In Japan, several American air force bases have raised the problem of aircraft noise pollution. This paper considers how municipalities around American air force bases have dealt with this problem. The study clarifies the relationship between aircraft noise pollution and compensation received in the municipalities around Yokota Air Force Base, an American air force base located near Tokyo, and the political actions taken by the municipalities against such pollution.Yokota Air Force Base was established in 1945. The functions of this base had expanded by the 1960s, so aircraft noise pollution intensified. Only Akishima City Council adopted many resolutions against aircraft noise. Aircraft noise pollution was not eliminated. Some inhabitants of Akishima City went to court to require the United States of America not to fly at night.The aircraft noise pollution intensified in Akishima City and Mizuho Town, which are located in the area where the runway of the base was extended. The national government has granted the municipalities subsidies as compensation for aircraft noise pollution. Fussa City, Musashi-Murayama City, and Mizuho Town have received large national subsidies. These municipalities did not adopt many resolutions against aircraft noise.The national government has increased the subsidies since 1974 in exchange for the consolidation of American air force bases in the Kanto Region into Yokota Air Force Base. The public finances of Akishima City have depended on subsidies because of urbanization.The compensation provided by the national government has been based on territoriality, although the pollution is unterritoriality. The political actions of the municipalities around the base have been segmented so aircraft noise pollution has not been eliminated.

This research examines the changing process of farming on reclaimed land, as seen from the changing farming conditions of each settler, in the context of national land reclamation, which took place after the Second World War when agricultural production was increasing.As a case study, I researched the background of 136 settlers who started farming in 1962 on Nabeta Reclaimed Land, Aichi Prefecture, situated at the mouth of Kiso River. I examined the following 3 points : (1) settlement conditions of Nabeta Reclaimed Land, (2) the influence of Typhoon hazards from Ise Bay on the farming behavior of settlers and (3) the influence of urbanization from the metropolitan area Nagoya. The results are as follows : 1) There occurred some differences in farming among settlers, depending upon the time of settlement, their native places, the land condition of their farm and their successors. The difference in farming was most greatly influenced by land conditions based on the time of settlement.2) The changing process of farming in Nabeta Reclaimed Land can be divided into 3 periods : 1 st period (commencement of farming), 2nd period (change in farming) and 3 rd period (settlement of farming).3) The farming conditions of settlers diversified gradually over 3 periods : 1 st period→2 nd period→ 3 rd period (Fig. 11). In the 1 st period, conditions were classified into thetype, mainly composed of field husbandry and animal husbandry. In the 3rd period, conditions could be classified into 4 patterns : field husbandry, animal husbandry, part-time farming and abandonment of farming. These were farming patterns that had been already started during the 2 nd period.4) In comparison with other reclaimed lands in Japan, the following can be considered as regional characteristics of Nabeta Reclaimed Land.First, about 20 percent of all settlers were close relatives of those people who were killed by Typhoon Ise Bay. They were less interested in farming, compared to normal settlers, and quite a few of them gave up farming when farming became diversified.Second, about 10 percent of cultivated land (an area of 302 ha) in Nabeta Reclaimed Land turned out to be owned by residents in Nagoya City. Further, settlers have been unable to make the most of accessibility to big markets, because of the lack of community integration in reclaimed land villages and because of the poor performance of specializing in one farm product.

