本稿では日本社会において急速に社会的認知を獲得した「カウンセラー」を対象に専門職化論の枠組みから考察を行なった。具体的にはカウンセラー資格の中でも歴史・規模において顕著な産業カウンセラーの成立・発展の歴史を分析した。総じて産業カウンセラーの歴史は、専門職確立の理想に向けた職業集団の戦略と現実的な社会状況との葛藤によって描き出されるものであった。このような分析から、専門職の発達過程を捉える上で職業集団の職域確保戦略の成否に注目する重要性を指摘したことが、本研究の最終的な知見である。

修学行商は、近代商業学校の教育課程が摸索された明治期に限定して急激な普及・衰退を見た教育活動である。本稿では、修学行商の創始・隆盛から衰退に至る過程を考察し、当時の商業学校関係者による教育課程の摸索状況の一端を明らかにした。修学行商に対する商業学校関係者のニーズは、実地調査と商業実習を教育課程上補完することであった。しかし、明治30年代の商業学校内部における修学旅行の発達により、実地調査は主に修学旅行が担うようになると、修学行商はその取り組み中の弊害の側面がクローズアップされ、急速に衰退の途を辿ることになった。

日本企業は国際競争力を高めるために、終戦直後から英語教育を実施し、勤労者の英語学習に一定の成果を上げてきた。今日、企業活動はグローバル化し、勤労者にとって英語はますます必須となっている。本論文では、企業内英語教育が実施されてきた時代的背景、発展経緯と現状を検討する。さらに、企業内英語教育を勤労者の自発的なキャリア形成や日本社会における職業能力開発システムの確立の視点から解釈し、企業英語教育を「勤労者の英語教育制度」として展望できることを提起する。

In accordance with the changes in the expectations for higher education for women, noticeable changes can be detected in the educational objective of junior colleges in recent years, from that of producing educated women to that of training women to enter work force. This change has evolved around various certificate programs offered mainly at junior colleges. Student can obtain certificates for teaching positions at kindergarten, primary and middle schools, as well as for librarians, dietitians, textile advisors, and secretaries. The certificate program has been included in the junior college education when the junior college education system was first established in the 1950s. At first, the emphasis of the program was to train students to become dietitians and kindergarten teachers, and the program was part of preparing students to become a homemaker. Due to the increase in the number of graduates who wish to apply for clerical positions, the certificate program for secretaries become popular among students in the 1970s. Junior colleges have recently started offering certificates for health care positions in order to cope with the current problems of the old aged society. The process of the development of the certificate program clearly indicate, how successfully the program has met the needs of the time, as well as the characteristics of the junior college education which places a special emphasis on promoting the principle of sexual division of labor. The certificate program poses various problems to he solved in the years to come. Such problems are: certificates are issued for predominantly female dominated jobs; the low percentage of graduates who make use of the certificate for employment, etc. Although a large number of students graduate with certificates in a variety of fields, the certificate program can't be said to have functioned properly as an effective means of vocational education in training young women to become economically independent. It will have to be restructed into a new type of career education so that it would successfully meet the challenges brought about by changes in young women's life styles.

看護専門学校を卒業した看護職のライフコースを、70年代に看護職の進路を選択した世代と90年代に進路選択した世代を対比しながら、ジールとエルダーのライフコースに影響を及ぼす「時空間上の位置(文化的背景)」、「結び合わされる人生(社会的統合)」、「人間行為力(個人の目標志向性)」、「人生のタイミング(戦略的適応)」の4つの要因に基づき19名のインタビューデータを分析した。

Craft educational contents of vocation & homemaking and of arts & crafts at that time in lower secondary school were examined how to be introduced to industrial arts & homemaking, using the contents in a course of study and the materials (Suzuki Hisao/industrial arts & homemaking library owned by KAIRYUDO) investigated in the Ministry of Education. These results were obtained as follows. (1) Craft educational contents in the 1951's courses of study of vocation & homemaking and of arts & crafts overlapped in details. (2) The craft educational contents in art & practical arts of National School during the world war II had been succeeded to the contents of vocation & homemaking and of arts & crafts after the war. (3) When the industrial arts & homemaking was organized at the revision of a course of study in 1958, the organization had the background that the people concerned with art education at that time expected to full the contents of craft education, and that the people actively went into the organization of the new subject. (4) The craft educational contents expected for the people concerned with art education were not introduced at the revision of a course of study in 1958, so the craft education came back into arts as the "handicraft". From these results, the organization of industrial arts & homemaking in 1958 had a character that the people concerned with art education tried to revive the craft education, and that the trial finished to fail.

1973年度に科目「水産食品衛生」が新設され,高校水産教育に初めて公害が導入される.本稿では,この科目の新設経緯を明らかにし,「水俣病」と「新潟水俣病」に関わる内容について検証した.食品衛生と公害防止を盛り込んだ科目を創設したいという文部省側の姿勢と,公害教育の必要性を訴える教師側の見解が一致していた.けれども被害よりも加害防止が重要視される.教科書『水産食品衛生』には水俣病被害の実相は過少に記され,誤謬も認められた.そうした記述は,教科書執筆者のひとりである河端俊治によるものであった.

