The Act on the Partial Revision of National Referendum Act was enacted at the 186th ordinary session of the Diet, and was enforced on June 20, 2014. By this revision, the minimum age of voting in the referendum regarding constitutional amendment is prescribed at twenty for next four years, and the age will be at eighteen four years later. But the minimum age of voting in public elections, the age of majority in the Civil Code, and the age of application for Juvenile Act are remained at twenty, lowering promptly these ages to eighteen is recognized as an important problem at the point of view of legal uniformity. At the final stage of the 187th extraordinary session of the Diet, the Bill for the Act on the Partial Revision of the Public Offices Election Act (to lower the minimum age of voting) was submitted, but was scrapped due to dissolution of the House of Representatives. Additionally, the problems as to the regulation to organizational campaign by the public officials, expansion of the referendum subjects, methodology of political education and the others are also emerging in relation to NRA system. These remaining problems should be solved legislatively on the wide consensus of political parties, according to the initiative requirement of Article 96 of the Japanese Constitution. It is considered definitely that to solve legislative problems as to NRA on the wide consensus is politically important requirement to lead to the success to the initiative for the amendment to Japanese Constitution by the Diet in future.

Wonhyo has been a well-known fi gure in East Asia since the ancient kingdom of Silla; however, with the restrictions placed on Buddhism in favour of Confucian worshipduring the Korean Li Dynasty, Wonhyo's prestige diminished. The reappraisal of Wonhyo began in the 20th century. At the time, rather than Buddhist doctrine and beliefs, Wonhyo was associated with the existence of the Japanese imperialism and national independence during which time reliefs of Wonhyo were carved. After 1930, however, the awareness of the Korean Buddhists' associating Wonhyo with Buddhism, and Wonhyo appeared as symbol of Korean Buddhism. This essay addresses the equation of the "Wonhyo = Tsūbukkyō = the establishment of the tenets of Korean Buddhism". Trends in world Buddhism emphasise and aim for uniformity and integration. The process of development for each form of East Asian Buddhism is that is came from India to China and then to Korea. Composite Buddhism transcends the various sects of Buddhism, and is said to have perfected Korean Buddhism. With the logic that Korean Buddhism represents the fi nal point in the development of world Buddhism, the superiority of Korean Buddhism was emphasized. Controversies such as this were extremely popular in Japanese Buddhism during the Meiji period, the "Buddhist Uniformity Theory" being an infl uential example. Inoue Enryō and Murakami Senshō's "Buddhist Uniformity Theory"and Inoue seikyō, who organised the lectures on the tsūbukkyō, and their relationshipwith Takada Dōken will be re-examined. The basic logic emphasising the modern "rebirthof Wonhyo" refl ects the reception and interaction with trends in Japanese Buddhistthought. I shall be exploring the historical contexts within their relation to JapaneseBuddhism as well as the origins of the term tsūbukkyō, or universal Buddhism and thedistinct characteristics regulated in tsūbukkyō, that comprise Wonhyo Buddhism.

本稿の目的は、米国の中規模州立大学の事例を通して、評価と改善計画の断絶が生じるメカニズムと、組織におけるその意味を考察することである。一般に、評価と改善計画は合理的で整合的であることが望ましいと考えられているが、それが常に組織のパフォーマンスを高めるとは限らない。本稿では、一見すると評価と改善計画が断絶されているものの、背後にある構成員間の相互作用に注目すると、断絶が組織のパフォーマンスを必ずしも低くするとはいえないことを示した。主な結論は、以下の通りである。第1に、IR室等から提供されるデータは、全てが評価において活用されないものの、評価に参加する構成員の相互作用を促すために活用される。第2に、評価や改善計画は一定程度儀礼的に取り組まれ、組織にとって重要な課題と切り離される。第3に、組織にとって重要な課題を、構成員間の相互作用を通じて内面化することで、儀礼的な評価や改善計画が組織の統合に有効に作用する可能性がある。This paper aims to report on a case study of a state university inthe U.S., describing how institutional evaluations and strategicplanning presumably work dissonantly but make sense of eventsamong people who participated in the evaluation process. From theviewpoint of the positivist paradigms, data analysis, institutionalself-study, and future projection must be connected logically underrational explanations. However, emphasis on the rationality andconsistency between evaluation and planning does not necessarilybring about institutional effectiveness. This paper re-examines theprocess of evaluation and planning as a socially constructed narrativethat has a positive impact on organizational integration.The main findings are as follows. First, all data and evidenceprovided by the office of institutional research are not examinedthoroughly but questioned partially to facilitate interactions amongmembers of the evaluation committee for collective understanding ofthe issues. Second, the process of appraisal and projections aredecoupled from central issues in the institution and accomplishedsymbolically. Third, focusing on interaction to develop diverseinterpretations of fact and data has a significant effect onorganizational integration.

本研究の目的は,学校司書の職務内容が文部省の見解ないしは文部科学省会議報告においてどのように変化してきたかを明らかにし,考察することにある。時期は1997年より2015年までを扱う。学校司書は,2014年6月の学校図書館法改正ではじめて法律に明記されることになったが,現実には1950年代においても法律に記載のある司書教諭より多数存在し,学校図書館活動を担う職員として実践を蓄積していた。さらに1997年の学校図書館法改正による2003年4月の司書教諭の全国的な発令までは,学校司書が実質的に学校図書館の活動を支えていた。こうした背景の中で,文部省の見解及び文部科学省会議報告で言及される学校司書の職務内容が,学校図書館現場の実態とどう異なっていたかを明らかにし,そのうえで学校司書の職務内容の変化についての考察を試みる。

This study investigates the efforts of the Japanese government and higher education institutions (HEIs) to attract more international students to Japan. Particular attention has been paid to measures to internationalize Japanese HEIs, advantages and disadvantages of HEIs having more international students and how HEIs can encourage international students to study in Japan. Surveys of all 781 HEIs and interviews with 6 representatives of HEIs were conducted. The results offer HEIs some effective measures, including increasing the number of specialists in international affairs, and providing information to prospective students about experiences of alumni who have studied in Japan and found good jobs after graduation. The findings also imply the need of the Japanese government and public organizations to be more involved and cooperate with HEIs in providing general information about life and society in Japan to international students.

The Virtual Studio System is a joint development project by NHK and Matsushita Electric Indsustrial Co., Ltd. It is installed in Studio CT-415,which is an NHK studio for normal program production. The system produces 3D-CG images which are synchronized with the movements of three television cameras (panning, tilting, zooming and focusing), and composites CG images with studio blue screen images of the performer by using Chromakey with 3D-depth. From September 1996,NHK Production Operations Center has started wide use of this system to produce programs. This paper explains this system and its use in program production.

この1年間に,Javaで開発した業務システムを本番稼働させる企業が相次いで登場した(表1)。いずれもプロトタイプではなく,実際の業務に利用しているシステムである。 これらのユーザー企業がJavaにかける期待は,大きく分けて三つある。まず,ほぼすべてのユーザー企業が共通に挙げているのが「クロス・プラットフォーム」だ。

石崎俊研究会1994年秋学期 ブルーナーの実験は、概念形成についての代表的な実験である。カードの中の属性などの組み合わせによってある概念を決定し、正事例、負事例の提示によって人間の概念形成の過程を調べようというものである。このブルーナーの実験から、ゼロからの証明ではない文脈性の継承、記憶の内包という効率性が概念形成過程における重要な特徴であると結論している
