Intercomparison tests of dividers for lightning impulse measurement were carried out Japan participated by 12 laboratories. Two resistive dividers, one with 300 kV rating and the other with 1 MV rating, were circulated among the laboratories. The comparison test is one of the methods for checking the uncertainty of a high voltage measuring system, and is proposed in the course of the revision of an IEC standard to incorporate a new idea, that is, the traceability of the uncertainty in high voltage measuring systems. This paper reports on the determination of the scale factor, evaluation of the unit step response parameters and the comparison tests with lightning impulse voltages at about 100 kV. It is demonstrated that the participating 12 laboratories are all capable of realizing the idea in the revision of the IEC standard, that is, to establish traceability. On the other hand, a few problems to be solved in the testing procedures are found, to reduce the scatter in the measured parameters in these tests.

In this paper, we studied the resistance lattice circuits in two and three dimensions. The exact voltage distribu-tions on these circuit are obtained based on the Modified Bessel function. The combined resistance and asymptotic property of these circuits are formulated. Moreover another exact solution under the boundary condition of Kro-necker's delta is constructed.

Quadric analysis of frequency turn-over temperature characteristics vs. orientations of quartz crystal resonators in the vicinity of circular AT-cut plate was carried out in the temperature range from -196 to 250°C, and these characteristics were discussed in comparison with the experimental results.

Shinkansen trains are now being operated under the Automatic Train Control (ATC) system and are automatically decelerated and stopped at stations when necessary by the ATC system. The ATC system is based on the on-board signal transmitted from wayside equipment via track circuits. The ATC brake is activated when a train received a signal speed lower than the train speed and is released when the train speed becomes lower than the signal speed. Because the length of block section is determined by the ATC brake force in the worst case, the train normally decelerates so fast that it coasts a certain period up to the end of the block section as shown in Fig. 1.We studied the control method of on-board ATC system for Shinkansen train to shorten the operation time and reduce the adverse effects of changes in deceleration on ride comfort, while maintaining the safety and reliability of present ATC signal system. We propose an on-board pattern brake control system based on the present ATC data without changing wayside equipment. When compared with the simulated operation time under the present ATC brake control system, the operation time by this proposed method is 47.6 seconds less, after brake is applied until the train stops at the Hakata Terminal station, with series 500 Shinkansen train. This paper discusses the system and effects of the on-board pattern.

One of the most important design problem of the permanent magnet (PM) motor is the reverse rotation. The conditions for the reverse rotation with a square-wave drive are investigated experimentally. Relations between the applied voltage and the pulse rate fp at which the probability Pb of the reverse rotation takes a maximum are discussed. Effects of the initial rotor position δ and the delay-time td of the first pulse on the value of Pb are discussed. Calculations of reverse rotating performance are made with various conditions, and clarified the mechanism of the reverse rotation.

The high reliable timer is required in a synchronous measurement and in a distributed processing that uses the network computers. The precision of it is expressed with the stability of the frequency. The easiness of embedding, the low cost and down sizing are requested to the timer that is required in these various fields in addition to its precision. In this paper we propose a technique that realizes a high precision timer, which enables the synchronization in a many point with the low cost and with the small size. The proposed technique adopts a general PI control of VCO (Voltage Controlled Oscillator) based on GPS (Global Posi-tioning System). Also the controller of the timer that was developed is realized by software by using a DSP (Digital Signal Processor). The frequency stability that was obtained by the timer that was developed was 2.3×10-13

A tunable diode laser absorption spectrometry (TDLAS) system has been developed in order to apply it to an open atmospheric path which is often suffered from heavy scintillation. A quick scanning of the laser frequency and the digital signal processing architecture are employed to cope with it. The laser frequency is scanned over 4 ms around an absorption line of CH4 in 7μm band every 31ms.Received signal is treated with a DSP system to achieve the best SNR and also to separate the absorption signal from scintillation. Column density of CH4 is produced on every laser frequency scanning. The adjoint spectrum algorithm is employed to achieve the separating capability.

Interior permanent magnet synchronous motors (IPMSMs) are used for various applications and high efficiency control is required. Maximum torque per ampere (MTPA) control is a method to control IPMSMs with high efficiency. However, since the motor parameters vary with magnetic saturation, MTPA control cannot be easily realized. Here in, we propose a fully online and automatic MTPA control method. To find the MTPA point while driving the motor, it is necessary to predict the entire flux linkage surface. Therefore, the flux linkage surface is approximated by a plane from the sensor information at a specific current condition that considers the effect of magnetic cross-saturation. MTPA control is achieved using the estimated flux linkage plane and the gradient ascent method. The simulation results reveal that the torque maximized in two search periods, which was completed in 0.06 s. The proposed method is effective for a wide current range.

Trains require high deceleration and stable traveling performance. Improvement in adhesion characteristics is, thus, very important for electric trains. We have previously proposed an anti-slip/skid re-adhesion control system that is based on a disturbance observer and possesses a high adhesion force utilization ratio. In the present work, we focus on the deceleration mode. Generally, a train has an electric regenerative brake (electric brake) and an air brake (mechanical brake). Under wet railway track conditions, the regenerative brake may be suspended because of the air brake response. This paper proposes a regenerative brake priority control and an electro-pneumatic blended braking control based on an estimated adhesion coefficient. Furthermore, this paper evaluates and discusses regenerative brake priority control using numerical simulations.

Auto-transformer feeding system is standard equipment for power supply to high-speed trains and prevention of inductive interference with the telecommunication lines on the AC electrified Shinkansen lines in Japan.In the present AT feeding system in which the feeder side of the feeding transformer is not grounded, the insulation level on the feeder side at the substation is set twice as high as the vehicle voltage.For the purpose of economizing on the substation power system, the authors have developed new methods adopting a three-winding Scott-connected transformer to make the insulation level on the feeder side a half of the present value and additionally employing a series capacitor with a simplified structure to compensate for the voltage drop.This paper describes the structure and characteristics of the three-winding transformer, and insulation level reduction method using it.Specifically various features of the system are discussed through simulation of feeding performance by multi-circuit networks analysis and study of various phenomena under use of the series capacitor.Furthermore by confirmation tests executed in the Osaka area of the Tokaido Shinkansen line, the practical applicability of the system is proved.

It is highly important to clarify the basic characteristics of plasmas produced by laser focusing for investigating the possibility of laser-induced lightning. This paper reports the electron density, electron temperature and neutral particle density in laserinduced plasmas measured by Thomson and Rayleigh scattering techniques. The electron temperature increases to 2.5eV in maximum in 3 to 3.5μs after firing the laser, and then gradually decreases in several tens of microseconds. The Rayleigh scattering measurement has shown that the rarefied air region of lower neutral particle density takes a spherical shell profile in later stages after the laser firing. This has been also confirmed by the induced discharge paths through the circumference of a plasma after 500μs.
