This paper shows how relationships in network affect information diffusion and what kind of bridge devotes to rewire network. There are patterns of bridge which can be found in tweets of Twitter or posts of Facebook over communities. This study depends on serveral social network analysis and previous studies of Granovetter, Milgram and Burt. Research objectives are international students of China and Korea studying in Japan, and this research implies to figure out how bridge can help communicate between different cliques.

This article discusses an idea of Objective Knowledge thatparticularly caught the attention of a field of Information studiesback to 1980's. Objective Knowledge, proposed by a philosopher ofscience K. R. Popper, shows similar tendency of the theory ofIn-formation Space that does not assume the basis of recognition. Thisarticle does not only bring up the relevance to other theoriespropounded by K. R. Popper such as Falsifia-bility and Open Society,but also discusses the solution which subtends Popper'sFalsi-fiability to skirt the issue of existing view which has beencriticized in the context of Objective Knowledge and Falsifiability.

Since the late 1990s, in order to adapt to the information society, e-government policy initiatives have been deployed around the world. However, the concrete contents of the initiatives are different in each country. The reason is thought to be mentioned that the e-government policy initiatives have been affected by the existing institutions and policies in each country. It seems that, among countries with different systems, new policies that are thought to have same purposes would differ in its contents. In this study, therefore, it analyzes the relationship between existing institutions and e-government policy initiatives. Specifically, it considers the relationship between freedom of information system and e-government policy initiatives in the United Kingdom. Based on the consideration, it reveals the characteristics of e-government policy in the UK.

構造主義とシステム論という二つの立場は協調しうるだろうか。本発表では斎藤環によるラカン理論とべイトソンの学習理論を「顔」を介して架橋するオートポイエーシス・モデルを検討しながら、その問題点をドゥルーズ=ガタリの「顔貌性」の議論によって照射し、そこから横断的オートポイエーシスの可能性を模索する。

行政と市民の連携が叫ばれている昨今、その両者が日ごろから情報を共有し、自治体経営に関して同じ問題意識を持つ必要性が高まっている。それゆえに、行政と市民を繋ぐ広報広聴制度の重要性が増している。本研究では、特に行政の広聴制度に着目し、この制度を参加者流動型と参加者固定型の二つに分類して、その現状について報告する。そして、今回は横浜市の実列を紹介しながら、広聴制度とICT の関係や今後の課題について考察する。

We set up the following theoretical hypothesis that has never been studied so far; the altruistic transmitting information on the internet improves loneliness and quality of life (QOL). It was investigated and analyzed statistically based on questionnaire surveys of university students in the information sciences, and the hypothesis was analyzed by the structural equation model. The results appeared to verify our hypothesis. Therefore, the good influence of the altruistic transmitting information was suggested as the positive side of communication through the Internet.

Ministry of Health, Labour and Welfare discusses informatization of prescription. That is called e-prescription. But it's not enough to discuss its framework considering that Japanese separation of medical practice and drug dispensing is progressed with particular context and some significant problems. This paper shows the problem's points with preceding studies, the framework of e-prescription refering to MHLW's discussion and its impact to solve the problems.

This paper studies a dynamic disequilibrium model that integrates the New IS-LM model and the Iwai model. This model is consisted of 4 equations. Adjusted Dynamic IS Curve, Disequilibrium Inflation AS Curve, Disequilibrium Phillips Curve and the Talyor Rule. This model is an expanded edition of the New ISLM model by using the concept of normal demand-supply ratio and fundamental equations of Product and Labor markets. This model suggests that prices are given by rational expectation and noises. We expand this dynamic disequilibrium model to Hybrid model.

We set up the following theoretical hypothesis that has never been studied so far; the altruistic transmitting information (ATI) in internet environment improves social skill, real human relations, and quality of life (QOL). It was investigated and analyzed statistically based on questionnaire surveys of university students in the information sciences, and the hypothesis was analyzed by the structural equation model. The results appeared to verify our hypothesis, and it was suggested that ATI in internet have one's place as a bridge with altruistic behavior in the real world.

