In this study we would like to focus on Korean KUMDO which has represented a significant rise in the international KENDO world since 1990.The purpose of this study is to indicate the direction of the international expansion of Japanese KENDO through the following two points of view, while clarifying the conflict and the course between Japanese KENDO and Korean KUMDO. One point is an approach toward cultural universalism, which means that Japanese KENDO should be transmitted to the world and root in other countries as itself, and the other is an approach to cultural relativism, which means that not only Japanese KENDO but also other KENDO from other countries should be admitted with mutual approval of cultural properties. This discussion consists of the following3 parts:1. Conflict between Korean KUMDO and Japanese KENDO2. Trend in the international KENDO world3. Challenges for the international expansion of Japanese KENDOOn the basis of the course and the conflict between Korean KUMDO and Japanese KENDO, KENDO takes the position of cultural universalism, on the other hand KUMDO has the position of cultural relativism and it tries to find a way to internationalize KUMDO for their competition.For the international expansion of KENDO, it is inevitable to construct the Modern KENDO by reconstructing Japanese KENDO with reviewing the tradition of KENDO thoughts and its principle, objectify and verbalization of KENDO skills and referees, while taking consideration of the different cultures, not just a KENDO spread abroad by ambiguous domestic recognition.

The topic of equality and fairness in sports rules can be debated from a variety of perspectives. Accordingly, this research seeks to analyze the various theories regarding separate events for men and women discussed by sports philosophers and sports ethicists and proposes the use of a handicapping method. Based on the analysis of theories, it can be concluded that separate events for men and women is currently accepted by sports philosophers and sports ethicists. If a system that could provide both equality of opportunity and equality of results in sports were created, competitors who put in the greatest effort or who were lucky would likely win. The method of achieving this is handicapping or sports standardization. Paul Weiss, a sports philosopher, explains the effects as follows: “Handicaps are imposed so that even if weight, sex, or experience are different, a better competitor can compete equally against a weaker competitor. This imposes a restriction on the better competitor so that he/she is at the same level as others while allowing better conditions or a higher score for the weaker competitor, providing an opportunity to beat a superior athlete on equal terms.” Weiss indicates that the intention of sports standardization is not to encourage participation in sports by more people by making it possible for anyone to win, but rather to provide opportunities for each individual to learn what they can achieve by overcoming limitations such as weight, sex, and experience. Handicapped sports recognize differences in birth, sex, background, competitive ability, values, and so on without eliminating the reasons for the individual differences and create a place for competition. When individuals recognize one another, society as a whole become stronger. The elimination of gender from sports that use handicaps has particular significance in disseminating the strengthening of society itself from the world of sports.

オリンピック競技大会を招致する上で、国際オリンピック委員会(IOC)から求められる諸条件と評価される点について最近の動向を明らかにした。さらに、日本における過去のオリンピックの招致活動をその後の状況を含めて検証し、問題点と評価される点を明らかにした。将来のオリンピック競技大会を招致、開催するにあたり、重視すべき観点は、環境・人権・教育の3 点に集約された。

本研究ではRTP選手ではなくドーピング検査対象になっていない学生/選手(非RTPA)を対象にドーピング問題を検討した。結果として、検査方法などに抜け道があればドーピングに手を染める選手の現状は防止教育の難しさを物語っていた。問題解決に厳罰主義か、緩和主義かがある中、日本の「世間」という個人と社会の媒介を利用した、教育的スポーツを連帯責任システムによって堅持する方法論は検討に値する。伝統や美徳を大切にする共同体主義的傾向が強い日本社会では、教育的スポーツをベースにして、正しいスポーツ教育、スポーツのインティグリティ教育、ドーピング防止教育を推進することが必要と考えられる。

The purpose of this paper is to examine prior arguments about the necessity of prohibiting doping. Up until now, arguments about this issue have unfolded in many ways. This time, prior arguments were examined and an attempt was made to clarify the construction of this issue and the remaining problems. Papers analyzed were limited to those written from an ethical standpoint without the presumption that doping is wrong.In the course of examining prior arguments based on prohibiting of doping, four main standpoints can be listed as follows.1. A position that seeks reconsideration of the propriety of prohibiting doping from the viewpoint of “paternalism” or “free will”.2. A position that seeks reconsideration about the necessity of prohibiting doping from the viewpoint of the concept of “fair” or “justice”.3. A position that considers the necessity of prohibiting doping from the viewpoint of natural demand from parts of the human body.4. A position that encourages reconsideration of prohibiting doping from a modern viewpoint of the body in connection.In conclusion, these standpoints can be classified into two categories. One is the problem of “the essence of sports” and the other is “the bio-ethical problem” such as that of the right of body possession or free will. These two issues along with the new arrival of genetic enhancement or gene doping, are ones of significant concern remaining to be answered in the realm of sports and ethics.

