The purpose of this report is to clarify what caused the death or survival of the residents in wooden houses during the Great Hanshin-Awaji Earthquake Disaster, through the case study in Toshima, Hokudan based on the Structural damages of wooden houses and on the life-styles and reactions of the residents to sudden shaking. The results are summarized as follows: The causes of the inhabitants' survival or death were interpreted through a flow chart.The phases of occurrcnce of inhabitant's death were roughly divided into two categories; how the house was damaged and h ow their lives were threatened. The most important keywords related to survivals of inhabitants are repairs of old houscs, immediate rescues, and existence of materials to make effective spaces for escape such as fumiture.

In order to contribute to reconsideration appropriate policies on countermeasures against natural and man-made disasters in Japan in a period of population decrease, we investigated the actual state of disaster management in New Zealand which has really similar natural environment causing many kinds of hazards, though much lower density society than Japan. In the object country, the disaster management is operated with a framework of Civil Defence Emergency Management (CDEM) based on the "4Rs" approach and the "CIMS2". The CDEM system is applied to any hazards including infectious disease, major transport accident and terrorism. They lay relatively more emphasis on appropriate response actions rather than structural measures to mitigate hazards' damage.

In this paper, we discuss a communication system for disaster relief medical teams. Usually, Japanese medical teams are not equipped with communication systems specialized for disaster operations. They can only rely on common-use mobile and landline phones during disaster events. However, public lines are reported to be out of function in disaster areas during the past major disasters. We conducted experiments to evaluate communication means that can holdmedical communication links during disasters, using the new Japanese two-way communication radio system,“Digital Convenience Radio: DCR”. Our results suggested that DCR can support medical activity at sites ofdevastating disasters.

In Japan, it was found that 20-30% of people avoid purchasing agricultural products produced in Fukushima Prefecture in the wake of the Fukushima Daiichi nuclear disaster of March 2011. Conversely, many people state that they usually do not pay attention to where a product comes from while they are shopping. The reason this many people are still fearful of contaminated agricultural products from Fukushima Prefecture is that they are not familiar with the system for food inspection and its results. People are generally not knowledgeable about the process of monitoring agricultural products for radioactive substances, which involves testing all volume and all bags of rice in Fukushima Prefecture. It is the goal of public relations to make sure information about the inspection system and its results are properly publicized in order to reduce anxiety among the public over the safety of these agricultural products.

In November 2013, Typhoon Haiyan (Yolanda) gave devastated impacts on both housing and people’s lives in the middle part of Philippines. The purpose of this paper is first to understand characteristics of such disaster impacts and the geographical distributions, and second to analyze relationships between impacts and vulnerabilities at the municipality level in a quantitative way. Our major finding is that social vulnerability, in particular poverty plays an important role in determining both housing damage and population suffering. Houses in highly urbanized and deprived municipalities were more likely to be destroyed possibly due to concentrations of poor households on high risk areas. Also, elderly, less educated and poor people were more vulnerable.

Military-level mutual cooperation between Japan and U.S. in the field of disaster relief in Japan germinated since the Great Hanshin-Awaji Earthquake. After the earthquake, some of local authorities hosting U.S. Force Japan(USFJ) started to build a cooperation with USFJ for disaster relief. The Great East Japan Earthquake accelerated and expanded these relationships. At present, contribution of USFJ to disaster relief in Japan is incorporated with institution for JapanU.S. Defense Cooperation and local authorities not hosting USFJ also start to building a disaster relief cooperation with USFJ. Major challenges of the cooperation today are solving institutional ambiguity (e.g. conditions for disaster relief by USFJ) and expanding opportunities for cooperation between local authorities and USFJ such as joint expertise.

<p>This study aims to analyze and evaluate activities and roles of community leaders such as neighborhood community association following 2006 northern Kagoshima Prefecture flood disaster. As a case study, it is clarified that despite a claim that some of victims pursued responsibilities for flood damages through lawsuit, finally, most of them made a choice not compensation but administrative supports such as the Natural Disaster Victims Relief Law due to a coordinating role between victims and river administrators by community leaders. Based on their activities, we conclude that there are some communication rules between public administration and victims for smart recovery and partnership-based town and river development for the future.</p>

Recent damaging earthquakes have clearly revealed that retrofitting low earthquake-resistant structures is the key issue for earthquake disaster reduction. In this paper, a new system and policies for the promotion of retrofitting of weaker structures are proposed The main concept of the Retrofitting Promotion System (RPS) is that the government guarantees a portion of the building repair and reconstruction expenses if retrofitting is implemented by the owner following guidelines before the earthquake and in spite of this, the structure is damaged. The effect of applying the RPS to Istanbul in Turkey was investigated on the basis of the recovery activity data after the 1999 Kocaeli earthquake, Istanbul building stock data, and a hypothetical earthquake ground motion.

