In Japan, the public policy graduate school system as a professional graduate school was established in 2004. This graduate school system was created in conjunction with administrative, civil service system, and legal education reform. Many issues were considered during the process, such as the mission of the graduate school, educational content, and school organisation. Participating in this process, I think that in the turmoil of administrative and university reform, we were able to launch a public policy graduate school, which is nothing more than a small boat with hope, and I assume that it has been sailing smoothly since.

Community development, one of critical elements of the sustainable community management, has been increasing its importance in local communities in Japan in recent years. A gradual shift toward decentralization, since in 2003, has been forcing communities to adopt more self-sustaining development policies. At the same time, along with the enactment of the NPO Act in 1998, a variety of actors, including those outside from the communities, have entered grass-rooted activities in local communities. Such an increased involvement of outsiders in the community development process means that they also play an ever-more significant role in the empowerment of the local community. Although most articles discuss the controversial points of outsiders, there have been only a few studies evaluating the positive perspectives. This paper examines the role of outsiders in the community development process by discussing the relations between the working process and outsiders. The result of this study implies that more openly the community is managed, more significantly outsiders can contribute to the community development.

ノルウェーにおける新型コロナウイルスの感染拡大は4 月上旬にコントロール下に入ったとされ,社会的機能を少しずつ再開していく方針が発表された.政府の危機対策管理は分散的な構造となっており,省庁間の調整支援機関が機能を発揮している.ノルウェー公衆衛生研究所(NIPH)では,多様な市民に対するわかりやすい情報やアドバイスのほか,最新の学術研究の見取り図も提供するなど,俯瞰的で包括的な活動を展開する.ノルウェーの専門機関は,過去の危機において市民とのコミュニケーションにたびたび失敗しているものの,政府や専門家に対する市民の信頼は篤く,情報を通じて伝えられる専門家の知的謙虚さや個人的感情をもとに冷静に判断を下しているとみられる.この冷静さはコロナ以後における新たな日常の「奇妙さ」と対峙し,それを保持していく鍵でもある.

尾瀬ヶ原の湿原植生を構成する主要な群落について,構成種の種特性や食痕の確認頻度から,シカの採食圧に対する脆弱性の評価を行った.低層湿原や低木林・河畔林の群落は,シカの採食影響を受けやすい中・大型の広葉草本または低木を多く含み,食痕の確認頻度が高かったのもこれらの生活形をもつ種であった.このことは,低層湿原や低木林・河畔林で過去との種組成の違いが大きいという,既発表研究の結果と合致していた.また,構成種の積算優占度が大きい群落ほど食痕がみられた種数も多く,シカによく利用されていると推定された.これらのことから,尾瀬ヶ原においては低層湿原や低木林・河畔林の群落で保全対策の優先度が高いと判断された.

This article explores the gods of plague and medicine in the Ming and Qing dynasties. With regard to the gods of plague, many are known throughout China, including Wangye (王爺) in Fujian and Taiwan, Yanguang Niangniang (眼光娘娘) in the north, as well as Banchen Niangniang (斑疹娘娘), Tainhua Niangniang (天花娘娘), and other niangniang who drive disease. The numerous Yaowang temples across mainland China attest to the belief in these gods. Concerning rituals, the sending off of the royal ship (送王船) is performed to expel epidemics. With regard to the gods of medicine, the kings of medicine (藥王) include famous doctors such as Bian Que (扁鵲), Sun Simiao (孫思邈), Wei Cicang (韋慈藏), and Hua Tuo (華陀). Emperor Baosheng of Fujian was, for example, a well-known doctor who later became a god of medicine. Fictional characters also display traits of gods, such as Lu Yue (呂岳), who appears in the novel Fengshen Yanyi [封神演義] and resembles a plague god, as well as Marshal Gao (高元帥) and Marshal Zhang (張元帥) of Marshal God, who resemble the gods of medicine.

順調に成長を続けてきたライブコンサート市場も2020年に全世界的なパンデミックを引き起こした新型コロナウィルスにより大打撃を受け、779億円(前年比21.3%))いう惨憺たる結果になった。そこで、新たなサービスとしてオンライン配信ライブコンサートが注目され、さまざまなサービス形態で実施されている。そこで、具体的な事例を挙げ、音楽著作権、専属解放といった権利処理、配信技術などの課題を整理する。また、新たな音響体験を提供するイマーシブ(3D)オーディオについても触れ、その可能性について考察していく。