The name of Tadataka INÔ (1745-1818), who carried out the survey of the almost entire islands of Japan and made excellent maps of Japan in the end of Edo period, became popular all over the country since the Tokyo Geographical Society erected a bronze memorial monument in the Shiba Park, Tokyo in 1889, which was re-established in the same site with a newly designed beautiful stone monument in 1965.INÔ's Map officially presented to the Takugawa Government in 1821 compiled after his death by his pupils consisted of those of three scales : large scale (1 : 36, 000, 214 sheets), middle-scale (1 : 216, 000, 8 sheets) and small-scale (1 : 432, 000, 3 sheets). Despite its excellency, they were stored in the Library of the Tokugawa Government, only a few limited number of people were allowed to see them, and INÔ's Map proved its usefulness since the Meiji Restoration. These maps served as the basis and the most important data to meet the urgent needs of accurate maps, charts and statistical figures of the Japanese Islands.However, INÔ's Map has an unfortunate history behind it. After it was handed over from the Tokugawa to the Meiji Government, a fire broke out in part of the Imperial Palace in 1873 and destroyed all the maps. INÔ's descendants presented the preserved copies to the Government and they were kept in the Library of the Tokyo Imperial University, while the fire caused by the Kantô Earthquake in 1923 destroyed the Library. In consequence, the number of INÔ's Map which are extant is very small and fragmental today and yet careful studies of these maps, INÔ's books and documents revealed some points which have never been fully appreciated in his achievements, and the followings are the abstracts of these main points.(1) INO's motive for undertaking the survey of Japan was the determination of the length of one degree of latitude, which he carefully determined as 28.2 ri (110.85 km) with extraordinary accuracy at that time. However, “Map of the Eastern Part of Japan” presented to the Tokuwawa Government in 1804 was so elaborate, so accurate, so detailed and so beautiful and gave even an impression of a work of art that the Government appointed him as an official and ordered him to continue the survey, which he carried out with extraordinary persistence and skill. Fig. 2 shows the distribution of INÔ's routes of survey, which was carefully drawn from the maps of middle-scale and his records and the total distances of surveyed lines amounted to 33, 724 km. In addition he traveled several times between Edo and Kyôto (Tôkaidô) as well as Kyôtô and Shimonoseki (Sanyô-dô), so that the total distances of his travel were more than 40, 000 km, which he accomplished when he was fifty-six to seventy-two years of age.The mapped areas are strictly restricted to those of the actually surveyed and certainly known. Therefore, many parts far distant from the roads and the coast left unmapped because the surveys were not conducted. These are some of evidences of INÔ's scientific mind underlying his map-drawing.(2) The Tokugawa Government's needs to the maps were the accurate drawing of configuration of the coastline of the Japanese Islands as well as the detailed distances of important towns along the Tôkai-dô, the Sanyô-dô, and along the northern part of Kyûshû. INÔ's main aims were the determination of latitudes and, if possible the longitudes, of important towns along the most important zone of Japan at that time, that was along the Tôkai-dô and the Sanyô-dô. INÔ's Map met these needs quite well, following basically what is called the method of traverse with great care, and he also adopted astronomical observations.

We show that seismic activity decreased clearly in a wide area before the 1953 Boso-oki earthquake and the 1972 Hechijojima-toho-oki earthquake. In both cases the seismic quiescence extended to the Tokyo Metropolitan area. Marking precursory activity appeared several years before the Boso-oki earthquake in the Chiba prefecture and in the sea region off-Ibaraki prefecture. It is also noted that the seismicity in the Kanto region as well as in the sea region south off-Boso Peninsula decreased conspicuously after the Boso-oki earthquake. On the contrary an increase of the seismicity was observed after the Hachijojima-toho-oki earthquake, although deep seismic activities decreased remarkably. We show that seismic quiescences preceding the Boso-oki earthquake and the Hachijojima-toho-oki earthquake were detectable before their occurrences, and no other statistically significant quiescence has appeared in the south off-Kanto region since 1926. It is proposed that the occurrence of a large earthquake may be predicted by monitoring changes of the seismicity in a wide area.

Correlation between seismic activities in the focal region of the Hyogo-ken Nanbu earthquake and in the surrounding regions were investigated. We found that seismic activity in the Tanba region had been well correlated with that of the Wakayama region, but the correlation has disappeared in 1990s. Activity to the west of Tanba region shows a tendency to be delayed to the activity in the Tanba region and this tendency is concordant with the f eature shown by Yoshida and Takayama (1992) that activity in the Mino region is advanced a few years against the activities in the Tanba and Wakayama regions. Such seismic correlations with time lags between surrounding areas of the Kinki triangle are considered to mean that tectonic stress in that district has a tendency to propagate or diffuse to the west at the velocity of 10 km/year. We present some evidence which decrease of the seismicity in the Tanba region in 1992-1993 period and increase in 1994 might be precursory changes for the Hyogoken Nanbu earthquake. Just after the Hyogo-ken Nanbu earthquake seismic activity in the Tanba region increased remarkably and an activity of small earthquakes was observed near the Yamasaki fault located to the west of the Hyogo-ken Nanbu earthquake. However, no unusual change of seismicity was seen in the Wakayama active region. Because a disastrous intraplate earthquake is likely to be followed by another large earthquake, and the most probable site of the succeeding large earthquake is the place where seismicity becomes active after the first earthquake (Yoshida and Ito, 1995), the Tanba region and its surrounding areas should be watched intensively in the following several to ten years.

