Offshore wind climate along the coast of Kanto area was investigated by a mesoscale model and wind energy potential considering economical and social criteria was estimated by Geographical Information System (GIS). The prediction accuracy of the annual mean wind speed by the mesoscale model was 4.8%. The estimated wind climate shows that offshore Choshi, the annual mean wind speed is significantly higher than other area. Without considering any economical or social criteria, the total potential along the coast of Kanto area is 287TWh/year, which is almost equal to the annual supply of Tokyo Electric Power Company. If only the bottom mounted foundation is used, the potential varies from 0.21TWh/year to 7.98TWh/year depending on the scenario. On the other hand, when floating foundation is taken into consideration, the potential is 100.59TWh/year even for the most conservative scenario.

Large-scale and/or long-span structures, which must be sustained for long service life, are susceptible to strong winds. Their design wind speeds are mostly decided by typhoons in Japan. Global warming typically causing the increase of the sea-surface temperature would affect, probably intensify typhoons approaching Japan. In order to investigate the effects of the increase of the sea-surface temperature on typhoon frequency and intensity, a new typhoon simulation technique was developed incorporating the sea-surface temperature. The new simulation technique predicted future trends due to the increase of the sea-surface temperature that the number of typhoon approaching Japan increased and depression of the central pressure increased. It was also shown that 100-year recurrence wind speeds in 24 regions in Japan increased by 10 - 15% on the average due to future increase of the sea-surface temperature.

A sudden severe storm destroyed a large tent structure connected to some concrete weight cubes, at near coast in Tsuruga City, Fukui Prefecture. High wind accompanied with the gust-front in the storm killed a man and injured nine persons. While the tent structure had an opening faced to sea, it was covered on remained walls with canvas. In this situation, when wind attacked from the open face, the tent would be easily lifted up, even though some weights might fairly resist to the lift caused by wind. This study describes the observation of damage to the tent structure and wind tunnel test results, which was carried out to quantify the wind load when the tent will be blown off in various situations of wall coverings.

The detailed structure of a gustfront was revealed with Doppler radar, Doppler sodar, weather station and video cameras at Yokosuka observation site, Japan. The gustfront was accompanied with a downburst from bow echo of developing thunderstorm. Two gusts occurred at the passage of gustfront. First gust was observed about 2 km behind the gustfront. Second gust occurred about 5 km behind of the first gust and maximum wind speed of the second gust was larger than that of the first gust. The vertical circulation of the gustfront had about 5 km in horizontal scale and 500 m in vertical and made "arc cloud" , which had 200m of cloud base and 500m of cloud top in height. Strong wind cores (> 25 m/s) existed between 30 m and 500 m in height at the front of the circulation. Two gust winds, which were observed at the surface, were well corresponded with the strong wind core near the surface and updraft region of the circulations. Vertical distribution of the wind speed changed remarkably for 5 minutes in the vertical circulations.

Ventilated exterior wall systems are commonly used for low-rise buildings, such as residential houses. Because the net wind force on the external wall is the difference between external pressure and ventilation layer pressure, the load may be reduced due to the effect of pressure equalization. On the other hand, the ventilation layer pressure acts on the internal walls such as drywalls, which is not considered in the conventional wind-resistant design of walls. The present paper discusses this subject based on a wind tunnel experiment of the external pressures as well as on a numerical simulation of the vent-layer pressure. Based on both of the experimental and analytical results, wind force on each member is evaluated and a design guide is proposed for the ventilated exterior wall systems.

Typhoon Jebi (2018) caused severe damage to Kinki region. The wind-induced acceleration caused by the typhoon was observed at a high-rise building in Osaka. In the present paper, the measurement results were predicted based on the spectral modal analysis by using the wind velocity and wind direction obtained from the WRF simulation as well as the wind force coefficients obtained from the wind tunnel experiment which was carried out when the building was designed. The measurement results and the simulated results were compared to understand the accuracy and possibility of the prediction for the response analysis with WRF simulation. Although it is necessary to improve the accuracy of input data and to extend the range of application of the spectral modal analysis, the results implied that the maximum wind-induced acceleration is possibly predicted even without observed wind data at a target building.

