In Korea, with the rapid spread of the Internet, "cyber violence" has been a social problem such as the spread of a falsehood, revealing of a real name and personal information on the Net. The suicide of a famous actress in October 2008 caused by cyber violence led the Korean government to propose "a cyber contempt charge" that imposed a severe punishment of a slander on the Internet. In this paper, based on the investigation of socio-cultural background of cyber violence in Korea and the trend of law development by the Korean government, the author examines the propriety of the cyber contempt charge. Furthermore, on the basis of consideration of the recent court cases of libel on the Internet in Japan, the author proposes a recommendation of the method for protecting the freedom of speech on the Net from the viewpoint of "information ethics".

インターネットに代表される情報通信技術の発達は、国民の表現の自由をめぐる状況に劇的な変化をもたらしたが、その反面、重大な社会問題を惹起している。特に近年、インターネット上での悪質な犯罪行為や違法行為が顕在化しており、その原因としてインターネットの匿名性が挙げられる。その為に政府は、「インターネット実名制」の導入を検討し始めているが、拙速な実名制の導入はインターネットの更なる発展を阻害するだけでなく、「自由で開かれた公開討論の場」としてのインターネットの機能を奪いかねない。日本国憲法第21条で保障された表現の自由の制度趣旨の一つとして、いわゆる「思想の自由市場」が論じられるが、仮にインターネットが、思想の自由市場ないし公開市場であるとするならば、インターネット上での言論に匿名性が担保されていることは、表現の自由の保障に大きく寄与することになる。

A lot of vicious acts under the cover of the Great East Japan Earthquake are reported. For example, they are vicious email and chain mail, wild rumors without grounds or false rumors. About a nuclear power generation accident and radioactive contamination, various false rumors and wild rumors have flowed on internet, and it was argued a deletion request and dispatch regulation of wild rumors without grounds or false rumors. In this paper, through analysis of a legal side of the false rumor and chain mail related to the Great East Japan Earthquake I consider possibility of laws and regulations for wild rumors on Internet.

合衆国では、1994年7月に発生した女児強姦殺人事件を受けて、同年10月に性犯罪者情報公開法(いわゆるミーガン法)が州法として制定され、1996年には同法は連邦法となっている。我が国においては、性犯罪者対策に関して、これといった特別な施策は行われてこなかったが、2004年11月(奈良市)、2005年11月(広島市)に発生した女児誘拐殺害事件を受けて、性犯罪者対策を考えることが急務となっている。2005年6月から、警察庁と法務省が諸外国の「性犯罪者情報登録法」を参考にして、「子ども対象・暴力的性犯罪」を犯して刑務所に収容されている者についての出所情報を共有することによって、危険な性犯罪者に対応する再犯防止対策を打ち出しているが、我が国においても、性犯罪者情報の登録制度から公開制度に移行するかどうかということを検討することは重要な課題である。

日本の薬学教育は6年制になって、特にアメリカと似たものであると認識していたが、筆者は米国の薬学部に異動し、アメリカにおける薬学教育に直接携わるようになってから、日米間での薬学教育の違いを目の当たりにする日々が続いている。そこで本コラムでは、アメリカ薬学部にて教鞭をとる立場から、アメリカの薬学教育、日本での薬学教育との違い、またそれぞれの特色について筆者が感じ取ったことをシリーズで紹介する。前回はアメリカの薬学部生がコロナ禍で活躍する様子を伝えた。今回はアメリカにおける学生の薬学部志望理由や学生生活、またアルバイトとして学生に人気の薬局テクニシャン(調剤助手)について紹介する。

It is very effective to enhance the robustness of control over the faults occurred in power system in order to realize stable and reliable power supply. The sliding mode control based on the Variable Structure System (VSS) theory is paid attentions as one of the promising robust control scheme. In the sliding mode control, the structure of the control system is changed across the hyper plane (switching plane) in state space so that the state variables of the system are kept on the hyper plane.This paper proposes a novel control method of generator's excitation system in which the concept of sliding mode control is employed. More specifically, the proposed method switches the reference voltage used in AVR according to the sign of switching function. This paper also discusses the systematic design procedure of the optimal hyper plane. Performance and effectiveness of the proposed control method are investigated through both numerical studies and experimental tests using the single-machine infinite-bus system simulator. Both results show that the proposed control method can damp the transient swing caused by a fault effectively.

インターネットにおけるトラヒック特性は,インターネットの利用形態などの影響を強くうける.従来,インターネットにおけるトラヒックはwebベースのHTTPによるトラヒックが主流と考えられていた.そして,その前提のもとでネットワークの設計,運用がおこなわれてきた.本稿では,先ず,インターネットのトラヒック測定から,ファイル共有ソフト間のトラヒックが主流を占めていることを示し,HTTPとの比較においてトラヒック特性を分析した.次に,ネットワークの運用・設計に関わるいくつかのトラヒック特性を分析した.ここでは,統計多重化の効果が期待できること,自己相似性の度合いは高くないことを示した.最後に,トラヒックの1日周期の変化について分析し考察した.

本研究は分散コンピューティングシステムにおいてMapReduceによる大規模データ処理を実行した際にシステム全体に生じるワークロードをネットワークの観点から分析した結果を報告する.12台の計算機で構成されるHadoopクラスタを利用し,Masterサーバおよび各々のSlaveサーバで取得したMapReduce Jobのログ,およびSlaveサーバ間の通信をキャプチャしたデータを収集した.はじめにMapReduceジョブを構成する各々のタスクとネットワークに生じ得る負荷の関係をケーススタディによって明らかにする.つぎに,MapReduceに与えるパラメタによって,ノード間のデータ転送に用いられるTCPフローのサイズ,持続時間,レートの分布が変わることを示す.最後にMapReduceジョブによるネットワーク負荷を計測する際に注意すべき点について論じる.

From growing interests in the environment issues, promotion of photovoltaic power generation (PV) is accelerated in the world. Meanwhile, rapid chargers (RCs) for popularized electric vehicles are being installed in urban areas. These two trends in distribution system might cause severer voltage fluctuation problems. On the other hand, a RC can provide the reactive power support, which is capable of voltage regulation. Based on this viewpoint, this paper proposes a new framework of voltage regulation, in which the reactive power compensation by RCs is actively utilized. The proposed voltage regulation method combines two different control functions with consideration for over-compensation avoidance. This paper ascertains the validity of proposed voltage regulation method through numerical simulations.

近年,ワーム,ウィルス,DDoS等が引き起こす異常トラヒックが,ネットワークに深刻な被害をもたらすことが問題となっている.DDoSの踏み台にされたホストや,ワームやウィルスに感染したホストは,個々のフローサイズは小さいものの短時間に大量のフローを生成するという特徴がある.そのため,短時間に大量のフローを生成するホスト(フローHog)を早急に特定し,ネットワークから切り離すといった対処をとることが重要となる.本稿では,フローサンプリングによって得られた情報からフローHogを高精度に特定する方式を提案する.

本研究は,YouTubeやニコニコ動画等に代表される大規模な映像共有サービスのワークロード分析を試みる.はじめに映像共有サービス発のトラヒックフローを検出するためのシンプルで効果的な方法を提案する.鍵となるアイディアは大規模なサーバー・ファームにおける命名則やアドレス割り当てにおける慣習を利用することにある.次に検出したフローを分析し,映像共有サービスのワークロード分析を行う.分析の結果,映像共有サービスにおけるフローサイズ分布に特有な性質を明らかにする.また,この性質は映像共有サービスにおける有料会員に対する差別化サービスの存在に起因することを示す.さらに,この性質が持たらす意味について考察を行う.
