Since the late 1980s, the International Atomic Energy Agency has sponsored programmes in the area of environmental modelling and assessment. The recent EMRAS (Environmental Modelling for Radiation Safety) programme was started in 2003 and ended in 2007. This paper firstly describes the historical background of international exercises aimed at the testing and validation of models to assess the transfer of radionuclides in the environment and to predict the potential routes and levels of human exposure to the radionuclides. Chernobyl fallout data collected in various regions of Europe have provided a unique opportunity to test the reliability of environmental assessment models for contamination of terrestrial and aquatic environments. The paper also describes the activities undertaken by the ^<131>I Working Group in the EMRAS programme, which were focused primarily on evaluating the predictive capability of environmental transfer and dosimetry models and on applying models to evaluating the effectiveness of countermeasures.

In the event of a nuclear or radiological emergency, short-term countermeasures are implemented. This report summarizes the current status of these countermeasures, such as sheltering, evacuation and iodine prophylaxis in OECD/NEA member countries.

Radiation use in medicine generally gives us the benefit that outweighs the risk. However, some patients are much concerned about the risk while some medical people are unaware of radiation risk. The aim of this report is to review the low dose risk not only in the reports of ICRP, UNSCEAR, BEIR and French academy but also in the scientific papers that have been paid attention to. On these bases, we discuss the low dose risk and how we face the risk in medicine in order to go for medical use of radiation to the right way. In particular, we hope this report will support medical people as well as radiation protection experts should understand the radiation risk in medicine on current scientific basis.

In the field of radiation protection, quality factor Q(L) and radiation weighting factor w_R are important coefficients for estimating both radiation protection and operational quantities to the mixed types of radiation exposure. However, some inconsistencies might be found between Q(L) and w_R for estimating effective dose, for example. Some inconsistencies are attributed to incomplete definition of terms Q(L) and w_R. This report presents the root and evolution of quality factor Q(L) and radiation weighting factor w_R for the years 1931-2007, to clarify the current issues of inconsistencies to be solved.

Knowledge of radioactivity levels and the behavior of radionuclides in the environment are important in terms of radiation protection. Artificial radionuclides are already distributed in the environment as products of atmospheric nuclear tests and nuclear power plants. However, naturally occurring radioactive material (NORM) and technologically enhanced NORM (TENORM) associated with consumer goods have also become of concern. Radon, for example, represents a large contribution to natural radiation. The Japan Chemical Analysis Center (JCAC) has carried out a series of nationwide surveys under the auspices of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan. This communication presents an outline of the environmental radioactivity survey and its implementation by the JCAC.

In Poland there are some special regions in which the natural background radiation is obviously higher than in neighboring areas. This paper presents a review of recent radiation measurements taken in the Polish environment. Natural sources including radon, potassium, uranium and thorium as well as artificial sources such as cesium are characterized. Their contribution to the annual radioactivity dose rate is described.

Radioactivity levels in 137 foods commonly consumed daily in Japan were evaluated to determine the committed effective dose in the Japanese adults. The levels of radioactivity for <sup>238</sup>U, <sup>232</sup>Th, <sup>226</sup>Ra, <sup>210</sup>Pb, <sup>210</sup>Po, <sup>90</sup>Sr, <sup>137</sup>Cs and <sup>239+240</sup>Pu were ND-5.2 Bq/kg fresh weight, ND-0.18 Bq/kg fresh weight, ND-3.9Bq/kg fresh weight, ND-45 Bq/kg fresh weight, ND-120 Bq/kg fresh weight, ND-9.9 Bq/kg fresh weight, ND-19 Bq/kg fresh weight and ND-0.010 Bq/kg fresh weight, respectively. The committed effective dose was estimated to be 0.80 mSv from the intake of the foods. The effective dose was greater than the world mean value for adults of 0.12 mSv by natural radioactive elements in the uranium and thorium series from the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) 2000 because of the large contribution from <sup>210</sup>Po in seafood.
