In Germany it is often said that cultural policy is the third pillar of foreign policy. That means culture, together with security and trade, constitutes an essential part of international relations. This concept was formulated during the Cold War period, mainly by Dieter Sattler, director of the Cultural Department of the Foreign Office (1959–66), and Willy Brandt, foreign minister of the Kiesinger administration (1966–69).<br>When the Federal Republic was founded, its government was reluctant of pursuing international cultural policy on its own. It was in the latter half of the 1950s that foreign policymakers, in the face of cultural offensive by the Eastern Bloc, thought they need a systematic cultural policy. Some cultural attachés, such as Sattler in Rome and Bruno E. Werner in Washington D.C., insisted that cultural policy must indeed be placed at the core of West German diplomacy.<br>Sattler regarded cultural policy as a tool of managing transnational relations in the contemporary world of interdependence. As a head of the Cultural Department in Bonn, he insisted that culture is the "third stage" of foreign policy, and strived to establish the organizational, financial, and conceptual bases of foreign cultural policy.<br>The thesis "culture is the third pillar of foreign policy" was formulated by Brandt, who headed the Foreign Office under the grand coalition. When the Cold War was locked in a stalemate, he thought that cultural policy was a suitable means to maintain the unity of German nation without legally admitting the existence of two German states. Though his plan of "all-German foreign cultural policy" was not realized, Brandt repeatedly stated in public that culture is one of the main pillars of foreign policy. The popular foreign minister regarded cultural policy as essential for making Germany a peacepursuing nation.<br>Sattler's "third-stage" argument and Brandt's "third-pillar" argument both see culture as an important field of international relations. The two theses differ, however, in time scope and worldview. While the "third-stage" argument is based on rather liberal vision focusing on interdependence and long-time, structural transformation of the nation-state system, the "thirdpillar" argument is more realistic, stressing the integrity and prosperity of the nation.<br>While the "third-pillar" argument became a cliché, German foreign policymakers could neither establish a firm principle nor execute consistent policy in the field of culture. Rather, foreign cultural policy got increasingly negative attention from politicians and the media, who thought that tax was not used in a proper form. The "third-pillar" argument could actually have created complications, since it did not clarify the content of "culture" while placing cultural policy as a priority.

We did the usability testing by elderly people to evaluated the usability of smartphones. Experimental results showed the important points to realize development of user-friendly smartphones for elderly people.

The first purpose of this paper is the development of recycled PVC sheets which is applied as floorcoverings, and second purpose is development of fiber reinforced plastic sheets which containing fiber of the waste carpet-tiles. In this research, we deal with three kinds of waste PVC floorcoverings (Homogenias-tail, PVC flooring sheets, and carpet-tile) as the recycling raw materials. Tension tests and dimensional stability (bathed in hot air at 80℃, 6hrs.) tests on recycled PVC sheets specimen were performed. As a result, the influence of proportioning and fiber mixing rate on the quality of the recycled PVC sheets was clarified.

As a result of decentralization, the role which local municipalities fill in Japanese administration has become still more important. In this research, the relationship between the perceived fairness of decision-making by municipalities and people's attitudes to the region was examined. According to conventional studies on procedural justice, it has been confirmed that people use group authority as a cue to the fairness of decision-making and their attachments to the group are strengthened according to that perceived fairness. We conducted a questionnaire survey of residents in Sapporo and confirmed that city personnel tend to become a psychological factor in the perceived fairness of municipal administration. In addition, we confirmed that people in a low-income bracket tend to strengthen their attachments to their region through perceived fairness and to hold optimistic prospects concerning their livelihood.

