The Ministry of Construction has already undertaken a policy, including the Comprehensive Flood Control Measures initiated in 1977 to prevent overflow by promoting penetration of rain into soil and building temporary rain reservoirs. Another example is the 1987 Overflow Control Measures, which sets forth measures to be taken when a flood runs over levees. And, the Flood Restraining Forest Belt to make the overflowing current run gently is proposed as a priority policy in 1996. These recently proposed measures confirm that the present situation warrants the revival of the Edo philosophy and approach of accepting a certain level of overflowing. With advanced technology available, floods would occur far less frequently than in the old days anyway. Nevertheless, the new approach and the Edo approach share the same acceptance that floods are sometimes inevitable.One feasible way to implement the above policy would be to adaptively apply the flood restraining forest belt popularized in the Edo Era. Fortunately, we already have large levees; flood control would be complete if these belts were laid covering the levees.Considerable attention has been paid to the semi-natural river engineering method and the multi-natural river engineering method. In this respect, the flood restraining forest belt may be the ultimate semi-natural river engineering method as it provides a corridor of a biotope connecting the forest and the sea, making the river more natural, and improving the riverside scenery. It is strongly recommended all the remaining forest belts be conserved and efforts be made to restore them where they have been lost.

Bekesy によって考案された自記オージオメータについて, 機構, 測定法等について述べ, その臨床的意義について解説した。自記オージオメータと純音オージオメータの主な相違点は, 応答ボタンによって減衰器が作動, 制御され, また検査周波数が低周波数から高周波数 (あるいは逆方向に) に自動的に定められた速度で変化する (連続周波数記録), または定められた周波数について記録する (固定周波数記録) ことができることである。この測定法による臨床的意義は, 閾値の測定, 振幅の測定, 持続音と断続音記録との聴力レベル差の測定, 聴力レベルの時間的推移の記録等の評価にある。難聴の細別診断に有用な検査法である。

Computer control of an artificial hand which is incorporated with the tactile sense and force reflection is studied. In this experimental system, a digital computer is linked to the analog-type position-servomechanisms of the artificial hand using D/A and A/D converters, so that the position references can be changed repeatedly in the direction of decreasing the measured error signals. To deal with the versatility of the operation, the software system consists of a supervisory program and many basic program modules which correspond to respective basic manipulations. Furthermore, a symbolic command language which is adequate for such a purpose is prepared. It has been shown that the greatest difficulties in carrying out the complex and dexterous manipulations such as inserting a pin into a hole, turning a crank, etc., are solved by introducing the concept of bilateral servomechanism into the programming of the control computer.

We present a new lower bound on the number of gates in reversible logic circuits that represent a given reversible logic function, in which the circuits are assumed to consist of general Toffoli gates and have no redundant input/output lines. We make a theoretical comparison of lower bounds, and prove that the proposed bound is better than the previous one. Moreover, experimental results for lower bounds on randomly-generated reversible logic functions and reversible benchmarks are given. The results also demonstrate that the proposed lower bound is better than the former one.
