The clear sky light is generated through the process that the direct sunlight is successively scattered by the air and aerosol in the turbid atmosphere and repeatedly reflected by the earth's surface.The scattering-transmitting functions of the direct sunlight and the reflected light from the earth's surface were set up theoretically and the spectral power distributions of the clear sky light were estimeted.It became clear how following factors effect the change of the clear sky light respectively.(1) The scattering light by the air and that by the aerosol.(2) The first scattering light and the higher order scattering light than the first.(3) The reflected light from the earth's surface.

Visible light communications (VLC) is the latest optical wireless communications technology that uses low-power light emitting diodes, or LEDs, not only to provide light but also to broadcast data. LEDs are extremely energy-efficient and predicted to become widespread in general lighting application. Because LED is a solid-state lighting device, it can be modulated at high-speed compared with other lighting sources. VLC uses LEDs, which send data by flashing light at speeds undetectable to the human eye. Widespread use of LEDs in traffic applications and growing interest in Intelligent Transport System (ITS) presents an opportunity for VLC. Data transmission using LED traffic lights, LED road illumination, and LED brake lights are typical application. In this paper, an on-going research, road-to-vehicle visible light communication, will be introduced. The LED array, assumed to be an LED traffic light, is used as a transmitter and it sends data to a moving vehicle. By providing data together with a traffic signal that is visible to a driver, a safety driving support can be realized. Finally, the author suggests readers a glimpse of wealth on "dual use of LEDs" and concludes the paper.

Which lighting attributes determine the brightness of a room space? We considered the perceived strength of the light source and the perceived amount of light in the space as potential determinants. We examined the relations between the actual brightness of the space and these two perceptions. In the first experiment, subjects evaluated the strength of the light source and the amount of light in the space using reference matching method. The results were consistent among the subjects, indicating they judged each of the two lighting attributes by some common criteria. In the second experiment, the brightness of the space, the strength of the light source, and the amount of light in the space of a model box were evaluated using the magnitude estimation method under various illumination conditions. We found that the brightness of the space was closely correlated with the perceived amount of light but not with the perceived strength of the light source. These results should prove useful in constructing a model for quantitatively estimating the brightness of a space.
