<p>In order to allocate a rescue team with suitable capability required for a site, it is important to relevantly assess the rescue difficulty of each site for efficient resource utilization in disaster response. In this study, we used the empirical data on rescue operations conducted at collapsed wooden building sites during the 2016 Kumamoto Earthquakes collected by<b> </b>National Police Agency, and analyzed on the relation between duration times of rescue operations and some factors such as building damage grades, scales of rescue sites, situations of victim entrapments, and so on. As a result, it was found that damage grades and space scales didn't affect much on duration times and the affecting factors of rescue difficulty were found to be the situations of entrapments; pressurization and configurations under the victims.</p>

The purpose of this study is to investigate causal effects of designated temporary housing policy on housing recovery. This study used two sets of population recovery data. The first was the 2015 Natori City Life Recovery Population Survey Data (N=1,695 out of 2331 households, return rate 72.7%). The second was the entire record of temporary housing residency in Natori City (N=3088 households). These datum were integrated (N=1206). After confounding adjustment by the propensity score analysis, survival analysis was conducted. The result showed that the effects of temporary housing types on temporary housing residency was non-significant when confounding factors were controlled.

<p>The massive destruction caused by typhoon Washi triggered a large scale resettlement program in the city of Cagayan de Oro, which was based on a top-down approach for decision-making and implementation. As a result there was a limited understanding of the beneficiaries' needs and the local conditions. After beneficiaries' were allocated into the new houses, they expressed willingness to compensate the shortcomings of the provided houses starting with the construction of modifications. The aim of this study is to examine the influence of the designs of the original houses in the way residents built modifications, considering their initial motivations, actual use of modifications, location, and the type of materials used for their construction in four selected villages in Calaanan site.</p><p></p>

<p>In this paper, we analyzed the influence that the crowd inflow in the terminal station transfer passage gave to stayed. This model is based on findings of a field survey at Nagoya Station and the past crowd accident investigations. The agent model that we developed is applied to the different cases for the validity check. Simulation is modeled on North Corridor at JR Nagoya Station, and we shows the results under the various settings. such as the in-flow co-efficiency and OD patterns. Under the realistic case setting, we analyzed the results on local crowd density on the corridor of Nagoya station.</p>

<p>The authors conducted interview survey to the member of disaster management headquarter and also conducted questionnaire survey to all town officials of the Minamisanriku town government at the time of the Great East Japan Earthquake and Tsunami in 2011, in order to evaluate the impact of business continuity of municipality government in alternative facility after the tsunami. Firstly, it is revealed that the facts and issues in the initial disaster response by them. Secondary, we suggested considerations in two perspectives, "delay in composing member of the disaster management headquarter" and "issues of layout of alternative facility and other disaster response bases", based on the results of the surveys.</p>

Monument construction was proposed as a new index on community recovery from the Hanshin-Awaji earthquake disaster. Three facilitating and two suppressing factors of monument construction were identified by using GIS and multiple regression analysis method. Three facilitating factors were that there was earthquake caused death, evacuation shelters and urban redeveloped. Two suppressing factors were that there was urban redevelopment where was earthquake caused death and temporary housing. The clue of community recovery can be obtained by paying attention to whether monument was constructed or not.

The City of Fukuoka suffered great damage from the heavy rains in July 29th 1999. Peculiarity of this disaster was that underground space was flooded and this caused death. Disaster prevention planing in underground space was not enough. In closed space as underground shopping street, human behavior during evacuation is confused. For safe and quick evacuation, it is important to make rational disaster prevention planing based on the prediction of human behaviors. In this research, human behaviors during evacuation in Teijin underground shopping street were simulated using Cellar Automata. Applicability of this method was discussed in this paper.

<p>In this study, we clarify the actual conditions and backgrounds of isolated deaths at temporary housing and recovery housing in disaster area, conducting statistical analyses based on death certificates. The results are as follows, 1) The ages of those who die alone are higher at recovery housing than temporary housing. At recovery housing, it also takes longer for discovery. The main reason for this is young people under age fifty with isolation risks such as remaining unemployed and single. 2) At temporary housing, family and neighbors mitigate the isolation risks, while their roles decline at recovery housing. 3) Location of recovery housing has little connection with isolation of disaster victims. One of the factors seems to be that the isolated condition has already been established before moving into recovery housing. Community-conscious safety nets should be in place especially in the early stage of restoring stable living.</p>

When a large earthquake happens in major city, a great number of post-earthquake fires would occur and expand in densely wooden buildings built up area. Furthermore, it is estimated that the number of fires would exceed the number of the pumper trucks in the suffered area. And the pumper trucks would face to difficulty of forward movement to firing area because of many street blockades by building collapse. Therefore, aerial firefighting by helicopters is needed. This study aims to clarify the relation between the firing properties in a burning area and the dropping water by helicopters. According to the numerical experiments based on the fire engineering methods, it becomes clear that there is a close relationship between marginal distance of the spread between two buildings and frequency of dropping water by helicopters. In addition, we clarified the requirements of urban area where is more effective to drop water by helicopters.

