The role of voluntary associations is a focus of current democratic theories including civil society argument, radical democracy, and deliberative democracy. Though it is certain that associations often perform democratic functions, they also disturb democracy by demanding narrow group interests, suppressing the opinions of group members, and lacking the interest in coordination and compromise. Whereas the associationalism developed in the United States depends on voluntary associations excessively; the one in the United Kingdom has been paying a close attention to the inadequacy of associational effects. The legacy of the pluralist theory of the state is especially important in this regard. Comparing two strands of associationalism, it is clear that something is necessary to strike an appropriate balance between the democratic and undemocratic functions of associations. The key to the problem is the new understanding of representative democracy. Contrary to the idea that associatiomalism will eventually replace the state-centered politics, a strong but flexible state which can accommodate and coordinate a variety of associations is required. Without taking such a state into consideration, associationalism would not be able to realize stabilized and impartial democratic politics.

1999年9月24日早朝, 九州西岸に上陸した台風18号は, 九州を縦断し周防灘から山口県に再上陸し西中国地方を通過した後, 日本海に抜けた.台風の経路上および経路の東側に位置した気象官署では最大瞬間風速40m/s以上の強風が吹き, 最大風速も九州中南部を中心に20m/s以上を観測した.九州や西中国地方では台風の通過と満潮が重なり, 有明海沿岸や周防灘では高潮により堤防が決壊し, 農作物に塩害が発生した.台風に伴う九州7県の農作物および農業用施設の被害総額は914億円, 被害面積20万haにも及んだ.また, 山口県の小野田市や宇部市の消防本部では最大瞬間風速が52.0m/s, 58.9m/sの強風を観測した.宇部港では最高潮位が560cmを観測し, 推算満潮位351cmを209cmも上回る著しい高潮であった.このため, 周防灘に面した山口県内の市町では高潮災害が相次いで発生し, 農林水産被害は高潮に伴う農耕地の冠水と塩害, 強風に伴う農作物の倒伏, ビニールハウスや畜舎の損壊, 林地の倒木など約100億円に及んだ.山口市秋穂二島でも堤防の決壊により収穫直前の水稲や移植直後の野菜苗に約100haにわたり塩害が発生し, 収量が皆無となった.

神戸市長田区と須磨区に立地する小規模な7つの都市公園を対象に, 阪神大震災による公園内に植栽された樹木の被災状況と延焼防止機能を調査した。菅原通公園, 御蔵通公園, 大国公園の植栽の被災率は, 38%, 10%, 58%であった。これらの公園における周辺の焼失地域は1~2方位で, 公園の周縁部に植栽されたクスノキなどの常緑性高木樹が火炎を遮断することで公園内部に植栽された樹木の被災率が低くなった。さらに, 公園内に設けられたオープンスペースの存在が相乗効果となり, 後背部への延焼防止「焼け止り」の現象が発揮されたと考えられた。植栽の被災率が比較的低かった公園では, 被害樹の樹勢が徐々に回復していることがわかった。

Meteorological disaster was caused by heavy rainfall during typhoon 9709 in northern part of Yamaguchi Prefecture and western part of Shimane Prefecture. At Fukuga area in Abu town, the amount of preciptation from July 26 to 28 was 922 mm, and amount of preciptation on July 27 was 606 mm. The farmland was flooded because of the flood of the Ohi and the Zoumeki rivers by increased water. A farm pond collapsed four places at Mutsumi village. At Aso and Era Farm ponds, rice plants were buried by earth and sand because of bank collapse. The loss of money in the agriculture of Yamaguchi Prefecture due to heavy rainfall with typhoon 9709 exceeded 6.6 billion yen.

The changes in spectral reflectance of plant leaves due to overlapping, leaf thickness, content of chlorophyll and content of water in leaf were investigated using spectrophotometer with integrating sphere. As experimental plants, we selected soybean (c.v. Fukuyutaka), sweet potato (c.v. Benikomachi) and mulberry (c.v. Tokiyutaka), which were main upland cultivar in Japan.1) Spectral reflectance of leaf surface in near infrared range increased in ASLW (accumulated of specific leaf weight, g/cm2). In visible range, even if ASLW increased, spectral reflectance of leaf surface not increased.2) In near infrared range, spectral reflectance of leaf surface linearly increased with increasing SLW (specific leaf weight, g/cm2) in the range of 0-0.05 g/cm2, which showed leaf thickness. For soybean leaves, the equation was "Reflectance in near infrared range (800-1100 nm, %)=2010× SLW+47.2", where correlation coefficient (r) was 0.905. The correlation coefficient value was 0.514 for sweet potato and 0.806 for mulberry respectively.3) Spectral reflectance of leaf surface from visible range to near infrared range increased with decreasing the leaf water content.

Typhoon 9918 (Bart) passed through the Kyushu and the western part of Chugoku districts on September 24,1999. The strong wind and storm surge disasters were caused by the typhoon 9918 in western part of Japan. During the typhoon passing, the peak gust speed recorded at Ushibuka weather station in Kumamoto Prefecture was 66.2 m/s, which was the maximum value in Kyushu district (exclusive of islands). The peak gust speed recorded at the Onoda fire station and the Hofu north base were 58.9 m/s and 61.2 m/s, respectively. The sea level recorded at Moji was 372 cm at 8 : 10,which was 140 cm higher than the calculated value (232 cm). The loss money by the strong wind and storm surge disasters in Yamaguchi Prefecture by the typhoon 9918 exceeded 41 billions yen.
