1990年以降、社会主義体制下にあった多くの都市は、民主主義体制へと移行しつつある。社会主義化では、土地や住宅は国家のものとされていた。しかし民主主義下において土地や住宅は個人の所有となり、その概念にも変化が生じているものと考えられる。本論文は、このような都市の1つとしてモンゴルの首都ウランバートルを取り上げ、2つの異なるタイプの住宅地に見られる土地と住宅の変容を調査した。その結果、個人の所有する土地と公的な空間の境界はあいまいで、前者が後者を侵食しつつあり、公的空間の明示と基盤の整備、さらには公共意識の醸成が必要である事が明らかとなった。

Each person recognizes the aspect of a city by his or her own sense. City has a plural construction by many aspects consisting of many factors. They include not only material but invisible factors such as cultural and historical matters. In this study, we clarify this plural construction by investigating three cases: the magazine "Osaka-Shunju", the works of a competition "Semba-Genki" and the report "Ittemitai-Osaka". And, we suggest a digital tool to express this plural construction. With using it in our own way, we can get more information of the city and more fresh knowledge than we expect.

本論文で取り上げる富山県南砺市城端(旧城端町)の中心地は無形文化財「曳山祭り」の舞台として有名である。その中心地において、平成9年度から国道304号の拡幅工事が行なわれ、工事の進行とともに、通りの両側の建築物が建替えられ、新しい町並みが出現した。その際、沿道の1商店会および2町会において、各自、紳士協定である外観ルールを作成し、地域の町並み景観と環境の管理を目指した取り組みが行なった。本論文では、外観ルールの内容をいかに建築物の外観のデザインにとりいれるかが、建築協定よりも建築主個人の判断に任されることになる紳士協定としての外観ルールを作成し、その実施にあたった西町商店会、出丸町、新町の3つの地区を対象とし、文字で表された外観ルールが表現する外観のデザインの方向性と、建築主の外観ルールの読み取り方を検証し、外観のデザインの読み取り方の違いと建築主の事業への関心度の違いの関係性を明らかにすることを目的とする。

This paper discusses the environmental estimations for inhabitation and life styles in the core of the metropolitan area. Actual investigation have been done in down town, Osaka. It is highlighted that the types of inhabitation have been found through the investigations. Some proposals for the environmental adjustment have been presented from the view point of inhabitation.

この研究は、伝統的な木造家屋に対する重要性および現代的なライフスタイルに対する適応性の居住者自らの評価と将来性の改造に関する意向、さらには木造家屋での生活の不便さや将来の保存に関する意向を分析することを通じて、伝統的木造家屋の持続可能性とその方策を論じたものであり、以下の点が明らかになった。(1)多くの住民(平均的には60%以上)が、伝統的木造家屋を、重要であり、適応性があり、好ましいもので、保存に値すると考えている。(2)しかし、基本的に遺産分割の理由によって丸ごとの売却や移築の傾向が増加するとともに、改造が不可避的・継続的に起こる傾向にある。(3)住民の将来の改造に関する姿勢は、木造家屋に住むことを好んでいるかどうかおよび年齢と関連している。以上の結果を踏まえ、伝統的な木造家屋の持続可能性を推進するための方策を示唆した。

This study attempts to examine characteristics of traditional housing group in Kudus urban area and its altering tendency, in order to consider possibility for observation. We found that: -Building alteration comprises change of carved wooden elements using contemporary materials, replacement of wooden-traditional houses with brick-ordinary ones, or, their removal to be empty lots; and replacement of yards with buildings; -Area alteration compriscs decrease of wooden houses, increase of brick houses, and increase of empty lots, with greater tendency along the street than in kampung; -In the last three decades, the area has lost 15% of its wooden houses due to natural decay, partial or whole sale; only 3.5% of the remaining are complete. Accordingly we recommend considerations for preservation.

This thesis is about the foothill residential areas of Mount Rokko in Hanshinkan before the World War II. There made trials of creating various types of design of residential areas. This residential area was designed by the concept of landscape conservation. This thesis studies the characteristics of design of residential areas through clarifying the planning process of the suburban residential development before the World War II from the viewpoint of the developments of forestry.

行政アーバンデザインは、全国画一的な都市づくりから地域の個性を活かした地域環境に相応しい都市づくりに変えようとする意識のある自治体が主体的に取り組んできたものである。1971年の横浜市を皮切りに、1980年代から全国的な広がりを見せ、多くの自治体に「都市デザイン室」や「都市景観課」などの行政アーバンデザインを推進するセクションが組織化され、主に都市景観条例を制度的根拠として、個性的なまちづくりが展開されてきた。しかしその一方で、根拠法の脆弱さや行政の厚い縦割りの壁などのシステム上の理由などから様々な課題も抱えている。「都市型社会」へ移行する21世紀において、都市の再構築が各自治体において最重要課題となっており、ますます行政アーバンデザインの積極的な取り組みが求められている.また、近年、特定非営利活動促進法の制定等のように市民主体のまちづくりへの大きな潮流が見られ、一部の自治体において、既に組織の再編や新たな条例制定等の動きがあり、今後、行政アーバンデザインの取り組み方やシステムの見直しが一層進むことが予想される。本研究は、筆者の一人が直接的に携わった沖縄県那覇市都市デザイン室の実践を通して行政アーバンデザインの現状と実態を明らかにし、全体的な実践システムの問題点と課題の考察を行うことを目的とし、今後求められる行政アーバンデザインのあり方についての知見を得る。

Securing the public space on both quality and quantity is expected, but it is difficult to be prepared by the public sector because of the burden of maintenance management and the efficiency of size on the center of a city. The purpose of this study is making clear the role that is fulfilled to urban space. Therefore, we researched the constitution of the public space and the situation of stay and action of the people there. As a result, we found the actual condition of the public space opened by private enterprises and we clarified that the rule for using the public space and the balance between the management and the accessibility are needed.

In the beginning of Meji Era, 'old village' was independently located on the periphery of urban area. The existence of old village has been closely related to the expansion of central urban area. Some old villages have lost their form, however some others have retained. We aim to clarify the real condition and the sustainability of urban village. Firstly, we investigated main facts that caused the disappearance of village form, and identified the urban villages that endure their form. Secondly, we analyzed the characteristics of block pattern, and considered the alteration of form. As a result, we could grasp some useful views in reconstructing urban areas.

日本をはじめアジア諸都市では、高層集合住宅の建設が急速に進んでいるが、その一方で、老朽化した中高層集合住宅のもたらす問題も大きい。そこで本研究では、住民の99%が集合住宅に住んでいる香港で、都市再生局が都市再生の一つの手法として用いている建物再生事業に注目し、その手法を理解した上で都市再生における効果を検証した。観察調査やヒアリング調査の結果、香港での集合住宅再生事業は、抜本的方策ではないが、地域の持続性、住宅市場の活性化、事業そのものの波及効果、地域を活気づける効果が期待でき、わが国の地区再生に対しても示唆する点があることが明らかとなった。