In the Japanese postwar era, flood control measures focused mainly on river improvements and dams. Meanwhile, urbanization gave birth to new flood risks, so comprehensive flood control measures that have storage facilities, osmosis plants, and soft measures began. This thesis aims to test the hypothesis that these new flood control measures have not only physical effects but also psychological effects to risk perception. By conducting a questionnaire survey, it became clear that recognition of flood control measures is important in the formation of flood risk perception.

We conducted a random sampled questionnaire survey of disaster victims of the Great Hanshin-Awaji (Kobe) Earthquake Disaster. We clarified victims’ situation and problems of sixteenth year in life recovery process. We set the "recovery follow-up phase" as the sixth stage in life recovery process. We analyzed changing of victims residence, victims awareness and life recovery feeling, life recovery process using life recovery calendar method and attaching the meaning to disaster experience. As a result, for victims of the fully damaged houses or independent business men,we found that they need follow-up recovery aides in more than ten years after earthquake.

In the Great East Japan Earthquake, Government-Rented-Privately-Owned-Houses-as-Temporary-Housing were provided in large scale. Several studies revealed they had merit of supply speed and cost, but there were various problems. Based on these studies, we conducted action research on the practices of introduction and implementation process concerning provision of temporary housing and the method of reconstructing the lives of victims in Kumamoto city in the Kumamoto Earthquake. These practices are grasped as "Kumamoto city model for provision of temporary housing " and "Japanese model for disaster case management". It is necessary for nationwide dissemination to amend the law that have continuity with general institutions, mainly social security, rather than specialized in disaster response.

<p>This paper utilizes data from Hyogo Ward in Kobe City to implement the person-in-environment model of vulnerability. 612 persons with physical disability were surveyed regarding their personal information, disability and level of care needed, degree of social isolation, housing condition and special needs for mobility/daily living. The results were quantified and scores from the 5 variables were combined to calculate the overall degree of gathered were combined to calculate the overall degree of special needs. From this a multi-hazard mapping of social vulnerability was conducted to visualize the geographic distribution of PSND's. As a result, we were able to identify persons with high degree of special needs in times of disaster.<b> </b></p>

<p>In this paper, the validity of the method to estimate damaged area using DMSP/OLS (Defense Meteorological Satellite Program/ Optical Linescan System night-time imagery developed by our research group (Hayashi et al, 2000). OLS mounted on the DMSP satellites captures city lights distribution reflecting extent of human activity. The area shows significant decrease of light intensity after the earthquake compared with before the event is estimated as impacted area in the DMSP method. We compared the actual damage with estimated damaged area of Marmara earthquake in Turkey(1999) and of Hanshin-Awaji earthquake(1995) based on the DMSP method. As a result, it is clarified the DMSP method can detect various kinds of damages rather than only severe housing damages.</p>

Recently, a lot of municipalities have consolidated all over the country. Accompanied with the consolidation, the firefighting headquarters have reorganized. In this study, the authors clarified the influences on first-aid service by the reorganization of the firefighting headquarters accompanied with the consolidation of municalities in Ibaraki Prefecture. And the estimation method of first-aid service demand and the calculation model of first-aid service level are proposed. In conclusion, the effects of some policies to solve the problems caused by the consolidation of municipalities are discussed.

The depression of expressway caused by natural disaster or unusual weather conditions sometimes triggers much confusion in supplies' inflow. Some papers pointed out that volcanic ash-fall by Mt. Fuji’s eruption would bring serious depression of expressway network. However, industries supported by an expressway do not always preprare for an unusual road condition with correct understanding of its influence. This study, then, focused on a snowfall weather and analyzed the influence on inflow to the Metropolitan Region by the expressway depression. Daily vegetable’s inflow made us work on a quantitative study. We could find how much vegetable could not arrive on time by an expressway depression caused by snowfall.

This study focuses on the scheduling in public real estate management (PREM) and proposes a method to optimize the scheduling using real option approach considering seismic risk. The seismic risk is represented by risk curves using Is value, which is a structural performance index. The risk curve is evaluated with a loss curve derived from a fragility curve, which represents the seismic vulnerability of a building, and a hazard curve, which represents the seismic risk at the site location. The damage due to earthquakes and its occurrence probability are modelled using the Monte Carlo simulation. Through the case study of a retrofitting problem of school facilities, it is confirmed that the proposed method can derive the optimal retrofit schedule with a reduced cost and risk of damage due to earthquakes.

Our objective is to clarify the state of such extra shelters management, that is, how victims were selected from primary shelters and how they were treated after evacuated in 2014 Hiroshima Mudslide Disaster. We contacted interview research against key persons of extra shelters in Asa-Minami ward and surrounding wards of seriously affected areas. This paper clarifies three essential strategy contents for improvement of extra shelters management in flood disaster, based on above case study. #1. To increase capacity of extra shelters and develop new type of elderly apartment with supportive services. #2. To collaborate various keypersons who are worked coordinators. #3.
