This article discusses the quality assurance of online education from the perspective of educational
technology, particularly instructional design (ID). ID is applicable to different levels of quality
management with a combination of both national and international educational frameworks and
guidelines. Kumamoto University’s Graduate School of Instructional Systems, which offers a fully
online graduate program, acts as a concrete example of the utilization of ID from all of macro, meso,
and micro levels in terms of its quality assurance. Katsuaki Suzuki’s layer model for e-learning quality
assurance, Robert Gagné’s nine events of instruction, and a researcher-developed list of checkpoints
for video learning materials are introduced as micro-level quality assurance tools for online education.
Regardless of how education is delivered, face-to-face or online, all macro, meso, and micro level
perspectives on quality assurance with ID are critical for real quality control.
