To increase the speed of Shinkansen trains, it becomes more important to reduce the noise generated from Shinkansen cars. We developed the high-speed test trains "FASTECH360" that have new equipment such as low-noise pantographs, pantograph noise insulation plates and sound-absorbing panels for the noise from the lower area of car bodies. We conducted running tests using "FASTECH360" from June of 2005 to June of 2009. As a result, the noise level of "FASTECH360S"(runs only on Shinkansen line) at the speed of 360km/h is reduced by more than 4 dB compared to that of series E2-1000, present commercial trains, at the speed of 360 km/h (at a distance of 25 m from the track). We also performed the noise analysis of "FASTECH360S" at 360 km/h. Consequently, we estimated that pantograph noise contribution to the overall noise level was reduced by about 7dB compared to that of E2-1000 at 360 km/h and contribution of noise from the lower part of cars to the overall noise level was reduced by about 1dB as well.

Traffic priority at roundabout entries has played an important role in the history of roundabouts. When roundabouts were proposed and implemented at the beginning of the 20th century, the importance of the priority rule was not well recognized and the nearside priority rule was applied. However, the smaller traffic volume at that time did not reveal this problem until the increased traffic flow caused a locking-up problem at roundabouts. This was same in Japan where roundabouts were used before the World War II. After the World War 11, offside priority rule was proposed in some countries, and in 1958 this rule was tested on public roads in the U. K. In Japan, a traffic engineer proposed the offside priority rule in 1953, but this was ahnost neglected and roundabouts were removed. After the offside priority rule was made mandatory in the U. K. in 1966, the advantages of roundabouts were well recognized and this type of intersection was adopted in many countries including Australia, France, Germany and others. In this paper, the history of the priority rule at roundabout entries in Japan is reviewed in comparison with those of other countries.

コミュニティ放送は,既存放送制度に対抗する,「コミュニティ」のための放送として,各国で制度化されてきた.コミュニティ放送局が対象とする「コミュニティ」概念の実態的な有効性を,オーストラリアの地方都市アーミデールの事例で検討した.アーミデールでは,大学に基盤を持つ「ラジオ」局としてRUNEが1970年から存在し,その後の制度変更によってHPON(大出力ナローキャスティング)のTUNE! FMとなり,現在に至っている.1970年代半ばに「公共放送」(コミュニティ放送の前身)が注目されると, RUNEを母体に,新たに2ARMが組織され,放送が始まった.やがて, RUNEから独立した2ARMは,安定的に運営された時期を経て,近年では補助金の削減などから経営困難に直面している. 2ARMは,本来,地域社会と同義の「地理的コミュニティ」に根ざすラジオ局として想定されながら, RUNE~TUNE! FMとの競合関係の中で,十分な地域的存立基盤を確保できなかった.一方, RUNE~TUNE! FMは,通常は商業的に利用されるHPONを,非営利目的に活用している.アーミデールの小規模ラジオ局は,地域事情を反映し,役割の棲み分けを行っており,その実態は,「コミュニティ」をめぐるオーストラリアの放送制度の想定に忠実に沿ったかたちとはなっていない.

日刊地域紙の発行が盛んな東北地方を例に, 各市郡における日刊地域紙の有無を, 全国紙や県紙などの配布競合状況や地理的条件などとあわせて整理した結果, 日刊地域紙発行地である都市には三つの類型が存在することが明らかになった。類型I: 次の3点を満たす都市は日刊地域紙発行に有利で, 実際に発行地となる率も高く, 発行された場合の普及率も高い。(1) 全国紙の配布構成比が50%以上, (2) 県都からの道路距離が100km以上, (3) 人口5万人以上。類型II: 次の3点を満たす都市は発行地になり得るが, 類型Iに比べ条件は劣るため, 発行形態などに類型Iには見られない特徴を持つことが多い。(1) 全国紙の配布構成比が30%以上で, 全国紙や県紙などを合せた世帯普及率が95%以上, (2) 県都からの道路距離が30km以上, (3) 人口5万人以上。類型III: 青森県の2市 (八戸・弘前) には「主読紙」化した日刊地域紙があるため, 指標の上では発行地となるのが困難のように見えるが, 逆に非常に有力な日刊地域紙が発行されている。
