2009年東京都議会議員選挙では,民主党が大幅に議席を増やす一方で,自民・公明の与党は過半数の議席を獲得できなかった.そして,多くのメディアが,この選挙結果を“歴史的”と評した.しかし,都議選では,過去にも社会党や日本新党などが大きな勝利を収めた経験がある.そこで本稿では,選挙区レベルのデータ分析を通じて,2009年選挙における民主党勝利の構造を再検討した.その結果,定数の大きな選挙区における得票率に,過去とは異なる特徴が見いだされた.また別の分析では,過去から現在に至るまで,定数の大きな選挙区では所謂「M+ 1 ルール」が適用できないことも明らかにした. When the Democratic Party of Japan (DPJ) won 54 seats in the 2009 Tokyo metropolitan assembly election and became the first party in the Tokyo metropolitan assembly, the previous ruling coalition of the Liberal Democratic Party (LDP) and the Clean Government Party (CGP) lost the majority. The major media said that these electoral results are "historic," but a few parties (e.g., Japan Socialist Party in 1989, Japan New Party in 1993) already had huge electoral wins in recent elections.In this study, analyzing district level data, we reviewed the structure of DPJ's vote share in the 2009 election. The result, comparing recent elections, demonstrated that the features of the DPJ's electoral win are in the large magnitude. Additional analysis reveals that the "M+1 rule" is difficult to apply to the large magnitude.

近代京都の都市形成に果たした土地区画整理事業の意義について地域論的な観点から考察した。この事業は,1920年代の人口急増と都市発展に対して,市街地を取り囲む形で計画・実施され,スプロール的拡大を防ぎ,整然とした街区からなる郊外地域を創出していった。都市計画事業として実施されたが,高燥地の北部では組合による居住環境整備の下,良好な住宅地が形成され,今日に継承されている。他方,南西部では市街地化の進行,地権者の多さから組合結成には至らず,多くの地区が市代執行で実施された。区画整備の進行とともに地価上昇をみ,工場のほか商店,住宅などの立地する混在地域へと変容していった。事業の実施においては,当該地区の自然環境や交通整備など地域的条件,地区住民(組合員)の取り組む姿勢が大きく影響した。平安京以来の歴史の継承性(格子状街区割など)を強く意識しかつ近代的思想も取り入れ作成された「敷地割報告書」が事業計画の基盤をなした。

本稿は3つの部分よりなる。1節では、調査のあらましについて述べる。2節では、コンサルタ ントより伺った人類学的な情報を示す。3節では短いウイルタ語のテキストを1つ示す。短期間で の調査であり、拙い報告となってしまったが、他にない情報が少しでも得られていれば幸いである。 誤謬等の御指摘を乞う。 The northern dialect of Uilta is spoken on northern Sakhalin. This paper consists of three parts:§1.a brief report on the fieldwork;§2.ethnological information by elicitation;§3.a small text. The topics of ethnological information are about reindeer breeding, fishing, stockfish and so on. The text is told by E.A.Bibikova (born in Daagi, 1940). The content of the text is a memory of her childhood.

本研究は、明治期の銅版画による商家営業案内等の目録を整備し、これを主資料として、商家の活動形態、建築形態を把握し、情報伝達手段としての銅版画の特質を明らかにするものである。東北・四国の一部、沖縄を除く資料約100点の収集と目録作成、分析の結果、これらは①刊行時期が明治10~30年代の20年間ほどに限られる、②作成目的や表現方法が類似する、③全国各地域を対象とする刊行物がある、等の特色があり、明治期商家の実態を全国的な視野で把握できる学術資料として価値があることが明らかになった。 This study aims to clarify the actual conditions of merchants and their houses in the Meiji era by analyzing the merchants guide books illustrated with copper plate engravings. And at the same time, this study aims to clarify the characteristics of the copper plate engravings as the means of communication. By analyzing about 100 books all over Japan, it became clear. 1. They were published only in the Meiji 20s and the 30s all over Japan. 2. The purpose and the expression method of each documents are similar each other, and it is possible to institute comparison between them to grasp the actual conditions of the merchants and their houses. As conclusion, these documents are valuable as the academic resource to analyze the actual conditions of the merchants and their houses in the Meiji era.
