Recent studies on ground motion attenuation relations in the United States and Japan are reviewed. In the United States, the Next Generation of Ground Motion Attenuation Models (NGA) Project was initiated to develop the updated relations. In the proposed models for peaks and response spectra, effects of faulting style, hanging wall, fault top depth, nonlinear site amplification and basin depth are incorporated. In Japan, owing to recent development of strong motion instrumentation such as the K-NET, many updated attenuation relations not only for peaks and spectral response but also for instrumental seismic intensity and energy spectra have been individually developed. The terms considered in the relations are similar to those for the models of the NGA project. The variance of ground motion in the attenuation relations is also being discussed earnestly because the variance controls the results of seismic hazard analyses. Further efforts should be continued to improve the attenuation relations in response to increasing near-filed ground motion recordings and progress of theoretical studies on strong ground motion.

The seismic refraction prospecting was carried out in the southwestern part of the Tokyo Metropolitan area, to clarify the deep underground structure down to uppermost layer of the Earth's crust. The explosions were denoted at Nagatsuta, Kurokawa, Okazu and Yumenoshima. The explosion at Nagatsuta was planned to make clear the existence of vertical discontinuity of the basement between Nagatsuta and Yumenoshima, which has been suggested from the observation of Yumenoshima explosion. The underground structure was revealed by the travel time analysis. The main features of the underground structure are as follows:1) The underground structure consists of 4 layers. The P wave velocities of these layers are 1.8 to 2.0, 2.9, 4.8 and 5.5km/s, respectively.2) The thickness of the third leyer is several kilometers in this area, however this layer doesn't exist in the central part of the Kanto plain.3) The first layer is thinner than the second one in contrast with the underground structure of Yumenoshima situated on the center of the Kanto plain.4) The vertical discontinuity of the basement was not confirmed from Nagatsuta explosion, because the refracted wave from the basement was not observed as an initial motion at the expected stations.

This study aims to provide the fundermetal infromation of temproary housing cousntermeasures after the Tokyo Metropolitan Earthquake. In this study, a calculation step for grasp distribution characteristic of vacancy on rental housing which can be used after the earthquake was developed. The results are as follows; 1) approximately 70 thousand vacancies of rental housings are damaged, and approximately 1 million vacancies are remained after the Tokyo Metropolitan Earthquake. 2) From comparison of remained vacancies with households who lose their houses, many victims in central area will move to outskirts of Tokyo.

日本全国の任意の地点での地盤特性を評価するために, 全国的にS波速度に関する調査資料が得られている約2000地点について, 深さ30mまでの地盤の平均S波速度 (AVS30) と微地形区分との関係を検討した. 微地形の判読は, 全国の微地形を統一基準で分類した「日本全国地形・地盤分類メッシュマップ」の分類に従い, 大縮尺の地形分類図を用いて目視判読により正確に行った. その結果, 微地形ごとのAVS30には地盤の形成過程や堆積環境に起因する違いが認められ, 標高, 傾斜, 古い時代に形成された山地・丘陵からの距離を説明変量とした回帰式によって, AVS30が比較的精度よく推定できることを示した. さらに, 日本全国地形・地盤分類メッシュマップを利用して, 広域でのAVS30分布図を作成した.

As the imminence of a large-scale earthquake is said to be rising, an increasing number of organizations is starting to produce their own business continuity plans (BCPs) in both public and private sectors. This paper is to review the status quo of the measures universities generally take against earthquakes and examine how their BCPs could develop and should be.

Seismic waves from explosions at nine sites were observed at a number of temporary stations in the southwestern Kanto plain. Travel time analyses were carried out along the several surveying lines, so that the contradiction at cross points of the lines becomes as small as possible. Underground structures along the surveying lines were studied to reveal the three dimensional features of the region. The results are summarized as follows:1) The structure consists of four layers which have P-wave velocities of 1.8, 2.8, 4.8 and 5.5km/s, respectively. Around the Yumenoshima explosion site, however, the thickness of the 4.8km/s layer seems to be very thin.2) The depth to the 4.8km/s layer becomes largest around Yokohama as more than 4km. The thickness of this layer is more than 3km in the central part of the area considered, such as Okazu and Hiratsuka. However, it becomes shallower near the Kurokawa and Higashi-ohgishima explosion sites.3) A step-like structure was found on the top of the 5.5km/s layer at points along the several surveying lines in the southeastern extension of the Tachikawa fault toward the Tokyo Bay area. On the southwestern side of the step-like structure, the depth to the 5.5km/s layer is more than several kilometers and this layer exists near the ground surface of the Kanto Mountains.

