1.インターネット調査の実施準備を完了した。現在の職場や職務内容、現職の任期、現職の雇用条件、在籍した博士後期課程等、キャリア・経験等を調査項目とし、項目ごとに詳細に設問した調査票を完成した。大学と他組織(企業等)との間の差異や同等性をも把握するため、博士課程出身の非正規労働者全体を調査対象とすることとし、調査対象は「博士課程出身者(博士号取得者、ならびに、単位取得後退学した満期退学者)かつ非正規労働者(大学・短期大学、公的研究機関等、民間企業、非営利団体、官公庁、その他の組織に任期付で雇用されている者。職務内容を問わない。)」と定義した。所属部局の研究倫理委員会による承認を得た。同承認が3月となり、年度内の発注・納品というスケジュールでは十分な回収数が得られない可能性もあったため、次年度の早期に調査を実施することにした。2.シンポジウム「エビデンスに基づく科学教育」(4月)に参加し、ポスドクが科学教育専門家としてのトレーニングを受けて活躍する北米の知見を得るとともに、講師のカール・ワイマン氏(ノーベル物理学賞受賞者、科学教育研究者)等と協力関係を構築した。また、シンポジウム「博士の選択2017~これからの博士・ポスドクのキャリアを考える~」(10月)に参加し、大学における博士人材のキャリア等に関する情報を収集した。さらに、文部科学省科学技術・学術政策研究所(NISTEP)主催「第10回政策研究レビューセミナー」(12月)に参加し、「博士人材のキャリアパス把握と分析」を含む諸発表を聴き、情報収集を行った。3.上記2のワイマン氏等が大きな役割を果たしたDBER(discipline-based education research)の発展及び博士のDBER人材としての育成・活用等に関する論考を刊行するとともに、学会シンポジウムにて日本固有の課題の一つとして博士の活用を論じた。

<p>Systematic organizational support is necessary to use e-Learning effectively at higher education institutions. This paper suggests the "University e-Learning Management Model" which considers the characteristics of management structure of higher education institutions and the problems of e-Learning. The model has been created based on prior research and our experiences and gone through revisions by applying to e-Learning management of a college in two iterations. Empirical data confirmed the effects of the Model on improved communication and better reaction among stakeholders.</p>

The growth of “transnational universities, ” including offshore branch campuses and degree programs provided in partnership with local institutions, is a major factor that made higher education a target of WTO/GATS negotiations. Quality assurance for transnational universities, including approval and evaluation, is a newly emerging issue for national higher education systems in the face of globalization.This paper analyzes Australia's policy on quality assurance for transnational universities, since Australian universities are extremely active as transnational universities, and because the Commonwealth and State governments of Australia have developed an explicit quality assurance framework for transnational higher education.The analytical viewpoint adopted in the paper is that for nation states, assuring the quality of transnational universities is a control measure for embracing those universities into their national education system, as a part of their strategic adaptation to globalization. The paper examines whether or not this viewpoint is valid by analyzing quality assurance policies in Australia, a leading country in this regard.The results of the analysis confirm the validity of the viewpoint, and demonstrate that Australia, as both a supplier and recipient country, is utilizing quality assurance as a control measure for incorporating transnational universities into its national education system. The quality assurance policy of Australia, as a supplier country, is to implement external quality assurance of Australian universities' offshore programs through overseas audit visits by the Australian Universities Quality Agency (AUQA), while calling upon the universities to develop their own internal quality assurance mechanisms, in order to sustain the brand image of Australian higher education. Its policy as a recipient country is to manage the approval process for foreign universities to operate in Australia, requiring them to have equivalent quality and standards to Australian universities. While there is a difference between the former policy, which is supportive in nature, and the latter, which involves legal regulation in the form of licensing, both policies are instruments that aim to incorporate transnational universities into the national education system, and place them under the nation state's control.Australia's policies will have significant implications for Japan as it begins to recognize foreign university branch programs, and authorize moves by Japanese universities to open offshore branches, opening up its national borders to transnational universities both into Japan and outwards from Japan.

