Alpheus dolichodactylus Ortmann, 1890 burrows muddy tidal flats, recorded from inshore coastal areas in central to southwestern Japan. Because of abrupt loss of habitats caused by human activities, the conservation status of the species is ranked as NT in the Japanese Red List. For example, the syntype of the species consists of 15 specimens from the Tokyo Bay, but there have been no records of the species since the original description from the Tokyo Bay and adjacent areas. In this study, we report on the occurrence of three specimens of A. dolichodactylus from small muddy tidal flat at the river mouth of the Heguri River in the Tatetama Bay, southern part of the Boso Peninsula, located at the outer part of the Tokyo Bay, represent the rediscovery of the species from the Tokyo Bay and adjacent areas by 129 years since the collection of the syntype. We also provide a description of the habitats where our specimens were collected. Maintenance of muddy substrate at estuarine areas will contribute to recovery of local population of the species.

The varunid crab Cyclograpsus pumilio Hangai and Fukui, 2009 is mainly distributed in central-western Honshu, Shikoku and northern Kyushu in Japan. Three males and 9 females of C. pumilio were collected from the Boso Peninsula of Chiba Prefecture in eastern Honshu and the Satsuma Peninsula of Kagoshima Prefecture in southern Kyushu, Japan. In the both sites, C. pumilio were found under gravels deposited in the upper intertidal zone. This is the first record of C. pumilio from the both prefectures, representing its easternmost and southernmost records.

「先住民族の権利に関する国連宣言」は、世界の先住民族にとって共通に必要な権利を謳うとともに、個々の先住民族及び関係する国家の実情に応じた権利実現を認めている。2008年に国会及び政府はアイヌ民族を先住民族と認めたが、日本及びアイヌ民族の実情に応じた権利実現のあり方としては、憲法13条の「個人の尊重」を基本とし、個人としてのアイヌがアイヌとしてのアイデンティティの保持を積極的に選択できる社会の実現を目標とすべきである。

本研究は、環境法政策を他の政策・組織との融合システムととらえ直し、新たな環境法理論、環境組織法体系を提言しようとするものである。まず、循環型社会法制や原子力法制を、環境政策と産業政策の融合という観点からとらえなおすことを通じて、政策の転換を市民や産業界が受容するためには複数の法政策の融合が必要であることが明らかになった。次に、環境法政策を組織の融合という観点からとらえなおすことを通じて、環境保護の主体として、中央省庁、地方自治体、産業界、市民のパートナーシップが強調されており、現行法制も各主体の役割分担の考え方を基本としているが、これに対し、市民や地方自治体の役割をより重視し、これらを真の主体とする新たな環境法政策を構築すべきではないかと考えるにいたっている。さらに、あらゆる政策が環境保護に配慮しなければならないという考えを発展させると、ドイツにおける環境国家論に結びつく可能性があることが明らかになった。環境法政策を重視しすぎると市民の自由を過度に制約してしまう環境独裁の危険があるし、他方、現行の統治構造では将来世代の環境利益を十分に配慮できないという問題も指摘されている。これに対し、環境法政策への市民の参加の拡大によって、現在の市民の権利・自由を守ると共に、将来世代の利益への考慮も強めていこうとする考えが一部で主張されていることが注目される。

We restored the drawings of Nagasaki Yojosho from previous studies, old photographs, and excavated materials. In addition, by comparing with a western hospital manual and guideline, which are "HANDLEIDING TOT DE KENNIS DER BURGERLIJKEEN MILITAIRE BOUWKUNST" and "Notes on hospitals", we examined whether Nagasaki Yojosho was influenced by them. By restoring drawings, the situation at that time became clear, that is high probability that Pompe referenced when he planned Nagasaki yojosho. They don't all match, because he had created its plan in consideration of the given site.

公正な競争秩序や良好な自然環境、都市環境を確保するためには、行政機関や市町村だけでなく、市民が能動的な役割を果たすことが重要である。要するに、公私協働が求められるのである。しかし、公私峻別論に立脚する現行の実定法パラダイムは、この要請に充分に応えていない。本研究においては、行政法や民法を始めとする実定法において、どのようにして従来の考え方を克服して新しいパラダイムを構築すべきかの道筋を示した。