Site effects on peak ground acceleration and velocity observed during the 1987 Chiba-ken-toho-oki earthquake (M=6.7) were evaluated. Strong-motion records at 173 sites with different site conditions were used for the analysis. The results indicate that 1) the site effects are more significant on peak ground velocity than on peak acceleration, 2) geomorphological land classification is more appropriate for evaluating the site effects than soil profile type or surface geology, and 3) the average shear-wave velocity of ground is a useful predictor of ground motion amplification at specific sites.

1978年宮城県沖地震、1995年兵庫県南部地震、2004年新潟県中越地震による鉄道構造物の被害資料を収集・整理し、被害発生地点を震度分布と重ね合わせ、計測震度とメッシュ単位での鉄道構造物の被害率との関係を地形・地盤分類ごとに整理した。さらに被害率の傾向が類似した地形・地盤分類を統合し、震度4~7で適用可能な被害関数を構築した。その結果、鉄道構造物の被害は震度5強程度から生じ始めること、被害率は山地・丘陵や谷底低地などで高いことを確認した。

地盤の増幅度を推定するためのパラメータとしてよく用いられる深さ 30m までの地盤の平均S波速度 VS30 を深さの浅いデータから推定する方法について、日本の都市域でのデータを中心とした 2099 地点での S 波速度検層結果を用いて検討した。浅い深さまでを対象とした平均 S 波速度と深さ 30m までの値との関係にはかなりのばらつきがみられることから、対象とした深さの最深部の S 波速度の影響も考慮した関係式を求めたところ、既往の式に比べ、推定誤差が小さく、より汎用的な式を得た。

New attenuation relationships for peak ground acceleration on soil ground and for peak ground velocity on stiff ground are developed based on the database of strong motion recordings from 21 Japan earthquakes. In the database, the near-source recordings are included, and the earthquakes are classified into three groups according to the fault type. The new attenuation relationships show that an intra-plate earthquake generates stronger acceleration and velocity than inter-plate and crustal events. The results also show that the earthquake with deeper focal depth generates stronger ground motion.

A procedure for predicting the isoseismal map of a hypothetical earthquake is proposed using the Digital National Land Information as the GIS application to seismic microzoning. The average shear wave velocities of ground from surface to 30m depth, AVS, are estimated from site parameters included in the Digital National Land Information. The isoseismal map is predicted by multiplying of the site amplification factor estimated from AVS, and the intensity of standard ground motion which is obtained from the attenuation law. The calculation was conducted for the 1987 Chiba-ken-toho-pki earthquake. The calculated values showed good agreements with the observed ones.

Field observations, shear-wave velocity measurements and microtremor measurements were conducted to reveal the site conditions at twelve strong-motion sites where high amplitude strongmotion records were observed during the 1985 Chile earthquake (Ms 7.8). These field surveys suggested that the site conditions are divided into three types : 1) rock or rock-like ground, 2) stiff gravel ground and 3) rather soft soil ground. The analyses of the strong-motion records showed that the spectra are strongly characterized by these soil types and that the peak ground velocity values are affected by the site soil conditions.

Attenuation relations of peak ground acceleration and velocity are examined based on records from the 1985 Chile (M 7. 8) and the 1983 Nihonkai-chubu (M 7. 7) earthquakes for the purpose of predicting intensities of strong-motion during large earthquakes in subduction zone. The relations obtained from the Chilean records show that the effects of site geology and source directivity are significant. The relations from the Chilean records are consistent with the Japanese records when the effects of site amplification on the Japanese records are removed. The comparison of the relations with those of previous studies shows that the attenuation relations derived from U. S. data are different from those for these two earthquakes.

The correlation of the new J.M.A. instrumental seismic intensity with the former J.M.A. Seismic intensity and ground motion parameters is examined. The 215 strong-motion records with the intensity of 0 to 7 are used for the analysis. The instrumental seismic intensity computed from the records agrees well with the former seismic intensity determined from human response or observation of damage. The instrumental intensity shows slightly higher correlation with peak ground velocity than peak ground acceleration, and shows highest correlation with the parameters such as the product of the peak velocity and the peak acceleration.