本研究では,高等教育機関の教学データを一元的に管理・分析し,教職員によって学生指導に活用されることを目的としたIRシステムを開発,評価した.具体的には,学生の留年可能性を早期に発見し,指導に役立てるための留年判定モデルを運用するシステムを開発した.留年判定モデルでは,ソフトマージン・サポートベクターマシンを採用し,機械学習ライブラリを用いてスタンドアロンのPC上に実装した.過去の学生データを用いて留年を判定し,予測精度の確認と教員による評価を受けた結果,留年予測の精度は93%であり,判定結果の理解度も高かった.一方で,表示されるデータの解釈やインタフェースについては課題が残された.

本研究のテーマは、「高等教育改革の軌跡」であり、リサーチ・クエスチョンの第1は、日本及び比較対象諸国において、「高等教育改革は、グローバライゼーションや国際競争といった外的な要因、大学への期待や要請の増大、政治・行政システム及び歴史的な経緯の帰結としての高等教育システムにどのように影響を受けて、どのように行われたのか、その結果はどうなっているか」である。第2は、「昨今指摘されている国立大学法人化の諸問題はなぜ生じているのか、諸外国の高等教育改革の軌跡とどう違うのか、なぜ類似の改革が異なる結果をもたらしたのか」である。これらにより日本における国立大学法人制度を分析する。

本稿の目的は、英国の高等教育の制度的・組織的文脈において、大学経営と経営人材の職能開発の特徴を探究し、日本にとっての含意を考察することにある。このため、まず文献レビューにより、制度的・組織的文脈を明らかにすべく、経営陣とりわけ学長・副学長に関する基本的事実を押え、企業的とも言われるようになった大学経営の変化とその背景、リーダーシップの現状、並びに経営人材のキャリア・パス形成について、体系的な整理を試みる。その上で、大学経営の実像に個別具体の事例から迫るため、ノッティンガム大学の訪問調査結果を紹介し、戦略経営等の実態を明らかにする。次いで、全英の大学にリーダー/マネージャーの職能開発サービスを提供する「高等教育リーダーシップ財団」に関し、経営陣向けプログラムに焦点を当てたインタビュー調査結果を分析し、戦略や変革の強調等の知見を得る。以上の結果の総合的考察から、日本にとっての含意として、経営人材開発プログラムの必要性とともに、システム・機関両レベルの課題を含む総合的視点の必要性が浮かび上がる。自律的な大学経営にふさわしい制度やガバナンスがあってこそ、経営人材が育ち、活躍し得る。This article examines the practices of institutional management and trends in professional development of managers in UK higher education and finds out implications for Japan. Special emphasis is placed on the importance of contexts at both levels of the national system and institutional governance. The article starts with a literature review on such topics as members of top management teams, Vice-Chancellors and Pro-Vice-Chancellors, institutional management becoming corporate, the current state of leadership, and career paths for managers. It is intended to reach a systemic understanding of these topics and clarify the above-mentioned contexts. The reality of institutional management, including strategic management, is explored through a case study of the University of Nottingham. Then, this article proceeds to introduce findings from an interview with officers from the Leadership Foundation for Higher Education, with focus on the Top Management Programme. The findings include emphasis on strategic management, change management and innovation. Through the discussions of the overall research results, a number of implications for Japan emerge. The crucial ones include not only the necessity of professional development for managers but also that of aligning such development with changes in the national system and institutional governance, which will enable autonomous institutional management.

This article describes a project for developing a work-based learning module called 'University-Corporate Partnership Learning' in a Master's degree programme, and explores its general implications for postgraduate education for professionals in the dialogue between practical and academic knowledge. The project is part of the government-funded initiative by Kumamoto University's Graduate School of Instructional Systems, which has been selected and funded by Japan's Ministry of Education, Culture, Sports, Science and Technology as one of the good practices in postgraduate education. This graduate school is the first in Japan to provide postgraduate degree programmes for training e-learning professionals in both the corporate and education sectors. The pilot practice of the module ran from November 2008 to March 2009, with the module's official launch as a formal part of the Master's degree programme to be from October 2009 to March 2010. Based on a description of the project and formative evaluations of the pilot practice, the article examines the possibilities and conditions for successful postgraduate education for professionals in the dialogue between practical and academic knowledge.