When the 2011 Great East Japan earthquake and tsunami occurred, Natori city was severely destroyed and human loss reached almost 900. The author conducted questionnaire survey on evacuation in the city and collected 324 cases. This study examined statistical data of human casualty and analyzed the questionnaire data to clarify affecting factors for evacuation. The findings are as follows. Considering day time population, fatality rate distribution vs age groups is estimated. As for travel means, automobiles share majority of 65% and traffic jam became severer due to delay. Evacuation in the 2010 Chile Tsunami affected the success of the 3.11 evacuation. Behaviors of going back home and moving from one evacuation place to the other are dangerous in flat plain topography.

In the hall of University of Tsukuba, it is often crowded of many people because of some problems, which are come from characteristic of the space. Crowded situation has various risk, some are close to us and others might lead fatal problem. The purpose of this paper is to analyze the relation between flow of crowd and characteristic of space based on a computer simulation developed. It is come out that most possibility space of crowding in the hall is just inside of the entrance.

<p>Schoolchildren should learn not only knowledge about earthquake prevention but also how to cope with an earthquake. However, there is no effective educational tools. Therefore, we developed the new version software for eartquake preparedness education in order to learn behavior during and after earthquakes by introducing the style of TV games. This paper outlines summary of the new software development and its evaluation by using methods which are used in the field of educational technology. The results are also explained.</p>

<p>A reconstruction process from an earthquake disaster in Turkey has aspecial characteristic point Especially, the most characteristic points are the system of support for reconstructing a person's destroyed building caued by an earthquake disaster. Also development of a new settlement area that is considered great importance to the ground condition. These have been invented by the law, system and organization for a disaster in Turkey. In addition, after the Marmara earthquake, there were some changes in the law, system and organization about a disaster. By this change, it has been expected a different correspondence to afuture disaster. It is the purpose of this paper to examine the future changes of the characteristic points for a disaster in Turkey by arranging a series of processes.</p>

<p>We examined the effectiveness of Service Management Framework in designing counter operations in disaster victim support through the hands-on support activity for Ojiya city's victim certification after Niigata-ken Chuetsu Earthquake, Oct. 23, 2004. The service package and the Service Delivery System for the counter operation of victim certificate issuance was designed and implemented on the basis of Service Management Framework. As a result of customer satisfaction survey on Ojiya city and Kawaguchi town, a neighbouring town also affected in the event, it was clarified that the counter operation of Ojiya city was evaluated higher in terms of simplicity of the procedure by the victims than that of Kawaguchi town.</p>

In order to propose an empirical method for estimating Japan Meteorological Agency instrumental seismic intensity from ground motion parameters, the strong motion records during recent major earthquakes, e.g., the 2000 Tottori-ken Seibu earthquake and the 2004 Niigata-ken Chuetsu earthquake, are compiled. Using the strong motion data including relatively large number of records with high intensity level, the relationships between instrumental seismic intensity and three ground motion parameters, i.e., peak ground acceleration (PGA), peak ground velocity (PGV) and the product of PGA and PGV, are examined. Results indicate that an empirical method for estimating the instrumental seismic intensity from the parameters would predict the seismic intensity with reasonable accuracy in high intensity range.

The correlation of the new J.M.A. instrumental seismic intensity with the former J.M.A・Seismic intensity and ground motion parameters is examined. The 215 strong-motion records with the intensity of 0 to 7 are used for the analysis. The instrumental seismic intensity computed from the records agrees well with the former seismic intensity determined from human response or observation of damage. The instrumental intensity shows slightly higher correlation with peak ground velocity than peak ground acceleration, and shows highest correlation with the parameters such as the product of the peak velocity and the peak acceleration.

This study reveal that why uneasy feelings to the Fukushima Prefecture products can not be mitigated in Hokkaido and Kinki. I thought that the cause for the difference in anxiety feelings for each region is in the local paper. As a result of the analysis, there is significant correlation between between the "The proportion of people who are avoiding the Fukushima products" and "The number of articles about evacuees from Fukushima Prefecture in the local paper." In addition, local paper in Hokkaido and Kinki have been reported to stand at the evacuees' eye level from Fukushima Prefecture. As a result, unintended consequences that does not decrease people to avoid Fukushima Prefecture products was born.

<p>In order to allocate a rescue team with suitable capability required for a site, it is important to relevantly assess the rescue difficulty of each site for efficient resource utilization in disaster response. In this study, we used the empirical data on rescue operations conducted at collapsed wooden building sites during the 2016 Kumamoto Earthquakes collected by<b> </b>National Police Agency, and analyzed on the relation between duration times of rescue operations and some factors such as building damage grades, scales of rescue sites, situations of victim entrapments, and so on. As a result, it was found that damage grades and space scales didn't affect much on duration times and the affecting factors of rescue difficulty were found to be the situations of entrapments; pressurization and configurations under the victims.</p>

The purpose of this study is to investigate causal effects of designated temporary housing policy on housing recovery. This study used two sets of population recovery data. The first was the 2015 Natori City Life Recovery Population Survey Data (N=1,695 out of 2331 households, return rate 72.7%). The second was the entire record of temporary housing residency in Natori City (N=3088 households). These datum were integrated (N=1206). After confounding adjustment by the propensity score analysis, survival analysis was conducted. The result showed that the effects of temporary housing types on temporary housing residency was non-significant when confounding factors were controlled.
