It is known that there are periodic water level fluctuations off the coast of Toyama Wan. Investigation on the periodic water level fluctuations was carried out to prevent wave disasters by wave observations and wave generating experiment. Water levels were observed at three points of Toyama New Port, Iwasehama and Iida Wan. The water level fluctuations with the periods of about 10 minutes or more were investigated using the water level data observed at the three points and wave generating experiment data.The results of this investigation are:(1)The water level fluctuations with the periods from about 10 minutes to about 1 hour are proper oscillations driven by water level fluctuations due to moving low atmospheric pressure or earthquake, in horizontal shallow water off the coast.(2)Proper oscillation with the period of about 36 minutes between the Toyama coast and the southern coast of apex of Noto peninsula, causes a beat phenomenon with the same period as the proper oscillation period to swells which invade Toyama Wan from north.(3)There is greater tsunami risk on the coast of Iida Wan as compared with the Toyama coast.

The scallop culture fishing is a major fishing in Uchiura-Bay, Hokkaido, Japan, and many small fishing boats are engaging in the fishing. As small fishing boats during fishing operation conditions generally incline from 6 to 10 degrees due to mooring to the culture facilities, it is vital for preventing the capsize to make clear roll motion during fishing operation conditions, especially for the difference of encountered angle of waves. Considering easiness of working on the fishing operation, most fishermen moor the ship to be encountered tides from her left side. We carried out tank tests and measurements by using a full-scale ship to verify the effect for the roll response during these mooring methods. Based on the roll response function and the characteristics of power spectrum generated in Uchiura-Bay, we estimated roll motion experienced in real sea and discussed the safety directions of encountered waves during the fishing operations.

In case of a collision between a large vessel and a small craft, a compass bearing of the small craft observed from the bridge of the large vessel can appreciably change when the collision place on the hull of the large vessel is at a distance from her bridge. It means that risk of collision may sometimes exist even when an appreciable bearing change is evident. In order to investigate how the seafarers understand this phenomenon, the author has referred a report of the collision between the Japan Maritime Self-Defense Force vessel Ōsumi and pleasure boat Tobiuo published by the Japan Transport Safety Board and has made a simulator scenario. The scenario gives a moving image of a small craft approaching to the bow of a large vessel with a collision course like Ōsumi and Tobiuo. Thirty three seafarers have watched the small craft from the bridge of the large vessel reproduced by a ship-handling simulator. About half of them have misjudged that the small craft will pass the bow of the large vessel because the compass bearing of the small craft appreciably change to ahead. It is verified that seafarers can sometimes misjudge risk of collision due to appreciable bearing change.

When the configuration of anchorages in harbour is designed, the shiphandling difficulty which is imposed on a ship navigating between the anchored ships should be considered. However, no research work has been done about the method to fix quantitatively the design elements of the configuration of anchorages under the condition that the shiphandling difficulty comes to an allowable level. The relationship betweeen the configuration of anchorages and the shiphandling difficulty was analyzed by applying the Environmental Stress Model as introduced in the previous paper. In the present paper, an algorithm to design the configuration of anchorages in harbour under the condition that the shiphandling difficulty comes to an allowable level was investigated. And a computer aided supporting system to design the configuration of anchorages was developed taking into consideration the userfriendly interface through graphical information on CRT display. It is avairable by using this system to select an alternative of the configuration of anchorages that the condition of the sizes of anchored ships and the shape and area of anchorage can be taken into consideration.

This paper presents two models for determining the probability of deciding relative distance measured with the eye and the approximation by power function. The decision-making on the sea takes place in an environment in which states of nature, psychology, physiology and available information are fuzzy. Therefore, the models are based on the application of the fuzzy sets theory, the statistical probability theory and the entropy theory. The calculation performed by using the results of questionnaire about the far and near sense against target ships. The calculation results agreed well with the experimental concerning the distance of vision at sea.

It has become more difficult to voyage safely using human senses due to the upsizing and speeding up of ships. In order to help cope with the increasing difficulties, navigational instruments have been developed to support human senses. Above all, the advent of ECDIS has changed traditional watch duty on the bridge. The increased reliance on navigational instruments like ECDIS, has some negative consequences as well, and as a result marine accidents have occurred. Keeping this in mind, the purpose of this paper is ① to increase awareness of the appropriate uses of navigational equipment information, ② to investigate the relationship between the qualities of navigational equipment information and the operator, and ③ to discuss Marine Accident Inquiries with the goal of learning how to solve these problems. First, this paper will introduce occurrences of marine accidents using ECDIS. Next, the legal position of navigational equipment will be considered, and finally, conclusions will be drawn about the qualities of the appropriate uses and the operators in regards to navigational equipment.
