Community development, one of critical elements of the sustainable community management, has been increasing its importance in local communities in Japan in recent years. A gradual shift toward decentralization, since in 2003, has been forcing communities to adopt more self-sustaining development policies. At the same time, along with the enactment of the NPO Act in 1998, a variety of actors, including those outside from the communities, have entered grass-rooted activities in local communities. Such an increased involvement of outsiders in the community development process means that they also play an ever-more significant role in the empowerment of the local community. Although most articles discuss the controversial points of outsiders, there have been only a few studies evaluating the positive perspectives. This paper examines the role of outsiders in the community development process by discussing the relations between the working process and outsiders. The result of this study implies that more openly the community is managed, more significantly outsiders can contribute to the community development.

本研究では、「官製」ジェントリフィケーションと定義したケンタッキー州パデューカ市のアーティスト・リロケーション・プログラムを研究対象としてジェントリフィケーションの実態とそのジレンマを分析するため、分析軸1:不動産価格の高騰、分析軸2:「文化的な消費地」化という二つの分析軸を設定し、実態を明らかにした。「官製」ジェントリフィケーションとして、本地域では新規住民・用途の流入、それにともなう不動産価格の上昇、アートという用途の集積という意味で仕掛けた側である行政としての目的は果たされていたが、消費地としての難しさと、アートをビジネスとして見た際の、認識の差などから、主体間での意見の違いが見られた。しかし、調査の結果、アート・コミュニティが、アート・ビジネスを地域で支えるほどまでには至らなかったとしても、集積のメリットを感じられる地域の魅力をつくりだしていると認識していることは明らかとなった。

This article proposes a Half-shift model to simultaneously achieve the mutually reinforcing goals of creative work and social contribution. Science communicators are closely examined as one of the possible conduits to implement this model. Intensifying global competition requires work places and social settings to be more efficient and less flexible, making it difficult for professionals to gain satisfaction from being creative and contributing to society through their paid work. After a closer examination, the author proposes a Half-shift model as a new way to achieve a more balanced work environment. The Half-shift model looks at combining paid work and unpaid work in conterminous areas. The research shows that the keys for promoting this model are changes in work rules and professionals' personal motivation for work. It is hoped that this article provides a conceptual framework for the development of a Half-shift model, and contributes to its implementation.

Community development through tourism has attracted much attention from both practitioners and scholars. Tourism is believed to be able to rejuvenate deteriorating local communities through positive economic effects; particularly, it has the potential to revitalize local economies. However, tourism alone cannot improve communities because many issues hamper the management of community development and evaluation of its sustainability. This study examines the strategic planning of community development through tourism in Puerto Plata, the Dominican Republic, where an international cooperation project by the Japanese International Cooperation Agency was started in November 2009. We use a tentative evaluation methodology based on the nature of balance sheet to determine the potential of communities and outcomes of the development.

関係人口は、人口減少時代の新たな地域づくりの担い手として期待されているが、交流人口や定住人口との境界は曖昧である。そこで本研究では、関係人口の概念を整理し、交流人口が関係人口に変容するための要件やプロセスを明らかにした。仮説モデルを構築し、Webモニター調査のデータから、多重指標モデルによる共分散構造分析を行った。その結果、観光経験の自己拡大と現地交流が、地域関与意識の自己表現と利他心を醸成させ、地域への積極的な関わり意向を高めることを明らかにした。この結果から関係人口は地域関係者と協働し地域づくり活動にかかわることで、地域にとっての新たな主体になりえる存在であるとの見解を示した。

Many studies have been performed focusing on the management of the Great Barrier Reef Marine Park Authority (GBRMPA), which is regarded as a successful model for coastal zone management. However, no study has ever attempted to examine the mechanism of coastal zone management of GBRMPA from a financial and organizational point of view. This paper attempts to analyze the development and zoning of GBRMPA with particular reference to financial and administration issues. The result shows that the authority's financial condition has improved proportionally to the enlargement of the zoned area. GBRMPA has succeeded in increasing its budget in the area of day-to-day management research, and monitoring while decreasing its administrative services budget.

大宜味村の嘉如加という集落にある山は、四十年ほど前まではてっぺんまでが段々畑で、林は伐採され、奥に入っても炭焼き小屋があるなど、人間の手がかなり加えられていました。そこにはまさしく、柳生さんがお話しになっていた「里山」がありました。このような人里でも現代まで生き抜いてきたのが、「飛べない鳥・ヤンバルクイナ」です。ところがマングースなどが入ってくると、地上の雛も簡単に見つかってしまい、餌食になってしまう。もともと、やんばるの森には肉食獣が存在しないため、人間が持ち込んだマングースや捨てネコなどに、ヤンバルクイナは対処する力がありません。この状態を放置しておけば、ヤンバルクイナは絶滅してしまいます。ヤンバルクイナを守ることができれば、やんばるの森全体の生物が守れる、ともいわれています。対策として、マングースの侵入防止柵を設置し、ヤンバルクイナの保護のための救命センターを開設して活動しています。くやしいことにマングースの進出を食い止めることはできていません。とうとう人間の力でコントロールできないところまで来てしまいました。ヤンバルクイナの棲息区域は北上の一途を辿っており、これはマングースの進出規模と比例しています。現在の大宜味村では、ヤンバルクイナをめったに見ることがなくなりました。それでも、私には夢があります。名護の豊かな森でもヤンバルクイナが見られるようになることです。

本稿では、1980 年代から観光と環境保全が融合した現象として世界的に普及したエコツーリズムの基本的な歴史や特性を踏まえた上で、それが生物資源に与える影響を整理し、地域の生物資源の活用・保全とエコツーリズムの今後について示唆した。地域資源の保全や活用への関心が高まる中で、その管理を地域が主体的に進めることが主張されている。そこで、エコツーリズムによって地域側が地域の生物資源を戦略的に活用・保全するための課題を議論し、モデルによって整理して提示した。

近年,地域社会や観光客の「自律性」に着目し,地域主導で創出する持続可能な観光として「自律的観光」が注目を集めている。しかし自律的観光の定義や実現プロセスなどについては,これまで十分に調査・研究されてこなかった。そこで本稿では,観光をデザインする観光地の立場から自律的観光を定義するとともに,観光客の観光デザインプロセスへの参加度合いが,観光地の自律性と関連することを述べた。そして観光地が観光に対する基本的考え方を示し,観光客の持つ多様な知識やノウハウを取り入れる方法として「オープンソースによる自律的観光」が優れていることを示した。また,オープンソースによる自律的観光を実現するためのプロセスモデルとして「サーキットモデル」を応用し,その促進要因としてインターミディアリーとインタープリタが重要であることを指摘した。さらに,デザインプロセスへの主体的参加を実践している登別市ネイチャーセンター「ふぉれすと鉱山」と,そこでインターミディアリーの役割を果たしているNPO法人「ねおす」の事例を紹介し,オープンソースによる自律的観光の実現可能性を検討した。
