In Japan, the public policy graduate school system as a professional graduate school was established in 2004. This graduate school system was created in conjunction with administrative, civil service system, and legal education reform. Many issues were considered during the process, such as the mission of the graduate school, educational content, and school organisation. Participating in this process, I think that in the turmoil of administrative and university reform, we were able to launch a public policy graduate school, which is nothing more than a small boat with hope, and I assume that it has been sailing smoothly since.

2021 年 2 月 1 日,欧州委員会は "Assessment of the EU Member States' rules on health data in the light of GDPR" を公開した.これは,GDPR におけるヘルスケアデータについて,加盟各国の国内法の整備をはじめとした影響評価について調査されたものである.EU 加盟国間で起こりうる相違点を調査し,医療,研究,イノベーション,政策決定を目的とした EU における保健データの国境を越えた交換に影響を及ぼす可能性のある要素を特定することを目的としている.本稿では,この影響評価において分類されている 3 つの機能のうち機能 2 について概観する.

2021 年 2 月 1日,欧州委員会は "Assessment of the EU Member States' rules on health data in the light of GDPR" を公開した.これは,GDPR におけるヘルスケアデータについて,加盟各国の国内法の整備をはじめとした影響評価について調査されたものである.EU 加盟国間で起こりうる相違点を調査し,医療,研究,イノベーション,政策決定を目的とした EU における保健データの国境を越えた交換に影響を及ぼす可能性のある要素を特定することを目的としている.本稿では,この影響評価について EU 域内においてヘルスケアデータ活用のためどのような法制度の整備がなされているか分析する.その上で,我が国におけるヘルスケアデータ活用のために必要な法制度について検討する.

Since mid 1990s Japan has been promoting a big scale reform of the basic governmental institutions. Transfer of functions to local goverments, deregulation, reshuffle of government ministries and financial structure reform are advancing and the civil service reform has just started. These reforms are to reform a govermental organization that has grown excessively large and rigid, and to realize a streamlined, efficient and transparent goverment that permits effective execution of important state functions. In this article, political or law-making process of two reforms are analyzed. One is the reinforcement of cabinet functions. In order for the Cabinet to conduct substantial policy discussions, and to function as the principal instrument for a top-down approach to the formation and execution of policy, it is necessary to reinforce the Cabinet functions and to strengthen the "leadershp of the Prime Minister" The second is the establishment of independent administrative corporations. Government organizations are criticized because of inefficiency, rigidity and a big financial deficit. So independent administrative corporations are established as a strong tool for increasing efficiency and improving the quality of administrative services.

本研究は、公財政支出の削減が推し進められる中で、わが国及びイギリスが「子ども・青少年」施策の効率化を図り、かつその意思決定と実施過程において責任体制を支える「ネットワーク型ガバナンス」を構築し、教育運営システムの改善を進めている実態を現地調査により明らかにした。(1) 英国バーミンガム市の「子ども・青少年」行政について市当局及び「子どもセンター」への訪問調査と職員へのインタビューを実施した。その結果、教育行政に隣接する福祉・医療・労働の分野を「子ども・青少年」行政として統合している実態がわかった。(2) 国内調査 : 太田市、佐賀市、出雲市、豊田市、駒ヶ根市、大分市等の「子ども行政」に見られる教育委員会の部局再編の経緯について情報を収集し、成果を関連学会において発表した。