Lake Biwa is the third oldest lake in the world next to Lake Baikal and C aspian and Aral Seas. Its peculiar position in the Japanese Archipelago, Deep Seated Earthquake zone, striking by negative gravity anomaly, and many endemic species of animals and plants indicate its extremely long limnetic history. In other words, if we succeed in obtaining whole sediments columns by deep boring, we can clarify many unknown facts such as glacial and interglacial features, geomagnetic events, cosmic ray variations, sedimentological phenomena, chemical composition, biological evolutions…cand so on.On the basis of this idea, the writers and their collaborators undertook deep coring operations of 200 meters at the water depth of 65 m at the center of the lake in 1971 and of 1, 000 meters at the shore in 1975-1976. This paper summarizes these results together with a discussion of our future project of extremely deep drilling in order to introduce our pioneering work of human beings.

To understand the Earth's geophysical phenomena, it is important to obtain multicomponent, continuous, long-range, and real-time marine data in global scale. To carry out observations in the sea, the most reasonable way at present is to use submarine cables for communication and power supply. There are cable projects using decommissioned submarine cables in Japan. GeO-TOC and VENUS projects. The H2O project is a US version of the VENUS project. Outlines of the two systems are presented with some new results.Some other projects using new fiber optic cables have been continued in Japan, but most of these projects are oriented toward seismic observations. The NEPTUNE and J-NEPTUNE projects are the most attractive projects in the near future to build multi-disciplinary observatories as Internet networks in the sea.

Four boring cores obtained by boring surveys conducted at Wadabori Park in Suginami Ward (core WDB), Kinuta Park (core KNT) in Setagaya Ward, Tamagawadai Park (core TMG) and Unoki (core UNK) in Ota Ward, southeast part of Musashino upland, Tokyo, were reexamined. Mineral assemblage, shapes of volcanic glass shard, refractive indices of volcanic glass, and heavy minerals and chemical composition of volcanic glass of several tephra layers from these cores were determined. As a result, it is revealed that six tephra layers are correlative with the key tephra layers in the Kazusa Group of the Boso Peninsula and Tama Hills in the Kanto district. The WDB-1 tephra from core WDB is identified as the Kd8 tephra in the upper part of the Kiwada Formation in the Kazusa Group. The KNT-4 tephra from core KNT, the TMG-7 tephra from core TMG and the UNK-1 tephra from core UNK are identified as the Kd16 tephra in the middle part of the Kiwada Formation. The TMG-18 tephra from core TMG and the UNK-8 tephra from core UNK are identified as the Kd18 tephra in the middle part of the Kiwada Formation. Based on the correlation among these tephras, the sediments of ca. 15 m above sea level (a.s.l.) at Wadabori Park is correlative with the upper part of the Kiwada Formation deposited at 1.21-1.27 Ma, and the sediments of ca.-2 m a.s.l. at the Kinuta Park, ca.-20 to-74 m a.s.l. at the Tamagawadai Park and ca.-9 to-44 m a.s.l. at Unoki are correlative with the Kiwada Formation in the Kazusa Group. The sedimentary ages of these sediments are between 1.27 and 1.45 Ma based on stratigraphic relations with the calcareous nannofossil datums.

