本研究は、変容する若者の学校から仕事への移行実態を把握するため、調査開始時点で20歳の若者の18歳時点から24歳までの間の就学・就労等をめぐる状態変化と、その過程での諸経験・意識等を、同一対象者を継続的に追跡するパネル方式で調査したものである。このような調査では対象者からの毎回の回答率を維持し続けることが最も重要であるが、本研究では中間段階で予定を上回る回答率を達成できていたため、調査期間を5年間に延長する計画変更をおこない、最終年度を待たず次課題繰り上げ申請を行った。調査は次課題期間にわたって継続する予定である。収集されたデータの中間的分析はおこなっているが、本格的分析は今後の課題である。

戦後教育改革期に、新憲法精神の啓蒙的普及と公民館設置を通じて社会教育における「政治的教養」の習得が奨励された。本稿では社会教育法理念における「政治的教養」のもつ意義を明らかにし、国民の学習権思想の生成と主権者意識を育む政治学習の展開をあとづける。今日、社会教育施設で中立性の名目で「学習の自由・表現の自由」を規制する動きがある。公民館での俳句サークルの裁判の事例を通して、社会教育の中立性をめぐる法理と学習権保障の課題を考察する。

In this paper, I intend to clarify the historical process in which the profile of a new lifelong learning facilitator has been formed within the integrated system of lifelong learning in Italy since the l990s. Facilitators or trainers of lifelong learning were divided by various fields, but now they have come to be considered according to common functions and jobs. In this paper, their profiles are understood based on four groups, which were historically formed separately, namely: staff, operators, facilitators and trainers. The first group consists of staff working in the private or nonprofit sector in the field of adult education and socio-cultural activities. The second group consists of operators from public sector education and cultural facilities, and personnel involved in adult education administration. The third group consists of trainers of private sector vocational training entrepreneurs. The fourth group is personnel and trainers of public vocational training centers. There are people who have various other roles supporting the leaning process, not only lecturers but also such jobs as managers, tutors, programmers, and counselors. These roles and jobs as lifelong learning facilitators are being established with special occupational descriptions. This paper considers the role and function of such lifelong leaning facilitators from the viewpoint of the "competence of competencies," that is to say, their competence in developing learning competencies.

This paper intends to discuss some theoretical issues of Action Research as a methodology of educational research. Action research has been developed in the field of social investigation, especially in workplaces. In the 1970s, some argument was brought out on the cognitive problems in social science and on the way of understanding of the world, not only as the objective existence but as emergent and interactional forms constructed with others. Also, Participatory Research has been created through adult educational practices in developing countries, and research networks have been constructed by International Council of Adult Education. Theoretically, this movement was first influenced by the philosophy of Paulo Freire. Considering these historical backgrounds, our discussion will focus on some controversial issues of AR and PR; a) problems of practical or reflective knowledge derived from the process of research; b) relationships between researchers and participants; and c) attributions as a way of inquiry. Finally, we examine some problems of validity of AR or PR.

This paper intends to examine the process of realization of the General Plan for integrated lifelong learning in the Region of Tuscany. The plan is influenced by the idea of the Strategy of European Commission for development of human resources. It is said that the Tuscany's Regional Law is one of the model of integration and innovation of education policy in Italy, because all the fields of education and training for infants, youth and adults are treated together in this Law. It is remarkable that the system and procedure of "community governance" is introduced to the process of the realization of the Plan, so that the three subjects of Region, prefectures and cities agree and work together to promote the projects on the basis of participation of social partners. In a decade from 1990's, the situation of the promoting system for adult education has gradually changed not only at the Regional level but also at the local level. Especially it is noted that the experimental process of introduction of study circle from northern Europe into the Region has provoked discussion about new profile of staff like tutors and new methodology of self-education. It seems that the traditional adult education system and associationism are also influenced by these innovations. In this paper I focused on the significance of the development of adult education network supported by different agencies and the policy of supply- demand model inspired by the Region's Plan.
