This study considers political philosophy as a normative inquiry and examines how the topic of peace can be approached. Political philosophy, particularly theories of justice, is a normative study that deals with the “ought” in the world, in contrast to empirical studies that consider the empirical aspects of the world. Approaches to this question can be divided into two subfields: ideal and non-ideal theories. In the international community, non-ideal theories have been considered as the primary issue in confronting a non-ideal state of affairs, such as the use of force. One such theory is the just war tradition. A controversy between utopianism and realism over the idealization level to be employed in normative studies exists even within this theoretical framework. Political philosophy includes aspects that dare to uphold unrealistic utopias. The possible agendas of peace studies that can be interpreted as extensions of these aspects include opportunity-cost pacifism, justice in the abolition of war, and the theory of world integration.

現代世界は、不可避的にグローバル化が進む世界である。そうした流れの中で、国民国家という枠組みでは解くことのできない環境問題等の課題が数多く出現している。このとき注目されるのは、「コスモポリタニズム」という歴史ある思想である。本研究は、「コスモポリタニズム」を、現代的な課題に応答可能なものとしてアップデートすることを目指している。

It is well-known that contemporary political theory has been greatly influenced by John Rawls' monumental work A Theory of Justice published in 1971. An equally well-known fact is that many Anglo-American political theorists since Rawls come under the heading of “analytical” political theory that flows from the school of twentieth century analytical philosophy. However, there is almost no study on the connection between these two familiar facts. The aim of this article is, by focusing on methodology, to draw an outline of analytical political theory that has been adopted by many theorists since Rawls. Firstly I will make clear what the word “analytical” means, and secondly overview Rawls' A Theory of Justice in terms of the method it employs. Thirdly, I will name the method of Anglo-American contemporary political theory “methodological Rawlsianism,” and discuss its characteristics with reference to Robert Nozick's theory of distributive justice.

公共政策学はその下位部門として、公共政策に関する価値の諸問題を扱う研究分野をもっている。その目的は、公共政策の善し悪しを規範的に評価したり、その意思決定を手助けしたりするための処方的知識を提供することである。それでは公共政策学者は、個々の公共政策に関して、具体的にどのようにして処方的知識を提供しうるのであろうか。本稿では、公共政策学と隣接する政治学において規範研究を担う政治哲学から知見を得ることを目指したい。はじめに、政治哲学における〈規範研究〉の方法論的性質について概観し(第Ⅱ章)、次に、応用倫理学の方法論的知見も参照しながら、〈応用研究〉に従事するにあたっての具体的な方法を整理・評価する(第Ⅲ章)。最後に、以上の方法論を規範的政策研究に転用するにあたっての留意点を列挙したい(第Ⅳ章)。Public policy studies aim to illuminate various aspects of public policy, a subfield of which deals with value-related issues in this subject. The purpose of the subfield is to provide a necessary prescriptive knowledge to evaluate the good and the bad of public policy, and to assist its decision-making. Now, how do public policy scholars provide a prescriptive knowledge for a particular public policy? This paper aims to get some instructions from political philosophy, which is concerned with addressing normative themes in the field of political science. First, it will explore the methodological nature of "normative studies" in political philosophy (Chapter II). Next, with reference to methodological discussion in applied ethics (biomedical ethics in particular), it will develop and evaluate a specific method of how to conduct "applied studies" (Chapter III). Finally, it will address the remaining points to remember when applying these methodologies to normative public policy studies (Chapter IV).

平等論は、現代英米圏の分析的政治哲学においてもっとも発展しているトピックのひとつである。しかしながら、これらの理論的展開が、実践的にどのような含意をもつかは必ずしも明確ではない。むしろ、理論の精緻化が進むにつれて、その成果が喫緊の政策課題から離れてしまうことも往々にしてありうる。そこで本稿では、分配財としての教育を事例として、分析的平等論の理論的展開から得られる実践的意義を示してみたい。すなわち、本稿の目的は、平等論そのものを分析・評価することではなく、政治哲学としての平等論の一部を今日の公共政策へと接続する経路を示すことである。本稿の構成は以下の通りである。はじめに、今日盛んに議論されている教育の自由化の問題を取り上げ(第2節)、次いでこの問題に対して応用する、分析的平等論における平等主義と優先主義の区別を紹介する(第3節)。さらには、A・スウィフトの議論を参照に、「位置財」という観念を導入しつつ、教育を横並び化するレベル下げが正当化されうることを指摘し(第4節)、同時にその制約についても指摘する(第5節)。最後に、実証的知見を踏まえながら、以上の議論が近年の教育改革論議(特に学校選択制の是非)に対して与える示唆について論じてみたい(第6節)。

本プロジェクトでは、全体テーマであるグローバル・イシューを六つのパートに分け、グループに分かれて研究を推進する体制をとった。すなわち、グローバル市場、政治空間の変容、戦争と平和、環境・生命、主体・関係・アイデンティティの変容、変革の方向である。そのうち、グローバル市場については、伊藤恭彦が国際的な課税の正義に関する著作を発表した。政治空間の変容については、有賀誠が著作『臨界点の政治学』で総合的に考察している。松元雅和が合理的投票者の行動についての論考を、施光恒が愛国主義と左派を巡る論考を提出した。戦争と平和については、松元雅和がテロと戦う論理と倫理について、有賀誠が上述書で正戦論について検討している。環境・生命では、松井暁が生産性の上昇や労働からの解放といった現象とエコロジーの両立可能性を探求している。主体・関係・アイデンティティの変容では坂口緑のポスト・コミュニタリアニズム論や承認論の研究が進んでいる。最後に変革の方向については、施光恒がリベラルな「脱グローバル化」の探求という観点から、新自由主義、ナショナリズム、保守主義を比較検討し、田上孝一がマルクスの社会主義を哲学的観点から再考している。それぞれの研究は、すべて本プロジェクトのテーマであるグローバル・イシューとの関連を踏まえつつ進められている。すでに出された業績からは、本プロジェクトの特色である規範理論的なアプローチの成果が明らかに示されている。