In this paper the author analyses agricultural land use changes in the urban shadow of the Sydney metropolitan region and clarifies their sustainability on a micro-scale using the example of Castlereagh area, Penrith City. Castlereagh area is situated around the western suburbs of Sydney city centre, and is characterised by competition between agricultural and urban land use. In this area, rural and agricultural land use has generally developed since the colonial period. Although definite changes from agricultural to urban land use are not apparent with the advancement of urbanization, some kinds of agricultural use have changed to others in terms of function and quality since the 1990s. This sustainability of agricultural land use changes based on land, climate, and historical conditions as a suitable region for agriculture, and accessibility to the urban market for agricultural products, and land use policy of city planning and land use zoning.In Castlereagh area dairy farming and sheep grazing have traditionally developed with advantageous land and climate conditions for grass production. In particular, suburban dairy farming was important for town milk production. Although there were a few trends of conversion from dairy farming to sheep grazing, because of a decreasing agricultural labour force, the framework of traditional pastoral farming still remained until the 1980s. Since the 1990s most aspects of pastoral farming have changed into horse raising, horticulture, and hobby farming with the enlargement of urban land use for residential and factory sites. Such farming has been most apparent among all kinds of land use in the 1990s.Under an environment of urban shadow, both horse raising and horticulture have developed due to their suitability for expanding urban land use and farmland subdivisions. Agricultural land use changes are supported by economic factors such as capital intensity and high profitability. On the other hand, hobby farming is less intensive and rather unprofitable, and is developed for the mental satisfaction of aged and the urban residents, rather than the advancement of urbanisation and land subdivision. Therefore, agricultural land use changes into hobby farming are supported by non-economic factors such as productive aging and mental satisfaction. On the whole, a series of agricultural land use changes are identified for their sustainability, and are supported by economic and non-economic factors. In particular, hobby farming plays an important role in holding back urban sprawl and maintaining agricultural land use.

The relative intensities of Fe Lα1, 2 and Lβ1 X-ray emission peaks differ significantly with valance state and bond association. These X-ray emission peaks cannot be distinguished from each other using an energy-dispersive spectrometer (EDS), because the difference in energy between these peaks is smaller than the spectral resolution of EDS (approximately 100-150 eV). However, these emission peaks can be distinguished from each other using a wavelength-dispersive spectrometer (WDS). A crystal whose 2d value is about 60 A is considered to be suitable for analyzing the first order of Fe Lα1, 2 and L β1 X-ray emission peaks. The second order of these peaks can also be analyzed using lead stearate (STE : 2d=100.4 Å) crystal. Although it is difficult to use the ' peak seek' routine for a mapping analysis, the effects of chemical shifts can be suppressed by configuring the spectrometer. The interferences of high orders of Si and Na emission peaks can be suppressed by a pulse height analysis. Applying a mapping technique to measuring Fe Lα 1, 2 and Lβ1 emission peaks, Fe2+/Fe3+ mapping can be obtained using an electron probe microanalyzer.

In 1872 the Meiji Government adopted the solar calendar, the twenty-four hours system and the new date, and in 1886 decided the Japanese Standard Time based on the time of the meridian of 135°E., running through Akashi in Hyôgo Prefecture near Kobe. Since then, the date and the time have entirely changed from those of the Edo period when the lunar-solar calendar and many local times prevailed throughout Japan.The conversion of the old date into the new one is not so difficult task, but on the contrary, that of the old times into the new ones has complicated problems, because the old calendar system was different in many respects from the new one and also each clan adopted the local time derived from the time of each castle-town.Firstly, the structure of the old calendar, which was introduced from China, was basically different from the new one. The length of the hour-units of daytime and nighttime differed according to the twenty-four short seasonal unit days, including the day of autumnal equinox, of vernal equinox, of summer solstice and of winter solstice. The beginning hours of daytime and nighttime were partly improved by the astronomers of the Tokugawa Government ; in the early part of the Edo period they were the times of sunrise and sunset of the castle-towns, and later they were more improved.However, in 1797 TAKAHASHI-Yoshitoki, a young but an excellent astronomer, who studied the Western astronomy through the books edited by the European missionaries stationed in China and brought up INÔ-Tadataka, the greatest land-surveyor in the Edo period with the aid of astronomical observation, decided the times scientifically. He got the accurate position of the sun by spherical trigonometrical calculation, and cleared up the beginning and the end of twilight by the angle of depression of the center of the sun on the days of autumnal and vernal equinox at Kyoto the result was 7°21′40″. The new definition had been used until 1871.This paper deals with some ways of conversion of the old times into the new ones, and illustrated, taking outstanding examples of castle-towns in the Edo period, how the converted times were different from one another throughout Japan in accordance with the latitudes and the longitudes of the towns.

