In France, there exist organizations called "Commission Locale d'Information" (CLI) in all the siting areas where nuclear facilities located. Previously, the CLI organizations were established voluntarily by some local governments or nuclear utilities. Since 2006, however, the Nuclear Transparency and Safety Act has obliged the establishment of CLI in all the siting areas in conjunction with reforming the nuclear regulatory agencies. This means that the concerned local governments are officially part of nuclear safety regulation. In this study, we investigated present conditions of the CLI organizations through some interviews in France and consider their roles from the standpoint of nuclear regulatory governance. As a result, we found that the CLI plays the following roles: (1) medium of communication among concerned parties (not only between nuclear utilities and local habitants but also between the national nuclear regulatory agency and various local governments) and (2) implementing various activities in accordance with each local condition through the participation of local assembly members. In addition, we clarified that CLI's activities are supported by related institutional infrastructures, such as cost burden between central and local governments, and some other systems of citizen participation in building or expanding nuclear facilities.<br>

In this paper the subjective theory is addressed. According to this theory, probability is interpreted as coherent degree of belief of a particular individual. This interpretation is achieved through following the two-step replacements: (1) Degree of belief is interpreted as fair betting quotient; (2) Fair betting quotient is interpreted as probability. The first replacement is based on the claim that in a bet (decision-making in an uncertain situation) a bettor's degree of belief whether an event will occur can be measured by a real number which she gives through her judgement on the fairness of the bet. The second replacement is based on the fact that when a bettor makes bets on events, in order to be guaranteed not to lose whatever happens (in order to be coherent) she should assign her betting quotients in accordance with the probability axioms, and vice versa. It is the so-called Dutch Book Theorem that guarantees this fact mathematically. The purpose of this paper is to clarify and confirm the contents of the subjective theory in terms of betting systems along the following approach (Ramsey (1931), de Finetti (1937), Howson Urbach (1993), Gillies (2000), etc.).

建設中の国際宇宙ステーションから2014年ごろの火星有人飛行において,長期無重力暴露に起因する循環や骨筋肉系の退化,カルシウム喪失が大きな問題になる.現在の対策ではなお十分でなく,人工重力のみがこれらを網羅できる対策であると,19世紀から考えられているものの,地上での実験と有効性の検証が遅れている.人工重力研究の国際的WGは1990年頃始まったが,我々は将来の重要性を見越して当初から独自の小型短腕遠心機を開発して研究を続けていた.無重力暴露のの地上模擬実験である6度ヘッドダウン臥床を4日間行い,世界で研究者が抑えきれなかったヘマトクリット値の上昇を,毎日+2Gz-60分の遠心負荷をかけて,初めて抑えることが出来た.遠心負荷の有効性を改めて示し,宇宙で試されるべき人工重力の一つの有力なパラメータを提供した.

Gouty arthritis is a metabolic disorder associated with hyperuricemia. Despite the development of novel pharmacotherapies, some hyperuricemia patients are drug refractory and develop gout. A 74-year-old man with frequent gouty attacks and chronic renal failure presented with asymmetrical polyarthritis affecting multiple joints. The diagnosis of gout was confirmed based on the presence of monosodium urate crystals in the patient's right wrist. The administration of systemic corticosteroids relieved the joint inflammation and pain; however, the urate level increased to 28 mg/dL and the gout attacks recurred. Combined allopurinol, febuxostat, and benzbromarone therapy reduced the urate level to <6 mg/dL, and the attacks gradually declined. This is the first report of two xanthine oxidase inhibitors being used to treat refractory gout.

In current Japanese culture, the rise of one particular subculture has been especially conspicuous in recent years. The "hobby-world" (called otaku in Japanese) has been a powerful social force which has transformed Akihabara, the electronics discount district fo Tokyo. It has been the birth of a new community: "community through hobby/interest." The influence of this subculture is reflected in the novels of Haruki Murakami.

イギリスはガイダンスやキャリア教育の先進国である。その源流と系譜を探り、現状と課題を明らかにすることにより、導入されて間もないわが国キャリア教育の拡充についての知見を得たいとの願いから検証を重ねた。その結果、イギリスは、職業体験教育に力を入れるとともに日本の公教育制度を参考にしてナショナル・カリキュラムを設定し、達成度を検証するための全国統一テストを導入したことが教育改革の端緒となったと確信した。特に、職業教育の強化を目指して全国職業資格制度(NVQ)を導入し、キャリア教育を教科として義務化したことが大きい。学内ではキャリア教育を、学外ではガイダンスを通じて若年者支援を目的とするコネクションズ・サービスを行なうことが、キャリア教育・ガイダンスの一つの終着点になったと判断している。コネクションズ・サービスに至る道に焦点を当てれば、1973年の教育(職業体験)法や雇用・訓練法を土台とし、保守党のサッチャー、メジャー、それに続く労働党のブレア政権が連続性をもって教育改革を推進してきた成果ともいえる。その上で、EU共通の教育政策や資格制度を積極的に取り入れるイギリスの若年者雇用施策は、真のグローバル化に直面しているわが国教育機関にとって参考となる。一方で、2014年に向けて歳出を810億ポンド(約11兆円)減らす財政再建を推進するなかで、教育関連費用をどこまで削減していくか、これから注視していく必要がある。

ウイルキンソンマイクロ波異方性探査衛星(Wilkinson Microwave Anisotropy Probe)-通称WMAP-は,ビッグバンの残光「宇宙マイクロ波背景幅射」を史上最高の精度で観測する天文衛星だ.2001年6月30日の打ち上げ,2003年2月11日の初年度の観測成果発表に続き,去る2006年3月16日,3年間のデータから得られた成果を発表した.今回の発表のハイライトは,宇宙マイクロ波背景幅射の微小な偏光の直接測定である.そこから何が得られるのか,またこれから何が期待されるのか,本稿で簡単に紹介する.

The amount of pollen particles intruded into dwellings were determined in laboratory and fields by optical microscope counting and quantitative determination of the cedar allergen. Collections were made by gravitational settlement for number counting and 8 stage-type Andersen samplers for allergen determination to obtain the concentration and the particle size distribution. 4 levels of ventilation rate were used to characterize the intrusion rate caused by the infiltration. Settlement in indoor space is small in quantity and the concentration of airborne particles, especially of small size, were higher. A comparison of the actual measurements and the theoretical prediction of the gravitational settlement which had been developed by us were made to prove valid.
