At the present time circumstances around universities change on a large scale and students are in more severe situations than before. Therefore the problems which students have are complex and more difficult to solve. One professor or one counselor for one truant is beyond his capacity. Plural and trained staffs from various fields must grapple with one truant’s problems. This paper points out truant’s reasons as follows maladjustment to small group, inexperience to laboratory work, uncooperative attitude for professor’s experimentation, etc. Moreover, this paper introduces prevention and treatments for truants through concrete examples.

Elementary textbooks on quantum chemistry published for the last dozen years in Japan were surveyed. In the most of the textbooks, Heitler-London theory or simple linear atomic combination-molecular orbital theory is still used to explain the nature of the chemical bond of a hydrogen molecule, which theories were criticized in 1960s. Physical meanings on several problems that many students may have questions were not described in these books. Some of the problems were answered in this paper. Desirable textbooks on quantum chemistry which fit with times were proposed.

数年前から,高校生,中学生の理科離れが深刻な問題となっている。理科教育振興と自然の不思議さや科学のおもしろさを知ってもらうために,ダイヤモンド合成研究会を開催した。関東近県から100人を超す生徒たちが参加した。ダイヤモンド合成装置は理科室にある試験管やゴム栓などで組み立てることができ,価格も数千円である。原料はアルコールを使った。参加者は協力しながら装置の組み立てを行った。参加した彼等のアンケートから実験授業や体験実験,感動や発見の喜びがある授業などを求めていることがわかった。 「鉄は熱いうちに打て」である。感受性の豊かな子供のころに,カルチャーショックを受けるような体験をしてもらいたいものだと希望している。

大学生の留年問題を取り扱った報告は非常に少ないので,この問題について一石を投ずるために,東京理科大学理工学部機械工学科の事例について筆者の私見を述べる。留年生の数は教師の教育水準と学生の到達度の評価次第である。筆者担当の機械設計(製図)の科目につき「えんま帳」を紹介しながら筆者の教育哲学を披露する。

Embedded software’ s scale is getting larger and larger these days. In this situation, it is difficult to grow young software developers’ design skill with OJT (on-the-job-training) because there are less opportunities to make software from scratch. We have participated in ET Robocon (ET software design robot contest) for six years as a chance that young developers gain software development experiences from scratch. Many young developers attended this contest in our company and they grew not only their design and modeling skills but also motivations with this contest. This paper describes our activities toward the contest and the educational effects of this activities.

Questionnaire to ask “mention three names of scientists you know” and “three names of engineers you know” was conducted and the answers from 140 adults were analyzed. The results indicated that the image of scientists is represented by Nobel laureates and that of engineers by great inventors like Thomas Edison and industry founders like Soichiro Honda. In order to reveal the image of engineers among young generation, questionnaire was conducted for pupils in middle and high schools. Answers from 1,230 pupils were analyzed and 226 names mentioned as engineers were classified. White votes reached 60%. Engineers who are neither big inventors nor company founders collected less than 1% of named votes. Engineers are astonishingly invisible from young generation. Countermeasures are proposed.

Essence of engineering education is acquirement of professional knowledge and skills for engineering. From viewpoints of time and motivation for the knowledge and skill acquirement, the education in Japanese colleges of technology is discussed in comparison with university's engineering education. The double tracking system of engineering education is available no matter how many students may go on to a university from a college of technology. Cultivating ability to put the knowledge to practical use is important in the engineering education of the colleges of technology.

Shiga University established the first faculty of data science in Japan in 2017 with the enrollment of 100 students each year. These students obtained their Bachelor′s degrees in March of this year. In 2019 it established the first graduate school of data science and the graduate students obtained the Master′s degree. We discuss educational goals of the undergraduate and the graduate programs and achievements of these programs.

Macroscopic statistical as well as microscopic sample analysis of Japanese Kosen (college of technology) graduates’ profession found that they are likely to be engineering professors one to three times as much as regular university’ s engineering school graduates. This fact could be accounted for by the higher rate of graduate school enrollment of the former compared to the latter. It then infers that Kosen education somehow cultivates, in their students, affinity to graduate study which mostly consists of scientific research in Japanese graduate schools. Possible reasons for this are enumerated and discussed, in terms of Kosen educational model that is quite unique in Japanese educational system.

In this paper, we describe our activities on student competitions conducted by connecting multiple universities online. By combining online lectures, tutorials, and various types of groupwork, undergraduate student participants from 11 universities worked together to propose their original ideas in a short period of time. The results were evaluated by faculty members from 16 universities and institutes based on objective criteria. Mixing the students and instructors of various backgrounds promoted open communication and formation of human network among them. Quantitative analysis of various indices elucidated the educational effect of the competition.

Recently, the industrial accidents rate of young unskilled workers is increasing in our country. Therefore, in national institute of technology which produces young engineers, an effective safety and health education for these workers is also desired strongly. Action to collect near-miss incident information is important position in such education. However, the near-miss reporting is not functioning effectively at the majority of national institute of technology because of negative consciousness and lack of understandings about this activity. In this research, we proposed the teaching method about the near-miss reporting using minority influence in order to solve these issues and carried out this method for three years from 2015 at our school. In this paper, we showed that injury accidents and tool breakages decrease as student near-miss reports increase, and safety culture maturity level in the mechanical workshop rises.

Unlike its European model, the Japanese Diploma Supplement focuses not on improving fair recognition of qualifications but on making explicit the learning outcomes actually acquired by students through completion of their degree programs. This paper argues that this difference is due to the fact that the Japanese Higher Education Quality Assurance System is not equipped with a Higher Education Qualifications Framework. Because Japanese universities are unable to define their expected learning outcomes based on an agreed framework of higher education learning outcomes, they are obliged to convince stakeholders of the value of the degrees they confer by demonstrating the learning outcomes actually achieved by each of their graduates. This paper argues the urgent need of the higher education community to engage in collaborative discussion on higher education learning outcomes which will lead to the construction of a Japanese Higher Education Qualifications Framework.

A framework for quality assurance of engineering education is proposed including an objective method for assessing learning outcomes. The framework is based on the three policies for the quality assurance of higher education in Japan, and follows the criteria of JABEE. The proposed framework consists of, (1) quality assurance by the JABEE accreditation, (2) information on the educational system of the program, (3) information on the measuring methods of each student’ s score and achievement level of the leaning outcomes, and (4) showcase-portfolio depicting the evidence for the achievement level of the leaning outcomes.

In the third phase of certified evaluation, universities are required to set up three policies (diploma policy, curriculum policy, admission policy) and to function the internal quality assurance system starting from these three policies. Furthermore, soon it will become necessary for the universities to establish Management of Teaching and Learning for improving the quality of education and to assure the quality of education by assessing the learning outcomes. However, it is significant that academics and staff have a common understanding of the goal of improving the quality of education, not overly emphasizing visualization of learning outcomes.

In this report for Case Study, we introduce the educational activities for research ethics conducted as part of the promotion of responsible conduct of research at Tohoku University. In particular, we describe in detail the Career Stage-Based Learning Reference Standards and the Research Integrity Advisor System as distinctive systems and initiatives.

In Japan, the government is promoting reform for connection between high school education and higher education. This is not merely an admission reform but approaches a fundamental shift in university education from admission to graduation. Quality assurance of university education based on student learning outcomes is advanced in other countries. In the same way, connection reform between high school education and higher education is a reform that brings student learning outcomes through university education and enhances accountability.
