The present study, as a case study of the Great East Japan Earthquake, examined external assistance of response activities in a major disaster. Regarding external assistance in disasters, considering both sending and receiving the assistance is essential. In our analysis, interview data of responders were adopted. They were conducted to municipal and prefectural officials from both affected and unaffected areas. Based on their point of view, we examined practical assisting activities by external teams, receiving activities in an affected local government, and problems and lessons from their response.

Many evacuation simulation models have been developed. However, all the models exogenously set the rate of evacuation and the evacuation route which are inherently determined by residents. With the exogenous settings, these models can not follow the change in the residents' behavior according to changes in policies. Therefore, it is necessary to model residents who evacuate based on their individual rationality. And now, it is known in particular that residents will not evacuate by some psychological factors (e.g. cognitive dissonance). This paper, focusing on cognitive dissonance as psychological factors, constructs an evacuation model incorporating individual rationality and cognitive dissonance. As a result, we show the effects of cognitive dissonance on the residents' evacuation.

The mitigation of casualties from the earthquakes are one of the most important topics in the prevention countermeasure. The casualty relate to building damages. However, not only that but also other many factors such as time, human characteristics, regional characteristics and rescue influences. It is necessary to clarify the effect of each of them. In this research, the regional characteristics about the rescue activities from a wooden collapsed house was clarified. And the estimated intensity map shows that the most dangerous zone is located in east. The final subject of this study is to clarify relation between "the time" and "the probability of survival", and arrange the rescue tools effectively as the prevention countermeasure.

In order to make disaster preparedness education effective, it is first required that the contents to be educated should be identified and then systematically represented. In this paper, we tried to develop a way to systematize the knowledge on earthquake disaster mitigation. First, we run an experiment in which undergraduate students were asked to identify the elements of the knowledge on earthquake disaster mitigation from the 22 existing video teaching materials. Next, we experts in earthquake disasters systematized these extracted elements to construct a system of knowledge on earthquake disaster mitigation by applying the method of Semantic Network, which has been studied as a way of Representing Knowledge in the fields of Artificial Intelligence and Cognitive Science.

City formed a warning cordon with the radius of 300 meters from the bomb and ordered to evacuate from the restricted area. It considered what was important was to let vulnerable people to disasters evacuate smoothly. In order to find out vulnerable people who were not reported, Government of Kobe City ordered the staffs to visit all the houses in the restricted area in advance. On the day of disabling of unexploded bomb, the support plan for vulnerable people was carried out. To complete to evacuate, the staffs visited all the houses again and checked whether no one left. The aim of this thesis is to examine the lessons learnt from the emergency procedures on the evacuation support for vulnerable people to disasters.

To establish the evacuation support system for vulnerable people to disasters, some efforts about collecting and sharing personal information are attempted. However, these efforts don't always produce good results. By the analysis of collection and sharing personal information process on vulnerable people to disasters, people in communities feel the necessities of collection and sharing. At the some time, they have serious concerns about protection of personal information. In this paper, the discussion on the evacuation support for vulnerable people to disasters is reconstructed from the point of local community. And this paper proposes the practical ways about collecting and sharing personal information of vulnerable people to disasters.

Since the revision of Basic Plan for Disaster Prevention of 1995, local governments have changed their municipal plan for disaster prevention and made their own disaster management manuals. However those manuals are not easy to use in the case of disasters because there is no unified definition among them and no useful methodology for making manuals. This paper shows problems of them and proposed a methodology of making the Disaster Management Manuals using Technical Writing Method. Also an actual Disaster Management Manual for Shinji Town, Shimane Pref. based on the methodology is introduced.

This paper provides the agenda for a future action plan for tourism industry based on the recovery process in southern Thailand from the Indian Ocean Tsunami for two years. We grasp the recovery process using the time-series number of tourists from foreign countries and have interview to owners and managers of tourism-related business like hotels about their own responses. As a result, we propose the six items, for example, some loan programs for reconstruction, a compensation system to foreign laborers, baseless and harmful rumors and countermeasures to them, etc.

Based on a random sampling survey on the "Individual Recovery Processes from the 1995 Hanshin-Awaji earthquake disaster", people in the impacted area can be divided into 4 groups depending on the severity of housing damage and their life stages. An 80% of the severely damaged victims were forced to relocate their home. For then, the need for information regarding housing damage peaked at the first one week after the earthquake, and nearly half of the victims made up their minds with regards to where they live within one month after the earthquake.

The purpose of this study is the production of a knowledge for preparedness of recovery and reconstruction measures. In this case study of the 1995 Great Hanshin-Awaji Earthquake, we estimated the degree of social/economic damage such as the decrease of population, amount of sales, number of shops and factories, manufacturing products and so on after the earthquake by 18 municipal regions that were damaged severely. Additionally we analysed the relationship between those damages and characteristics of local economy and society. As a result, the degree of population decrease is related closely to houses damage ratio, owner-occupied house ratio and low-income ratio. The damage of manufacturing is also related to damage ratio of buildings, but not to productivity. The damage of retail is related to the decrease of population as regional consumers.

In this paper, the validity of the method,to estimate damaged area using DMSP/OLS (Defense Meteorological Satellite Program/ Optical Linescan System)night-time imagery developed by our research group(Hayashi et al, 2000). OLS mounted on the DMSP satellites captures city lights distribution reflecting extent of human activity. The area shows significant decrease of light intensity after the earthquake compared with before the event is estimated as impacted area in the DMSP method. We compared the actual damage with estimated damaged area of Marmara earthquake in Turkey (1999) and of Hanshin-Awaji earthquake (1995) based on the DMSP method. As a result, it is clarified the DMSP method can detect various kinds of damages rather than only severe housing damages.

The wireless ad hoc network is expected to be used as an alternative of the existing mobile communication network to make users communicate securely in a so-called emergency when a large-scale disaster occurs. In this paper, we propose a Real City model which is more practical as a user terminal movement model in the emergency case. Then we analyze the performance of wireless ad hoc networks in the Real City model by using the network simulator. From the simulation results, it is clarified that changing die routing protocol attribute value and increasing the number of mobile terminals that contributes to the communication route formation are necessary to improve the ad hoc network performance.

The correlation of the new J.M.A. instrumental seismic intensity with the former J.M.A. Seismic intensity and ground motion parameters is examined. The 215 strong-motion records with the intensity of 0 to 7 are used for the analysis. The instrumental seismic intensity computed from the records agrees well with the former seismic intensity determined from human response or observation of damage. The instrumental intensity shows slightly higher correlation with peak ground velocity than peak ground acceleration, and shows highest correlation with the parameters such as the product of the peak velocity and the peak acceleration.
