 公文書管理法では、行政機関における行政文書、独立行政法人等における法人文書の管理の状況、および国立公文書館等における特定歴史公文書等の保存・利用の状況について、内閣総理大臣への報告義務が定められている(9条、12条、26条)。この規定に基づき、内閣府大臣官房公文書管理課において、毎年『公文書等の管理等の状況について』という報告書がとりまとめられ、公表されている。</p><p> この報告書は国における公文書の管理状況を集約した成果物であるが、これまであまり注目されることも、分析の対象とされることも多くはなかった。</p><p> そこでまず、この報告書から読み取れる情報、また問題とすべき論点について検討する。次に、行政文書管理の基本台帳である各省庁の「行政文書ファイル管理簿」を実際にWeb上で検索してみることによって、記載内容の実態と問題点を明らかにする。</p><p> 『公文書等の管理等の状況について』と「行政文書ファイル管理簿」という2種類の公表情報を素材として分析することで、国の公文書管理の現状を把握し、課題を明らかにした。その上で、附則13条に記された施行5年後見直しの修正がないまま、施行後8年を経過した公文書管理法と公文書管理の現状について、いくつかの論点を提示したい。</p>

The maintenance and management of mountain forest needs special knowledge and skill, and contains various dangerous tasks. Thus, the shortage of workers causes the problem of increasing unmanaged forests. In this research, we are developing “Teleoperated mountain forest maintenance robot system”, which assist human work semiautonomously. In this paper, we will discuss and propose a performance improvement method in recognizing process of the surrounding objects in the mountain forest environment. The experimental results illustrate the validity of the proposed method.

The area restriction of shrines, enacted by the proposal of the Ministry of Finance in 1872, was flawed, because the case of reconstruction was not considered. In 1873, the Ministry of Religion ordered those shrines directly controlled by the government to submit drawings of their buildings and surrounding sites The government made the decision to preserve the design of shrines based on these drawings, while the area restriction was to be applyed to only the newly established shrines.

本研究は、従来の心理的領域に関する実験に視線のずれという条件を加え、視線のずれが心理的領域に与える影響について検証を行った。また、性格特性によって視線のずれが心理的領域に与える影響の大きさは異なるのではないかという仮説から、向性と対人恐怖心性を用いて検証を行った。その結果、主に以下の3点が明らかになった。1)接近者から視線をずらされているとき、被接近者は120cmより遠い距離帯の全ての方向に対し、「居心地」の心理負荷が軽減されている。同様に、接近者は視線をずらしているとき、210cmより遠い距離帯で「居心地」の心理負荷が軽減されており、その影響は被接近者が接近者から視線をずらされているときよりも大きい。2)視線のずれが「会話」の心理負荷に与える影響は小さく、主に接近者の正面方向での全距離帯でわずかに会話をする距離として相手を遠く感じさせる。3)向性の高いグループ及び<目が気になる>悩みが小さいグループは、向性の低いグループ及び<目が気になる>悩みが大きいグループよりも、視線角度0°・120〜180cm程度の距離帯において、多くの条件で「居心地」の心理負荷が小さい結果となった。つまり、性格特性によって、近距離で視線を合わせた状態での「居心地」の心理負荷が異なる可能性が示唆された。

In the early Meiji (before the Shinto system revised in 1871) ,the new government had no clear vision for the building and repairs of shrines. When the new hierarchy of shrines had been established, the government had to make guidelines regarding building and repairing expenditure for the shrines directly controlled by the government. Meanwhile, Izumo-Shrine requested from the government again and again, funds not for repairs but for the whole reconstruction. Thus based on the financial state of the government, the area restrictions of shrines was suggested in 1872 by the Ministry of Finance.
