The election of an avowed monarchist, seventy-seven-years old Field Marshal Paul von Hindenburg as the president of the Weimar Republic in April 1925 symbolizes the remarkable continuity in political attitude of the Germans from the time of empire to the republic. Many of them were uncritically attached to the old "Kaiserreich".<br>In spite of the total defeat and the revolution 1918-19 the aims and roles of imperial German policy in the outbreak of the World War had not yet been clarified. Every government during the Weimar period blocked full disclosure of the empire's war aims and engaged in a political cover up.<br>It was the Independent Socialist Kurt Eisner, head of the revolutionary government in Munich, who released special reports in November 1918 showing the responsibility of the German Empire for the beginning of the World War. Eisner wished to discredit the old regime and persisted in purging the representatives of the "Kaiserreich".<br>Threatened by Eisner's revelation the foreign ministry insisted that such a free debate about the war guilt question would make the peace negotiations unfavorable to Germany. The new foreign minister Urlich Graf von Brockdorff-Rantzau decided to take the lead and refute any charges that Germany had made preparations for the war in 1914 and was responsible for it. He was determined to exonerate the imperial German policy.<br>After the acceptance of the Versailles Treaty in June 1919 the foreign ministry planned an antiwar-guilt campaign. With the purpose of revising the treaty the foreign ministry mobilized the Germans beyond all classes and parties and lead a national movement ("Volksbewegung") against the Allies' verdict on Germany's war guilt. A War Guilt Section ("Schuldreferat") was established in the ministry which should direct research and discussion about this question at home and abroad in favour of German foreign policy.<br>The purpose of this paper is firstly to describe how the war guilt question was dealt with in the German foreign ministry at the first stage of the Weimar Republic. It will show the process how the antiwar-guilt campaign was formed and developed.<br>The second purpose is to analyze the meaning of this campaign for the Weimar political culture. Its influence on the radical-right thoughts and movements such as Nazism will be also discussed.

バケヌメリ, <I>Draculo mirabilis</I> Snyderは1911年に北海道胆振支庁苫小牧市付近の海浜でとれた体長35mmの3標本に基づき新種として発表された種類である.本種はネズッポ科 (Callionymidae) の中では, 背鰭が一つしかない唯一の種類として特異であるが, その後, 中国の渤海湾で体長26-40.5mmの3尾, 北海道日高支庁門別町の沖で体長4.7-7.5mmの稚魚5尾の採集記録があるにすぎない.<BR>最近, 北海道・日高沿岸の様似町の海浜でバケヌメリの雌の成魚が5尾 (体長37.9-52.4mm), 縦15m, 横3mの手曳網で採集された.珍らしい魚なので採集標本の形態について報告した.

1962年9月, ミシシッピー州北部オックスフォードにあるミシシッピー大学へ, ジェームズ・H・メレディスという名の一人の学生が, 初の黒人学生としての入学を果たした。この入学は, なにもメレディス本人の勇気によってのみ果たせたものではなく, 時のジョン・F・ケネディー大統領政権によるキャンパスへの連邦軍投入, そして二つの尊い人命を失った結果, 可能となったのである。この「ミシシッピー大学事件」(ないしは「メレディス事件」とも呼ばれる)に際しては, 州知事ロス・R・バーネットを中心としたミシシッピー州政府が, メレディス入学に対する徹底した抵抗を見せたものの, 最終的にバーネットによる州権論の援用-すなわち, 連邦政府と自州民との間に州の権限を差し挟み, 連邦裁判所によるメレディス入学命令を効力の及ばないものとする, 「インターポジション」理論の展開-は, 連邦軍に象徴された連邦政府の圧倒的な力の前に崩れ去ることとなる。同時にまた, 1950年代なかばよりアメリカ南部社会を嵐の中に巻き込んできた, 黒人による公民権運動史の文脈において, この「ミシシッピー大学事件」は, 合衆国憲法で保障された黒人の市民的諸権利行使への抵抗手段として, 州権論を持ち出すことの非有効性を, ミシシッピー州のみならず南部諸州へ知らしめることともなった。「ミシシッピー大学事件」から40年の歳月が流れようとしている今日, ジョン・F・ケネディー大統領図書館(マサチューセッツ州ボストン)から公開された大統領執務室における録音テープ, ならびに本稿執筆者自身によるミシシッピー州でのオーラル・ヒストリー・インタビューの一部を基に, 「ニュー・フロンティア」を標榜する一方において, 南部が抱える人種問題への介入に踏み切れないでいる若き合衆国大統領ケネディーと, 人種差別主義者としての面子を保ちながらも, 武力を伴う形での連邦政府との全面衝突をなんとしても避けたいと願うミシシッピー州知事バーネットとの間に繰り広げられた, 舞台裏での駆け引きを描き出すことを, 本稿執筆における目的とする。なお本稿は, 1999年度および2000年度東海大学学部等研究教育補助金個人研究プロジェクト(「1950-60年代アメリカ深南部州における公民権と州権-ミシシッピー州主権委員会の史的考察を中心として」)における, 研究成果の一部でもある。

The development of a rapid and specific assay for 17β-estradiol (E2) will accelerate its <i>in vitro</i> diagnostics and/or environmental pollution control. Here, we employed an open-sandwich (OS) selection scheme to improve the sensitivity for E2 in an OS immunoassay, which is based on antigen-dependent stabilization of the antibody (Ab) variable region, Fv, where the two domains (V_H and V_L) dissociated in the absence of an antigen. The V_H domain of a cloned anti-E2 antibody displayed on M13 phage was randomly mutated, and after three OS biopanning rounds, a mutant that showed higher sensitivity in OS-ELISA for E2 was identified. Interestingly, compared with the wild-type V_H, the cross-reactivity of the mutant was significantly decreased for the analogous steroid testosterone, both in OS and competitive ELISAs. This is the first report concerning selection for an anti-hapten Ab without using any hapten-carrier conjugates, and the method will be especially suitable for selecting Ab fragments that show better performance in hapten OS immunoassays.

A novel white-light phosphor GdVO<SUB>4</SUB>:Ho<SUP>3+</SUP> was prepared via a simple hydrothermal reaction route. Under ultraviolet excitation, the as-prepared nanocrystals showed a broad band emission and sharp lines, which are associated with the oxygen vacancies around V<SUP>4+</SUP> ions and the typical f–f transitions of Ho<SUP>3+</SUP> ions, respectively. The coexistence of broad emission and sharp lines results in the bright white light with a quantum yield of 28%.

The sandwich-structured nanocomposite of α-ZrP/CoTMPyP [5, 10, 15, 20-tetrakis (N-methylpyridinium-4-yl) porphyrinato cobalt (III)] was fabricated via electrostatic interaction between cobalt porphyrin and α-ZrP nanosheets. The obtained material was used as a modifier on the glassy carbon electrode (GCE) to test the electrocatalytic performance toward oxygen reduction, the results indicated that dioxygen was reduced to H₂O₂ via two-electron transfer.
