<p>1990年代末以降、日本では特定非営利活動法人 (NPO法人) や一般社団法人などの新たに創設された法人格を有する (広義の) NPOが多数誕生した。組織レベルでみた場合、NPOの活動は明らかに活性化している。にもかかわらず、一般の人々のNPOへの参加は依然としてまったく広まっていない。</p><p> なぜ多くの日本人はNPOへの参加を今なお忌避しているのであろうか。どのような要因が参加忌避を引き起こす原因となっているのであろうか。どうすればNPOへの参加をより増やしていくことができるのだろうか。</p><p> これらの点を探索的に解明するために、本稿では筆者らが独自に実施したオンライン・サーベイのデータを用いて、コンジョイント実験 (conjoint experiment) を通じてNPOへの参加の規定要因の解明を試みた。</p><p> 分析の結果、デモなどの政府への抗議活動を行うこと、多額の寄付を集めること、自民党寄りないし立憲民主党寄りの組織であることは、参加忌避に大きな影響を与える要因であることが明らかとなった。つまり、NPOの 「政治性」 やNPOの 「金銭重視」 姿勢が参加忌避をもたらす主要な原因になっていることが本稿の分析から示唆される。</p>

<p>本稿は,補助金や委託事業収入などの政府からの公的資金収入に財政面で依存することが市民社会組織によるアドボカシーにいかなる影響を及ぼすのかについて,日本の事例を題材に検討を加える.本稿では,「市民社会組織に対する政府の自立性の程度」と「政府への財政的依存がアドボカシーに与える非線形的影響」という2点に着目することにより,新しい理論枠組みを提起したい.独立行政法人経済産業研究所の「平成26年度日本におけるサードセクターの経営実態に関する調査」のデータを用いた定量的分析の結果,1)政府の自立性の高低によって政府への財政的依存がアドボカシーに与える影響の方向性は異なること,2)政府への財政的依存は,ある一定レベルまではアドボカシーに好影響を与えるが,一定レベルを超えると逆にアドボカシーに悪影響を与えるようになる,という逆U字型の影響をアドボカシーに与えること,が明らかとなる.</p>

本稿は日本のソーシャル・キャピタルの現状を各種統計データより検討する。国際比較の観点から日本のソーシャル・キャピタルの水準は中の上程度の高さであること、また時系列比較の観点から日本のソーシャル・キャピタルは1990年代以降減退しつつあることが明らかとなる。また本稿は、ソーシャル・キャピタル論が流行する背景についても考察する。現代政治におけるガバナンス化の趨勢と市民社会組織の活性化、社会崩壊に対する不安感の強まり、ソーシャル・キャピタル論の実証性、言葉自体の新奇性、という4つの背景要因が存在することを指摘する。

A fossil scombrid fish from the Middle Miocene Nagura Formation, Chi-chibumachi Group, Saitama Prefecture, Japan, previously reported as Scomberomorus sp. is now described as a new species S. chichibu. This was determined based on the following characters : the temporal ridge reaching to the level of the posterior end of the ethmoid; a wide, short fenestra between the frontals (the ratio of its width to length is about 1 : 3); and the moderately forked anterior portion of the ethmoid.

The contact stiffness of joints has been evaluated experimentally and the method quantifying them has been proposed by authors. However it was found out that the range of application for this method was limited, since the method was based on the assumption that the relationship between force and real contact area of the joint is linear. Therefore, in this paper, we consider a widely applicable and more general identification method of the contact stiffness which can be applied to the joints in which the relationship between the force and the real contact area shows non-linear characteristics. As a consequence, following results are obtained. (1) The model of the joint interface with surface roughness can be made as a surface covered by springs with same length and spring constant along the profile of surface roughness. (2)The identification method of the contact stiffness of the joint based on the model can be applied to the joints, even if the relationship between the force and the real contact area of the joints is non-linear. (3) The contact stiffness per real contact area k shows constant regardless of the applied force in the joint where the relationship between the force and the real contact area is non-linear.

地方議会は,民主主義において重要な役割を担う存在である.しかしながら,日本の地方議会は,多くの市民から信頼されず,その役割を十分に果たしていないと考えられている.ところが,「地方議会が十分に役割を果たしていない」と主張するための定量的な根拠は,ほとんど示されていない.その原因の一つは,地方議会に関する膨大な資料から,適切なデータを取得するのが困難なことにある.そこで我々は,会議の開催状況や議案の審議過程,各議員の属性・発言内容・議案への賛否態度などを,定量データとして格納した地方議会データベースを開発した.本論文では,会議録や広報紙などから,どのようにデータテーブルを作成したかを説明するとともに,データベースを活用してどのような分析が可能になるかを紹介していく.Although the local assembly is one of the key organizations supporting the democratic system, many Japanese recognize that the local assemblies do not perform their expected roles. However, there is no quantitative evidence for this inadequate performance due to the difficulties in collecting quantitative data about the local assemblies. In this study, we explain the database system that we developed regarding local assemblies and present the data files for use in quantitative analysis.