This study examines migration patterns of livestock herds in mobile pastoralism of yak/yak-cattle hybrid in two areas in eastern Nepal Himalaya : the Bharku Village, Langtang National Park, and the Ghunsa Valley, Kanchenjunga Conservation Area. The migration patterns were mapped in detail, identifying every household of herders in the research areas (six households in the Bharku, and eleven households in the Ghunsa Valley), and those patterns were analyzed in terms of natural resource use and influence of mountain tourism. Both field observations and interviews with herders revealed that the summer pastures were concentrated at the highest grazing areas, mostly spreading in the alpine belt, regardless of livestock type (yak and yak hybrid), while the winter pastures ranged widely in altitude even among households keeping a same type of livestock (yak). Measuring milk production indicated that the period of stay in the alpine pastures corresponded to that of high milk production. Migration of herds to the alpine pastures occurred simultaneously in herders' groups under the control of their organizations. On the other hand, the diversity of herd migration patterns in winter suggested dependence of those patterns on households' livelihood strategies. Herders of Tibetan refugees showed a migration pattern, which was different from the local one, staying in the alpine area throughout the year. Also, some herders changed their migration patterns and returned to higher pastures in the fall in the Ghunsa Valley to earn some money by providing accommodations to trekkers, who visit the area mostly in that period of the year to avoid the monsoon rain since the recent opening of the Ghunsa Valley to foreigners. On the other hand, herders in the Bharku changed their summer pastures to avoid a mass of pilgrims, a traditional type of mountain tourism in Himalaya, who visit Gosainkunda, a famous sacred place located above the herders' grazing area, on the occasion of a festival called Janai Purnima. These facts suggest the flexibility of migration patterns in mobile pastoralism of yak/yak-hybrids under the influence of newcomers and mountain tourism. Both natural and social influences caused by these recent changes of migration pattern need to be monitored in view of environmental management of higher Himalaya.

The presence of water can dramatically influence the chemical and physical properties of minerals that comprise the Earth's mantle. In order to understand these effects itis important to identify the phases in which water may exist under mantle conditions. High-pressure experiments on the stability of hydrous minerals likely to be present in the Earth's mantle provide constraints on the distribution of water in the mantle. In this article, the significance of hydrated subducting slab is evaluated as a water carrier, transporting water from the earth's surface into the subduction zone, where it isreleased to the overlying mantle wedge through the breakdown of hydrous minerals. The capacityt store and transport water in the hydrated part of the subducted slab is controlledby the pressure-temperature stability of hydrous phase assemblages in bulk compositions of peridotite, sediment, basalt, and harzburgite.

The sake brewers in advanced regions such as Hyogo, Aichi, and Saitama prefectures began innovations in brewing techniques to improve quality from 1890's. In contrast, the peripheral regions such as the Tohoku Area have long maintained traditional brewing techniques in order not to increase the cost of production. Therefore, the disparity in technological levels between regions expanded.Under these circumstances, the national government established the Brewing Research Laboratory to research and develop brewing techniques, which played very important roles in supporting sake brewers, as well as in promoting the introduction of new techniques to so-called peripheral regions in 1900's. They were adopted by many sake brewers in peripheral regions to make the production process easier than in the advanced region's. The interregional disparity diminished. Accordingly, the advanced regions lost their superiority in brewing technique.National sake competitions have been held since 1907. The brands produced in advanced regions lost prizes, while those in the peripheral regions won the event every year. The prizewinner was sweet, however, the others were pungent in flavor. Sweet sake was regarded as having high quality in the events.However, sweet sake has not become popular in the consumer market. Therefore, brewers in the peripheral regions could not expand their market shares. In addition, sake brewers in the advanced regions often held their own local sake competitions, and enhanced the infiltration of their brands into the markets. Taking sake brewers in Saitama Prefecture as an example, by producing sake with a somewhat light alcohol content, they could expand their market share.If sake's qualities were homogenized within a region, they could be easily differentiated from another region's sake. In the Kanto Region, the sake brewers in Saitama Prefecture homogenized the qualities of their brands; however, in Tochigi Prefecture the quality was so diverse that they could not be differentiated from other region's sake. As a consequence, sake brewers in Saitama gained more shares than Tochigi in the sake market.
