The importance of public spaces has been pointed out through environmental issues and disaster-prevention policy. In Otaru, present urban foundation was formed by city replanning plan after the 1904 great fire in Meiji era. With a specific focus on public spaces, this paper explores planning processes of fire prevention boulevards and parks, such as Otaru park, in Meiji era.

本研究は、大韓民国の開発制限区域 (グリーンベルト ) 制度の歴史及び効果を取り扱っている。韓国のグリーンベルトは、日本と英国の制度に倣って導入された経緯があるが、土地利用や建築行為に対して何ら補償なしに極めて厳格な規制を課すなどの特徴を有する。本研究は、既往研究や既存資料に加えて未公開資料や関係者の証言などに基づき、日本の制度との関係を考察するとともに、韓国のグリーンベルトの歴史、現状及び課題を分析し、政策決定及び都市計画の観点からみた制度の効果を検証する。

This paper examines influence of reconstruction plans for downtown's formation after great fires by focusing fireproof buildings belt's construction process in Odate city, Akita prefecture. Before the great fire in 1953, city and prefecture governments couldn't progress their legal city planning. But fireproof buildings belt, built by a reconstruction plan in 1954, actually protected the great fire in 1956. As a result, citizen's consciousness for fire prevention changed and national, prefecture and city government could promote their plan. It is present basis of Odate city's downtown. Reconstruction planning were useful for re-development of the downtown of Odate city.

This study is aim to consider the factor of forming pedestrian network and of establishing sustainable maintenance and management around Osaki Station. Osaki area has had traffic connection problems around Osaki Station and not had enough area of open space, before the redevelopment project in 1980s. The large-scale pedestrian network formed by pedestrian walkways to overcome the area’s geographic problems. Along with the redevelopment project the varieties of management forms in the pedestrian walkway around Osaki Station were formed.

Once, Niigata was the Canal City. The canals covered the town and rowboats were coming and going. However, these canals were filled in at the time of the rapid economic growth of the Showa 30s. Although the reclamation of the canals and the Shinano River have an important meaning in Niigata's city formation, there is no detailed research, studies nor data on this process. In this research, the process in which the canals are lost from Niigata is clarified toward the revitalization of the canals expected in the future.

Recently, the importance of public spaces has been pointed from the view of establishing the character of the area. In Otaru, some parks planed in Meiji and the beginnig of Syowa era are functioning as central park, forest park, green belt and so on. It is important to reveal the history of these park, because the changing of the roles of these parks had present the transition of their functions in urban structure. This paper, thus, explores planning processes of Otaru park, Temiya park and Hiraiso park, that are originally planed in Meiji and the beginning of Syowa era.

This paper aims to reveal how to deal with the issues existing in first generation large scale public housing complexes. As many first generation public housing complexes have, Tokiwadaira has various issues such as aging of residents, decrepit building, the decline of shopping arcades, lack of parking, etc. In Tokiwadaira, the plan for rebuilding the housing was called off, and the public housing has been kept since 1960. In examination, it is treated how Public corporation and Matsudo city and residents' association have kept in good repair for Tokiwadaira. It is verified on urban traffic, physical aging, residents' changing, and neighborhood institution. Analyzing the points of these maintenances will offer hint to success of the next project for the public housing regeneration.

「地域資源を活かしたまちづくり」の必要性が指摘されている近年、都市河川が地域資源として見直され、河川の整備から活用までを中心としたまちづくりの事例が見られる。かつての深刻な水質汚染の問題を契機に、住民参加によって浄化活動がすすめられ、都市河川の整備に続き、都市河川は良好な都市環境や都市景観の創造の上でも重要な地域資源であるとの再認識から、まちづくりが進められる例が報告されている。本研究は、行政と住民による事業計画策定から管理運営における協働関係に着目し、都市河川の整備を契機として進んだまちづくりの展開を明らかにすることによって、都市河川を活かしたまちづくりを進める上での協働のあり方について考察することを目的とする。

Sapporo City planning streets including parkways were decided in 1936. Over half the width of each parkway was given to green open space of trees, promenade and river. Scenic zones were designated in 1939 including parkway buffer zone to create the park system. And new parks were laid out near the parkways and scenic zones in 1942-1943. Before 1945, among major cities in Japan Sapporo was the only one to adopt park system theory entirely and make street network plan link to land use control for urban landscape. These progressive plans were abolished after 1945.
