This paper aims to reveal how to deal with the issues existing in first generation large scale public housing complexes. As many first generation public housing complexes have, Tokiwadaira has various issues such as aging of residents, decrepit building, the decline of shopping arcades, lack of parking, etc. In Tokiwadaira, the plan for rebuilding the housing was called off, and the public housing has been kept since 1960. In examination, it is treated how Public corporation and Matsudo city and residents' association have kept in good repair for Tokiwadaira. It is verified on urban traffic, physical aging, residents' changing, and neighborhood institution. Analyzing the points of these maintenances will offer hint to success of the next project for the public housing regeneration.

The slant line regulation was amended in 1995, causing an awkward feature that some part of height-limit becomes more restrictive with setback. To remedy this situation, two rationality conditions are imposed:(1) deregulation condition with setback; and (2) non-decreasing height-limit condition. The hinge point and the origin of distance upon which the slope of the slant line depends are recommended to coincide to ensure the flexible regulation while satisfying these conditions. Two amendments of the current regulation are proposed.

This article argues about the direction of recent French housing policies focusing on the social rental housing sector. In France, the supply of social rental has been promoted strongly by successive central governments since from 2005 in order to 1) defend housing right by providing an adequate dwelling to people with great difficulties, and also to 2) realize ‘social mix’ through assuring housing diversity everywhere in urban districts corresponding to the municipal boundaries. In this process, the positioning, activities and interrelationships of each stakeholders, especially those of social landlords and local governments have been transformed. The current French administration requires more efforts to them through the reduction of housing allowance and strengthening the duties applied to the urban municipalities which don’t have enough social housing. The recent direction poses questions on the functions of social rental housing as well as the effectiveness of the measures introduced by the central government to assure housing for people with great difficulties.

This study attempts to analyze the social housing organizations of four foreign countries; the United Kingdom, the United States of America, Germany and France. The ratio of social housing in the all housing units varies from 2% in USA to 23% in UK. Although Public housing is decreasing in USA and in UK, NPO sector is increasing. Public budged to social housing is about half of development cost except France.

Depopulating cities have been yielding vacant properties which negatively influence local community on safety, health, and public welfare. Dayton, Ohio State, enacted local ordinances of property maintenance and vacant properties. The ordinances suggest 1) property maintenance should be enforced to avoid deterioration, vacancy, and public nuisance, 2) how to maintain vacant properties depends upon the degree of problems, 3) judgement criteria regarding danger are numeric, 4) no officer is liable for any damage of property during inspection, 5) omission of advice and recommendation process can shorten the period of vacant property problems, 6) designation of the deadline to abate nuisance makes management of measures’ schedule better, 7) penalties are charged for failure to comply with the ordinances, and 8) owners are ordered to pay cost of abatement of nuisance by the city including inspection and administration.

Actually, how do ordinary people decide their housing?(“By whom...?”“Which type of dwelling...”“What are it's criteria?” etc.)This study aims to describe the structure of actions in production of order-made detached houses. People do act in their housing by changing their conceivable facts and indirect experience from their neighbors (for example, past relocation of housing, visit to housing exhibition, talk with acquaintance and consultation with professionals or salespeople) into their own objective reality rather than wide and more ubiquitous information.

The Borloo Law enacted in France in 2003 defined the guidelines for improvement projects as well as the maintenance management system for the regeneration of the housing estate including the role of associations involved in the process. This paper clarifies the significance and the role of the associations. In case of Angers city, the association “Régie de quartier d’Angers” was engaged as an association to represent inhabitants. It knew the local circumstances and went in the deliberation from earlier phase of the project and also took the responsibility for maintenance management. The proceeding reflects the regards of the inhabitants. The system of vegetable garden that was introduced enhances the community-building and the public safety measures, it is in the interest of ecological education, and finally contributes to more employment. It is argued that the maintenance management by the associations achieves the purpose of the Law, which aims towards sustainable reforms of habitation and dwelling environment.