デフレの深刻化とともに、職を失う人が急速に増えている。総務省によれば、2001年7月に完全失業率(季節調整値)が5%を超え、10月には5,4%と過去最悪の水準を更新した。さらに、グローバル化による産業の空洞化、不良債権処理の本格化と過剰債務を抱えた企業の破綻、情報技術(IT)不況など、変化の荒波が雇用の基盤を突き崩し、人員整理の波は幅広い業種に及んでいる。本格的な高失業時代の到来を前に、日本中が雇用不安に怯えている。13;政府は雇用情勢の悪化に対応するため、(1)規制改革を柱とする雇用創出(受け皿整備)、(2)求人と求職者の条件のずれから生じる雇用のミスマッチの解消、(3)セーフティーネット(安全網)の整備等からなる「総合雇用対策」決めた。しかし、内容的に即効性はあまり期待できず、企業や労働団体の一部からは、ワークシェアリング(仕事の分かち合い)で当面をしのぐことが具体的に議論されはじめている。13;ところで、雇用状況の悪化は、地方部ではさらに深刻な状況となっている。山陰地方でも建設関連や縫製業を中心に大型倒産が相次ぎ、しかも、受け皿として期待されていたIT産業もアメリカのIT不況の影響からその機能を果たし得なくなっている。2001年10月の島根県の有効求人倍率はO,68と過去最低を記録し、今後、小泉政権の構造改革が進めば、地方の「痛み」はさらに拡大し、地域経済の底割れや地域社会の崩壊すら現実のものとなりかねない。13;そこで本稿では、このような状況の下で急速に悪化を続けている島根県の雇用状況を概観するとともに、小泉構造改革の推進が、今後の島根の雇用状況にいかなる影響を与えようとしているのかについて検討する。

人々のより深いニュース理解を支援するシステム作成のために,事象間の因果関係をネットワーク構造を用いて表現する手法を提案する.我々はこれまで,原因事象を始点ノード,結果事象を終点ノードとしたエッジラベル付き有向グラフとして因果関係ネットワークを表す TEC モデルを提案してきた.本稿では,日本語文法の SVO 構造に着目し,ノードの保持するキーワードのうち因果関係を含む文節から得られるキーワード (事象キーワード) について改良し,因果関係を含む文節から得る主語 (Subject),動詞 (Verb),目的語 (Object) の 3 属性を事象キーワードとする手法を提案する.因果関係ネットワークを構築するために類似した事象を表すノード対をマージするが,ノード間の事象キーワードを属性ごとに抽象概念レベルで比較することで,類似した事象のノード対を発見する.また,記事タイトルに含まれる語を利用してトピックの類似する記事集合間だけでマージ計算を行い,計算量を減らす手法を提案する.また,実際の記事から因果関係を抽出してマージを行い,トピックの類似する記事間集合だけでマージ計算を行っても精度や再現率が低下しないことを確かめた.In this paper, we propose a novel Topic-Event Causal relation model (TEC model) and describe a method to construct a Causal Network in a TEC model to support understanding of news. In the TEC model, causal relations are represented by an edge-labeled directed graph. A source vertex represents the cause of an event, and a destination vertex represents the result of that event. In the model, each vertex includes two types of keywords: topic keywords, which describe topics, and event keywords, which describe events. Using the SVO structure of Japanese, we compose event keywords as three words(Subject, Verb, Object). If each concept of event keywords is equal between two vertcies, we merge the verticies, which represent the similar event. In the merging calculation, Using topic keyword decrease computational complexity. A preliminary experiment of vertices merging to assess the validity of the proposed method demonstrated its usefulness.

There is the man who enjoys it more than 40 minutes while watching fish inside a big water tank of an aquarium, like a man in the song that is "The fool on the hill" written by Lennon & McCartney. The song said, "Day after day, alone on a hill, the man with the foolish grin is keeping perfectly still..." Of course the man in the aquarium is not a fool. So why is not he tired from it? The reason is because the big water tank shows his subconscious image to himself, like a mirror of magic. An aquarium resembles an abstract animation film. It resembles pleasure of playing with toys. For example it is maybe the same as playing with toy blocks. I wished to make such animation films since I was a student. There is the application named Flash. As a trial of abstraction expression in new Epoch, I examined early abstract animation films for significance of abstract animation films of the present day. Then I made a sample data of the Toy-Animation by ActionScript included in Flash. I showed the process that made the Toy-Animation in the following.