The Ukrainian presidential election campaign unfolded from December 2009 through February 2010. As a result the people of Ukraine chose the path of a major change in policy, towards pro-Russian alignment and away from the hitherto pro-Western alignment. Former President Yushchenko, a flag-bearer for the pro-Western alignment policies, received 6% of the total number of votes and was 5th amongst all of the candidates. Because no candidate received a majority of votes, a run-off election was held between the top two candidates. Both run-off candidates where flag-bearers for pro-Russian alignment, and in the end Yanukovych was inaugurated as president. Why was the sitting president defeated so soundly? It might be suggested that suspicions over the case of Yushchenko's attempted assassination by dioxin 5 years earlier could be a background for the Ukrainian people's dramatic change of direction.

ケーブルテレビは、1980年代から地域情報化を促進するメディアとして期待されてきた。現在ケーブルテレビ事業者は通信など高度なサービスも行えるネットワークを有しており、多彩なサービスを行うことを期待されているが、産業は未成熟であり個々の事業者の力も現段階では弱いのが実状である。一方、1990年代前半まで、変革的な環境の変化はなくケーブルテレビと競合する他の業界はなかったが、過去数年間の規制緩和、技術革新、グローバル化の結果、ケーブルテレビを取り巻く環境が変化し、ケーブルテレビ事業者、通信事業者及びデジタル衛星放送事業者の間での競争が出現しつつある。筆者は、ケーブルテレビがマルチメディア社会の実現に貢献すると期待するもののひとりであるが、この論文においては、以上のようなケーブルテレビ事業者の現状と、通信事業者およびデジタル衛星放送事業者の問の競争の背景と状況を分析的に把握した上で、今後のケーブルテレビ事業の運営に関して三つの課題を導いた。第一はマーケッティングにおける4Pの要素の改善、第二は技術力の向上、第三に地域の情報提供能力の維持開発である。特に、地域社会における地域情報化の重要性とケーブルテレビのもつメディアの特性を考えると、第三の点が最も重要であるとの結論を得た。

In daily communication of construction site, all participants should share the goal of communication. The disagreement of the recognition of the goal of communication will be called the stagnation of communication. Based on the assumption that the goal of communication is information sharing, daily communication of construction site will be analyzed from the viewpoint of the stagnation of communication. Since the subjective messages of a participant cause the stagnation of communication, it makes the analysis of communication difficult. To resolve this, the stagnation of communication is extracted by using a sociological tool of analysis called the ethnomethodology, which attracts attention in recent years. In this paper, our method is verified and evaluated through the interview with the engineers of construction sites.

オンラインゲーム中毒によって、中国、韓国や日本などで不登校や自殺などの事故が多発している。その問題を解決するために、今までの研究はほとんど利用者側の啓発教育に注目してきた。しかし、オンラインゲームの運営側としての役割と責任も重大だと考えられる。本研究では、企業の社会的責任(CSR)の視点から、事例を取り上げ、その実施の現状を分析し、更にその方向性を考察する。

This paper reviews establishment and institutional design of the independent regulator, National Communications Commission (NCC), in communications industry in Taiwan. It also proposes suggestions for prospective improvement in the institutional system of NCC. Although NCC is designed as a council system to ensure its independence, it is still unclear about its legal position as an independent agency due to the special political .system in Taiwan. As a result, how to enhance independence to avoid interference from political forces is extremely important. Moreover, in order to promote industrial development, relations among NCC and other administrative organs should be clarified.

This paper presents the overview of today's studies about public cultural facilities from the standpoint of the "citizen autonomy" and the impact of such a standpoint on today's town planning. Recently community formation through cultural activities is attracting people's attention. Going back to the history of community making through 'culture', we can see the origin of these attempts in cultural administration in 1970s. Cultural administration in 1970s had an attitude of "citizen autonomy", which tried to reorganize the whole community including its economy, social issues, and politics by means of civic culture.

"Joho (情報)" this word is used widely in Japan, Korea, China, these east Asian countries. This paper shows the birth of "Joho" and the spread its concepts to the Korean peninsula.
