テレワークの推進に向け書面規制、押印、対面規制についての見直しが規制改革推進会議を中心として推進されている。しかしながら必要なのは書面への押印を廃止することではなく、押印が必要な書面による手続きのデジタル化である。書面への押印廃止のリスクとそのデジタル化に伴うリスクは別物であり、デジタル化に伴うリスク評価を行い、対策の検討が必要となる。すなわちオンラインでの「本人確認」や「授受データの真正性」、「取引事実の否認防止」などをどのような信頼レベルで担保すべきかデジタル化を行う手続き、業務のリスクに応じた検討が必要となる。それらの検討は「行政手続におけるオンラインによる本人確認の手法に関するガイドライン」が官民に関わらず参考になるためその概要を解説する。一方で、電子署名などの電子署名のトラストサービスの使いやすさと低コスト化がデジタル化の拡大に向け課題となると考えられるため、クラウド技術を用いたリモート署名などの対応策を解説した。さらにトラストサービスの利便性向上をめざすため、デジタル・ガバメント閣僚会議」に設置された「マイナンバー制度及び国と地方のデジタル基盤抜本改善ワーキンググループ」及び「データ戦略タスクフォース」からの報告が参考となる。 すなわち、マイナンバーカード証明書を利用し、ベースレジストリと紐づけた属性付きeID(個人用、法人用)のオンライン発行により利用者の利便性が向上すると考えられる。。また、それらオンライン発行されたeIDをリモート署名で利用することにより押印廃止後のトラストサービスの活用と利便性が向上しオンラインによる官民の手続等が拡大すると考えられる。

平成17年度から山本正治医学部長 (当時) の支援のもと, 日露学生交流を従来の直流から交流に変えるべく, 学生の訪ロ計画を再開した. 内山聖医学部長 (当時) のもとではレベルアップとchangeに取り組み, 高橋姿医学部長のもとでは最大規模の日露ワークショップを開催した. 活動の基本方針 (キーワード) は強い信念と最低限の費用. この方向性のもとで, 学生交流については部活の趣を前面にだし, 学生は学生目線でロシアを見つめてきた. 活動6年間の軌跡をまとめた.

As accuracy of industrial product was reduced by thermal deformation of a machine tool, a tool and a workpiece during cutting, there are several countermeasures for machining field. In the old days, we had developed and evaluated for a lathe with insensibility function for thermal and temperature change. The lathe has the structure of zero-center on three directions, the structure of self-compulsory cooling and the structure of thermal synchronism. Particularly the structure of thermal synchronism was developed for wet cutting. However the control method for the structure of thermal synchronism was yet to establish. Therefore the control using thermal synchronism at wet cutting in machine tool was developed and evaluated. The control system of fluid quantity on the structure of thermal synchronism using inverse analysis of neural network was developed for insensibility function of thermal and temperature change. Then thermal deformations of the developed lathe were measured and evaluated in the several experiments. It is concluded from the results that; (1) Thermal deformation of the bench lathe was very small in spite of no-forced cooling, (2) The control system of fluid quantity on the thermal synchronism using inverse analysis of neural network was effective for its working stability during wet cutting.

寄生虫感染症のマラリアでは、免疫応答で重要な役割を果たす樹状細胞(DC)の成熟阻害が起こり、宿主が免疫抑制状態に置かれることが知られている。しかし、その分子メカニズムはよく判っていない。本研究では、マラリア原虫感染赤血球が宿主の骨髄細胞に作用し、DCの分化に必須の転写因子IRF4/IRF8の発現を転写レベルで抑制してDCの分化異常を起こすことを、マウスマラリアモデルを用いた解析により明らかにした。

細胞分化には、各系譜に特異的な転写因子による適切な遺伝子発現が必須であり、その破綻が免疫不全やがんなどの疾患を引き起こしうる。転写因子IRF8は単球を含む血球細胞分化に必須であり、慢性骨髄性白血病の重要な制御因子と考えられている。本研究ではIRF8の機能解析を通じて血球細胞の分化機構を明らかにし、ひいては白血病の新規治療法の可能性を探ることを目標とした。IRF8の遺伝子導入等の複数のマクロファージ分化系で遺伝子発現を網羅的に解析した。その結果、共通に発現が誘導される転写因子を同定し、それらの遺伝子導入によりIRF8を介さないマクロファージ分化を達成した。

Alors quelle est la difference entre les deux? Dans quelle condition un evenement est appele fortuit? C'est notre premiere question. Et pouquoi nous avons idee de hasard plutot que nous ne l'avons pas? C'est la seconde question. Nous essayons de repondre a ces deux question, a l'aide de deux theories de hasard, celle de Cournot et celle de Bergson. Pour Cournot, un evenement est le resulat d'un hasard quand il est constitue par la rencontre de plusieurs series causales indepandantes. Cette definition est caracterisee par la realite objective de ces series. Ainsi Cournot se debarrasse de tous les elements subjectifs de l'idee de hasard. Mais c'est justement pour cela qu'il n'arrive pas a expliquer la formation de l'idee. Un evenement est appele fortuit quand nous cherchons saa raison et pourtant n'arrivons pas a la trouver. Selon Bergson Cette raison est d'abord supposee comme intention de la nature, puis perd ses contenus a. cause du developpement de la science. Ce processus meme est celui d'une formation de l'idee de hasard.
