Two methods and a system for the measure against slope failure disaster using GIS are proposed in this paper. 1) Method of extracting cliff and potential area, suffered from slope failure, by DEM and Landuse data. 2) Method of extracting potential slope failure area by rainfall data, and a system of conveying this information to local residents. These methods can be applied to many places where these data are available. Moreover, dangerous cliffs and the areas are extracted at the same time even in wide city area. These methods will allow us to extract dangerous cliff and area without fieldwork, and this information will help local residents with proper actions. Minami ward, Yokohama city, was selected as a study area.

<p>We examined the effectiveness of Service Management Framework in designing counter operations in disaster victim support through the hands-on support activity for Ojiya city's victim certification after Niigata-ken Chuetsu Earthquake, Oct. 23, 2004. The service package and the Service Delivery System for the counter operation of victim certificate issuance was designed and implemented on the basis of Service Management Framework. As a result of customer satisfaction survey on Ojiya city and Kawaguchi town, a neighbouring town also affected in the event, it was clarified that the counter operation of Ojiya city was evaluated higher in terms of simplicity of the procedure by the victims than that of Kawaguchi town.</p>

本研究では、逆転の発想に基づき、加害側の災害の立場から、南海トラフ巨大地震や首都直下地震によって、過酷事象が発生し、未曽有の被害をもたらすにはどのように“人間社会を攻めればよいのか”を考究して、巨大災害が起こった時の現代社会の様々な弱点を見出し、その中で被害が極端に拡大する可能性のある「最悪の被災シナリオ」被害を軽減するためには、新たに縮災を定義し、減災だけでなく、災害による被害が発生することを前提にして、すみやかに回復するという新たな概念が必要であることを示した。そして、これを実現するには、防災省を創設し、国難災害が起こるという前提に立って、日常的に準備する必要があることを明らかにした。

Fukuoka west offshore earthquake occurred on March 20th, 2005. We built the GIS portal site using post-event consequence of the restoration and revival support GIS project of the Chuetsu Earthquake. This project also aims sharing information and grasping situation summary in Fukuoka city area affected by earthquake by cooperation of external resources. We could launch the GIS portal site of Fukuoka west offshore earthquake within two week after the shock. This project illustrated the way using GIS navigated by efforts of the Chuetsu Earthquake.
1 0 0 0 OA 19. 雲仙普賢岳噴火災害の対応策に関する研究
【1. はじめに】 1990年11月17日にはじまった198年ぶりの雲仙普賢岳の噴火は1991年6月3日の大火砕流で多数の死傷者を出すなどの災害へと拡大した。その後も土石流が発生し、民家が倒壊、流失するなどの被害が続き、大勢が避難し、災害は長期に及んでいる。現在、砂防事業、河川の改修事業などが進められているが、完成には時間がかかり、住民は雨が降るたびに土石流に対する避難を余儀なくされている。幸い、1994、1995年現在まで土石流による被害はないが、住民の防災意識の低下が心配される。 【2、研究の目的、方法】 普賢岳災害時は、これまでの災害では余り見受けられなかった「長期化」という問題を抱えている。この長期化する災害の中、本研究では戸別訪問によるアンケート調査をおこない、住民側から見た避難計画への意見を求め、土石流に対する避難を円滑にするために、避難に関する住民の意識、行政の現状を把握し、今後の避難計画に役立てソフト面の充実をはかる。また、島原市の災害情報収集のメディアとして利用されている防災行政無線(戸別受信機)、及びCATVを分析、評価し、今後の災害情報収集におけるCATVの有効的な活用の可能性について方向性を示しハード面の充実もはかるものである。 【3. 分析・評価】 アンケート調査によって、既成の避難計画に対する問題点が数多く上がるとともに、住民への浸透もかなり低いことが明らかになった。行政側は、情報公開や公聴会などを開くことによって、住民と共に防災計画を作り上げるという姿勢を示すことが大切であると思われる。また、CATVは有効的に活用できるメディアであることも明らかになった.今後は、行政が介入し、CATVの持つ特徴を生かし災害時だけでなく、災害前期、後期において積極的に利用することが望まれる。