本稿はイギリス労働党政権下の行政システムと財政支援戦略を分析し、スキルと学習に対する公共管理の課題を考察した。同政権は社会的困難層への支援を実現する過程で、需要に焦点を合わせて再配分を行う需要主導システムの構築を目指す。重点配分による支援の枠組みは学習供給主体と個人学習者のそれぞれにインパクトを与え、基礎スキル向上プログラムは一定の成果をもたらした。予算の増大がサービス供給の量的向上を実現させながらも、この再配分のシステムは集権化と枠組みの標準化を進展させたことを示した。

This article tries to clarify the outline of the formation, development and proposes some challenges for researches of industrial (Sangyo) and vocational education and training, focusing on the academic attainments of book publications by researchers in these fields. We use the concept of vocational education and training, when we objectify some vocational preparative trainings in secondary and higher education institutions in spite of difference of administrative competences, and the word "industrial education", called "Sangyo-Kyoiku" in Japan, is generally used if we include pre-vocational, technology education and in-company training adding to vocational education and training. Analyses and reviews are made concerning identifying works individualities, accumulations and systematization, formation and expansion of researchers and institutionalization of two disciplines. Results of analyses and critical reviews showed the necessity of researches of higher vocational education as the first challenge in the near future, although there are so many attainments in such fields as technology education, secondary vocational education and vocational training etc. Second, on the one hand, such approaches as analyses of system and curriculum and transition issues have been positively studied, but administrative and financial studies industrial and vocational education are not enough developed on the other hand. Finally, we have to point out the necessity of empirical researches and methods such as field study, questionnaire and deep interview surveys.

本研究は中国高等職業教育の専任教員の経験と資質、教員組織における機能分担について教員調査、機関調査を通して探究した。高等職業教育の教員と教員組織の特質として、1)「双師型」教員と一般教員とで年齢や専門分野の構成に違いがあり、全ての「双師型」教員が必要な要件を満たしているわけではない、2)教員が保有する経験・資格に応じて職務と在職中の学習と職業実務経験の積み重ねに違いが生じる、3)「双師型」教員、一般教員、兼任教員の担当授業内容や講義・実習担当の実態から教員組織における分業がある、3点が明らかになった。

本稿は、中堅職レベルの労働力養成に課題があるアメリカについて、ハイスクールとコミュニティ・カレッジの接続を二重単位に焦点をあてて検討したものである。学位取得の促進を図るケンタッキー州は、アカデミック科目の二重単位を拡充して補習教育受講者を削減するとともに、キャリア・パスウェイを通じた職業科目の二重単位により、認定証の取得等、キャリアへの準備を促している。二重単位は高等教育への在籍が少ない生徒層に特に効果的で、中等から中等後教育への移行を強化する目的で第4次パーキンズ法の「学習プログラム」規定に盛り込まれた。

横須賀海軍工廠の見習職工養成制度の形成過程に及ぼした労働問題の影響を海軍当局の課題意識の面から検討し当該養成制度を特徴づけるために、国立公文書館アジア歴史資料センター所蔵の電子ファイル資料等を分析した結果、見習職工養成制度は、第1に、1894年に端緒をもち規則等の整備を経て1924年に形成されたこと、第2に、職工の労働問題を善導する有効な手段として海軍当局で意識されたこと、第3に、実業教育と同様に学術教育も工廠内で行い見習職工を寄宿舎に収容して徳育し著実穏健な職工の養成という特徴を持つことがわかった。

In the Meiji Period, 'Industrial Education' was termed 'Jitsugyokyoiku' (Vocational Training Education) in a peculiar manner. Today the Japanese term 'jitsugyo' refers to the management of commerce and industry and means that business corporations engage in business with a view to pursuing profits as previously arranged. Accordingly, the term is used more often than not to imply management. What caused such a propensity for the shift derived from the fact that there existed a strong middle-class consciousness related to education in the Japanese society. Education, aside from the primary education, used to gain a wide acceptance as such that would meet the social needs of the middle-class. Reference materials on Meiji Period reveal that the term was created in the 14th year of Meiji (1881). It was in that year when a political disturbance broke out and reformers were in opposition to the industrial education which was then to be initiated by the government. The force for promoting a change attempted to transform the American type of industrial education initiated by the Ministry of Education into a German type, but ended in an abortive attempt. A government official, whose name was Ryuichi Kuki, succeeded in destroying the plot contemplated by promoters of the German type. That was the beginning of the concept of industrial education in Japan and the process of its realization. This is the development of the Japanese industrial education. Later on, however, the endeavor made by Ministry of Education came under a large-scale attack from the force advocating the German type and was doomed to end in a failure and the education in Japan embarked on a different road. It was through this research that the true history of the education was brought to light.