The purpose of this paper is to reconsider ethically the Gender Verification Regulation, then to propose an ethically rational means. The points of reconsideration are (1) the irrationality of sex differentiation in competitive sports, (2) the possibility of defamation of character and an invasion of privacy, (3) necessity for informed consent, and (4) the athletes' right to equal respect and concern.Proposals here are as follows:1) The host international sport organizations require every single athlete who will entry to participate in women's event, to hand in her national medical certification issued by each national sport organization.2) Some winning athletes or athletes by random sampling in women's event take only the first test of sex chromosome, which can exclude an impersonator or a transsexual athlete, in order to give proof of the acuracy of their national certification issued.3) A close examination should not be executed just because sex chromosome abnormality can not select by oneself, even though a few suspect athletes were identified,

The purpose of this study is to show that the sport world should choose the common good based on the dispute between liberalist and communitarian.Though the word liberalism is ambiguous, we define liberalism as the thought based on unencumbered selves (M. J. Sandel), which includes utilitarianism, deontological liberalism, or revisionist's liberalism. Needless to say, liberalism depends on civic virtues.Liberal democracy in this century destroys the civic virtues, so that liberalism reaches the extreme relativism which denies the past and present values and goodness and affirms the unlimited selfishness, especially economic one.In favor of communitarians' criticism, we agree with Sandel's contention of situated selves rather than ‘unencumbered selves’ and propose that we should make an effort to recover the common good in our society.Turning to the sport world, we have gradually swept away its original ethics such as sportsmanship, fair play and the mind of social relationship in England in 19th century. And now the sport world also accepts the tendency of the unlimited self-interest, especially economic one.The ethics of ordinary world has nothing to do with that of the sport world, but the latter bases on the former. In conclusion, we must note that the sport world should maintain the traditional common good because the ordinary world also needs to reinstate us in the common good.

In servo systems, it is known empirically that stability margin at the error channel influences the characteristics of the response against reference command. This paper, therefore, presents a method of designing servo system, which has a certain specified stability margin at the output of servo compensator or the error channel.The relation between the stability margin at the input of plant and the one at the output of servo compensator is derived, where the state feedback law for the augmented system of plant and servo compensator is determined using the solution of a generalized Riccati equation. The stability margin at the output of servo compensator can be specified by means of this relation and an adjusting parameter for the state feedback gain, and design guidance is proposed for improving the behavior of the response for command input. It is also shown that the servo system possessing integrity at the error channel or robust stability against saturation of integrator can be designed using the conventional Riccati equation for the augmented system.

The particle size distribution and the specific surface area were measured on the comminution products of high carbon ferrochrome ground in rod-and ball-mill for 0.5 to 8 hr.It was found that the Gaudin-Schuhmann equation (Eq.1) can be applied for the particle size dis-tribution in their over-micron range. On the other hand, the Charles equation (Eq. 2) on the energysize reduction relationship did not cover the whole range of comminution carried out and the size modulus, k, and the inverse of specific surface area, 1/S, were found to converge to their limiting values. On the other hand, the Harris equation (Eqs. 5 and 6) based on a modified logistic function fit well the energy-size reduction relationships. The limiting value of the size modulus k and the specific surface area S, were estimated as 22 to 26μ and 2 to 5×104 cm2/cm3, respectively.The specific surface area estimated on the basis of size distribution did not coincide with that measuredby the air permeability method. At longer grinding times, the measured values become larger than the estimated ones. This difference was supposed to be due to possible flocculation or welding during comminution which also increases with grinding time.

Usually, analysis of a conventional symmetrical 3-phase feed-back control system can be done using a single-phase conventional transfer function. However, analysis of 3-phase system having rotating coordinate transformations is difficult by the conventional transfer function. Because, the conventional transfer function cannot deal with the control system having the rotating coordinate transformation inserted in the feed-back loop. Therefore, in this paper, the authors propose a novel extended transfer function with the rotating coordinate transformations and analyze the system having a rotating coordinate transformations.