The characteristics of wind pressures and forces on cylindrical storage tanks, such as oil-storage tanks, have been investigated based on a series of wind tunnel experiments. Focus is on open-topped tanks. In the experiments, the wind pressures were measured simultaneously at many points both on the external and internal surfaces of rigid models with aspect ratios of 0.25 to 1.0 in a turbulent boundary layer. The time-space correlation of pressures was discussed based on the results of correlation coefficients, power spectra and so on. A POD analysis was also employed to investigate the structure of pressure field on the surfaces. Furthermore, a conditional sampling of pressures was made for investigating the pressure distribution at an instant when the external wind pressure at a reference point, roughly corresponding to the windward stagnation point, became the maximum peak value. A discussion is made of the wind force coefficients for designing open-topped tanks.

Even though the importance of protecting windows from windborne debris under strong winds, there are still no available building codes or standards for their protection to building cladding in Japan. By contrast, some specifications for cladding performance under impact from windborne debris, including testing methods, exist in some foreign country and ISO standards. It is necessary to investigate the impact performance for roof tiles, representative windborne debris in Japan, in order to make domestic codes or standards. We made a new designed air cannon which can propel not only steel balls and a lumber but also a roof tile as missile. A series of impact tests based on ISO 16932 was conducted on laminated glasses by various missiles. This paper described the results of the impact performance and proposed standard missiles those include a lumber missile with equivalent destructive power to roof tiles.

Computational fluid dynamics (CFD) analysis using large-eddy simulation (LES) and standard k-ε model (k-ε) was conducted for flow within and above urban canyon under various conditions of thermal stratification. The results of LES and k-ε were compared with the wind tunnel experiment to investigate the prediction accuracy of CFD analysis. k-ε failed to reproduce the spatial distribution of the mean wind velocity vector and mean temperature within the urban canyon compared with LES in unstable case. k-ε underestimated the Reynolds stress <u1’u3’> and turbulent heat flux <u3’T’> within the urban canyon in unstable case. It is thought that the prediction accuracy of k-ε decreases because k-ε underestimates the exchange of momentum and heat within and above the urban canyon compared with LES and the wind tunnel experiment.

Meteorological elements on the Tyhoon 9807(Vicki) were investigated with the weather observation network at fire stations in the Kinki and Chubu districts. There were 4 areas in Wakayama, Nara and Mie, where the daily maximum instantaneous wind velocities exceeded 50m/sec. At Tanabe City in Wakayama the daily maximum instantaneous wind velocity was measured almost simultaneously with the minimum atmospheric pressure. In the other areas the max instantaneous wind velocity was measured almost one-hour after the daily minimum atmospheric pressure occurred. The other meteorological elements on the ground in Typhoon 9807, temperature, humidity, precipitation and pressure, were measured in detail with the weather observation network at fire stations.

The objective of this study is to investigate the differences in accuracies of wind predictions among four different meso scale meteorological models that will be used to develop a wind power prediction model. Hindcasts of winds are carried out using these models for four wind farms (three in Tohoku and one in Kanto districts). The performances of the models are discussed by comparing the simulated results with the wind data observed at these wind farms under different meteorological conditions. The results show that the meteorological models exhibit similar tendencies for general meteorological cases. On the other hand, significant differences are found in some cases such as those characterized by the passages of cold fronts, typhoons, and so on. The evaluations of the uncertainties in the meteorological model predictions show that the individual models have uncertainties of approximately 3 m/s in wind speed and 40° in wind direction. Additionally, the results also indicate that uncertainties attributable to the differences of the model design amount to only 10% of the total uncertainties, and that the initial and boundary conditions as well as the formulations of the models themselves can have more significant effects on the prediction accuracies.

A tornado struck Wakasa Region of Saroma Town in Hokkaido on November 7, 2006. The tornado killed nine people and injured more than 30 people. Many buildings were collapsed or damaged by this tornado. The authors made a damage investigation just after the disaster. This paper presents the characteristics of the damage. It was found that completely and partially destroyed houses were all located along the track of the tornado. The roofs were flown off and walls and windows were broken by flying debris. The aspects of the building damage are closely related to the materials and method of construction typical of snowy cold regions.
