This paper reviews issues with analysis put forth in the Treasury Ⅰ(1984), Treasury Ⅱ (1985), and in congressional testimony, which has argued for the repeal of the nonbusiness state and local taxes deduction for itemizing taxpayers. In offering several arguments in support of its repeal, the Treasury Department has denied the deductibility on the basis of the two basic rationales; that is, the deduction is not necessary to define the federal income tax base properly under the ideal fiscal federalism, and the deduction cannot be justified on the rate-limiting rationale under the rate reduction proposal. But, it arrives at the consistency with the proper treatmnet of the state and local taxes under the comprehensive income tax by substituing the marble cake type federal system with the layer cake type federal system. By identifying issues behind the justification for eliminating the deductibility, this analysis suggests that the Treasury's arguments for repealing the deductibility has several policy implications; reducing the total business tax burden, reducing the size of government at all levels, and using the revenue for the federal income tax rate reduction.

Focusing on cross-dialectal comparison is particlarly important in the case of language isolates like Ainu, which lack outside comparisons. Unfortunately, Kuril Ainu, which is absolutely indispensable for the reconstruction, disappeared in the late 19th century with just few old documents left. This study presents several newly discovered unpublished Kuril Ainu documents, i.e. Opisanie na pervom ostrovu zhivuscikh kurilov... [A description of the Kuriles living on the first island...] by O. Argunov (1742) and Kuril'skie slova [Kuril Words ; I.G. Voznesensky's archive] (1844?) from the St. Petersburg Branch of the Archive of the Russian Academy of Sciences and attempts to revise Murayama's (1971) overview of Kuril Ainu and pursue historical research on a number of isues. Though Murayama (1971) notes that Kuril Ainu is extremely important for Ainu dialectology and history of Ainu, he does not give any concrete examples of how it can actually be used for this purpose. This paper suggests that Kuril Ainu old documents can reveal a lot only when compared with old documents of other dialects, i.e. Hokkaido and Sakhalin Ainu. Despite many difficulties in accessing and deciphering, the study of old Kuril Ainu documents and their comparison with Hokkaido and Sakhalin Ainu documents is very promising because it is quite possible to find previously undocumented vocabulary items (e.g. obscenities including the word unatara which appeared in both unpublished Kuril Ainu materials in Cyrillic and kana materials), identify new meanings of words (e.g. in Kuril Ainu, kotan means not only ‘village’ but also ‘island’), and even attempt to recover Proto-Ainu through the reconstruction in phonology (e.g. *CVHC syllable structure in PA based on words for ‘good’ and ‘dark’ in Hokkaido, Sakhalin and Kuril Ainu old records) and grammar (person marking and negation).

マツノザイセンチュウに起因するクロマツ, アカマツの集団枯損は, 関東以西の西日本に大きな被害をあたえ, さらに拡大している。また, わが国に植えられている外国産マツ属にも被害をあたえている。本報告は, 主として, 京都大学農学部附属演習林上賀茂, 白浜および徳山の3試験地に植えられている外国産マツ属のマツノザイセンチュウによる枯損を調査した結果をとりまとめたものである。枯損マツ属は, P. thunb. × P. masso. のF_1雑種を含めて20種に達し (表-2 - 6), 一般に, マツノザイセンチユウに対して抵抗性があるとみなされている P. taeda, P. elliottii, P. palustris, P. massonianaの枯損も観察された。枯死マツの枯死年の樹高生長は, アカマツ・クロマツ型の伸長をするものでは, 大部分が正常であったが, テーダ・スラッシュマツ型のものは, 前年の伸長量に比べてすくなかった。直径生長も前年生長量よりすくなく, マツノマダラカミキリの次世代幼虫が繁殖している幹には, 春材のみで秋材がみられなく, カミキリが繁殖していない幹には秋材が形成されていた。マツノザイセンチユウに対するマツ属の感受性 (抵抗性) を, 前報の接種試験と本調査の結果から, 前報で未分類であった樹種を加えて4段階lこ分類すると表-7のようになった。

The National Museum of Ethnology dispatched staff tonorthern Australia during September and October, 1986 to makean ethnological film record of the Djinang tribe, of Arnhem Land.This article reports on the general process of how this record,especially that of the Maradjiri (Star Ceremony), which wasperformed during the period, was made, edited and released.The whole record was completed as four separate films;① "Maradjiri-Star Ceremony of Arnhem Land" (2 hours20 minutes).Details of Maradjiri. Djinang people adore Venus astheir mythological ancestor, and worship their ancestor's spiritin the ceremony;② "20,000 year-old Rock Paintings of Arnhem Land-Beyond Time" (18 minutes).Paleo—environmental change is examined from rockpaintings in Kakadu National Park. The development of thepaintings and the worldview of Arnhem Land aborigines isanalyzed from these paintings;③ "Bungowa returns to the bush-Way of Life in ArnhemLand" (1 hour 40 minutes).The daily life of contemporary aborigines is presentedthrough a detailed record of the Gamardi Outstation of theDjinang, which was established in 1975; and④ "Talking Spirits-Songs and Dances of Arnhem Land"(60 minutes).Myths regarding "Dreamings" (totems) of the Djinangtribe, which were celebrated by a series of songs and dancesduring the two weeks of Maradjiri, were analyzed through thecontents of songs and dance performances.Mr. Jacky Wunuwun and Mr. Terry Gandadira, fromGamardi Outstation, and Mr. David Bond, of BawinangaAboriginal Cooperation, from Maningrida, were invited to theNational Museum of Ethnology to complete these films and toverify the suitability of the contents for public release.

This short essay takes up Huaguang Dadi and Zhaobao Qilang, known as temple guardians, and chiefly examines the idea that the form of some gods has been influenced by others. Huaguang Dadi is also known as Ma Lingguan. During the Ming Dynasty, he was shown with a third eye, he had no beard, and he was known for holding a gold brick in his hand. Wang Lingguan, on the other hand, is enshrined as the Taoist guardian deity, to the extent that it can be considered to “always” exist in Taoist temples, especially those of Quanzhen Jiao’s sect. Both of these gods have a number of common features, including three eyes. For a number of reasons, it can be thought that Wang Lingguan and Guangong respectively succeeded the function of Huaguang (the remaining demon) as temple guardian. Zhaobao Qilang is also given the character of a sea god, and his appearance includes the feature of raising one hand and looking into the distance. Another sea god that similarly looks off into the distance is Qianli Yan. However, that wasn’t the original form of Qianli Yan and his appearance of looking off into the distance might have been due to the influence of Zhaobao Qilang. There is a god named Daxi Sikong in the Nanhai Shenmiao temple of the South Sea God of Guangzhou Province whose image takes on the appearance of looking into the distance as well. Thus, there is the possibility that the form of sea gods looking off into the distance was influenced by other gods that had the same look.
