There is a hypothesis that most characters in Japanese manga are modeled on the white races even if they are Japanese. In order to verify this hypothesis, (1) the ratios of eyes, mouths and noses to the faces, (2) the aspect ratios of length and breadth of the faces, and (3) the colors of hair, irises and skin of the sixty main characters in sixty popular manga were analized, and then compared to those of the Japanese and the White. As a result, (1) and (2) did not fit either the facial features of the Japanese or the White. They are completely different from existent features. Then, (3) turned out to fit those of the Japanese in manga for male readers, while those in manga for females varied including nonexistent colors of hair and irises. In addition, the same characters in manga for females are often drawn in unexpectedly different colors

In the present study we have performed lattice Boltzmann simulations of an electro-conjugate fluid in order to elucidate the mechanism for inducing a strong microjet between positive and negative electrodes in the situation of a high external electric field. It has been assumed that charges are injected from the surface of a positive electrode where electric fields are significantly concentrated. The mechanism due to these injected charges has mainly been assessed as an essential factor for the occurrence of a strong microjet. In the present numerical simulations, the lattice Boltzmann equations and the basic equation for charge densities have simultaneously been solved for obtaining the flow field and the charge density distribution, respectively. The main results obtained here are summarized as follows. A strong microjet is possibly generated between the positive and the ground electrodes in the situation where Coulomb forces are much more dominant than viscous forces. A microjet starts to occur at the position of the injected charges, grows along with the fluid flow, collides with the ground electrode, and flows away from the electrode in an oblique direction relative to the center line connected between the electrodes. The flow rate induced due to the occurrence of a strong microjet increases approximately in proportion to the increasing external electric field strength. From good agreement with the corresponding experimental result in regard to the velocity vectors of a microjet, we may conclude that the mechanism for inducing a strong microjet in an electro-conjugate fluid is the interaction between the injected charges from the positive electrode and a high external electric field.

Many studies have reported population declines and range contractions of bird species in agricultural landscapes around the world. However, few studies have described population trends of bird species in rice-paddy areas or identified causes of decline in these areas as opposed to other types of farmland. The Greater Painted Snipe Rostratula benghalensis is strongly dependent on rice-paddy areas for habitat. This paper uses the results of local field surveys and national survey data to document the population trends of Greater Painted Snipe in Japan. Field surveys conducted in Ibaraki Prefecture indicated a severe decline over a recent 10-year period. Data from the National Surveys on the Natural Environment also showed that the distribution of the Greater Painted Snipe has decreased nationwide from the 1970s to the 1990s. This population decline might be due to (1) the introduction of an efficient drainage system in rice fields and/or (2) a reduction in the area of flooded fallow fields with short vegetation at both breeding and wintering sites. Further work on the conservation status of this species is urgently needed.

本稿はNetWorld+Interop 94 Tokyo における基調講演「国家的情報基盤 (NII) の整備の進展について」を編集, 収録したものである。全米科学財団 (NSF)で研究用のネットワークの拡大, そしてインターネットの促進に携わってきた経験を基に, NII構想の歴史, その構築の意義, 今後のあるべき方向性, 構築の際の諸問題について述べた。ブッシュ政権の頃から現在まで広く政府の中で支持されてきたNII構想は, 共有財産としての知識の拡大がその目的であり, 民主主義のメモファーとも言えるものであるとして, オープン·データ·ネットワークを基礎概念としてインターネットを核に, 知識の共有の拡大と誰もが使える開放性を目指さなければならないと説いた。またそのために乗り越えなければならないプライバシーの保護, 知的所有権などの諸問題についても触れている。

There is no report to date regarding the usage status of medications with driving with prohibitions or cautions in Japan. Upon sampling the national health insurance claims database (covering 1% of outpatients), we surveyed the prescriptions and use of medications in outpatient settings for patients aged 25 years and older, with the goal of encouraging the proper use of medications.We analyzed the ratio of outpatients who were administered medications with prohibitions or cautions on driving to total outpatients who were administered medications (prescribed and/or provided to them at the time of examination). We also examined daily dosages and deviations from specified dose-limits for their prescribed oral medications.Of 566,968 outpatients aged 25 years and older who were administered medications, 413,940 (73%) outpatients were given the medications with cautions or prohibitions on driving and 243,405 (43%) outpatients were administered the medications with a prohibition on driving.Daily dosages of many medications were reduced with the increase in age of the patient. The degree of dosage reduction varied widely, with some medications whose dosages were hardly adjusted with age. With some medications with dose-limitations or contraindications for the elderly, prescriptions were found with dosages that often exceeded the recommended limits.We conclude that outpatients given medications and/or prescriptions must exercise appropriate caution when driving and that the dosage of these medications should be adjusted especially in the elderly.

<b>Objective: </b>Incidents, such as disturbance of consciousness due to adverse reactions of medications during automobile driving, could cause a serious accident.  Although automobile driving is indicated to be "prohibited" in the package inserts of many drugs, no explicit guidelines are available in Japan on specific guidance to patients.  Therefore, we attempted to prepare guidelines for medication guidance regarding automobile driving.<br><b>Methods: </b>We investigated the number of incidents involving traffic accidents and the disturbance of consciousness cases reported in "Japanese Adverse Drug Event Report" database by "Pharmaceuticals and Medical Devices Agency (PMDA)."  We also analyzed descriptions regarding automobile driving found in package inserts and guidelines to determine a risk level for each medication.<br><b>Results: </b>Guidelines for medication guidance were prepared based on four-level classification of drugs for which "prohibition" of automobile driving was indicated in their package inserts; these levels are "conform to pertinent guidelines," "strictly prohibited," "prohibited," and "conditionally prohibited."  The contents of the guidance prepared for some drugs were different from their package inserts.<br><b>Conclusions: </b>The guidelines prepared in this study can be expected to become a support tool to ensure close attention to cautions regarding automobile driving.  Because some contents of the guidance are different from that described in the package inserts, it is desirable to obtain agreement with physicians in hospitals adopting these guidelines.  In addition, guidelines based on a broader range of information should be prepared in the future.

Hydraulic properties of fracture are directly related to shale-gas production, oil/gas reservoir and geothermal reservoir distribution. The permeable fracture could work as fluid pathway, but the fracture sealed by minerals (i.e. less permeable fracture) could work as seal in reservoir. Thus, hydraulic properties of the fracture are important in reservoir fluid managements. Because fracture typically has heterogeneous geometry, it is difficult to model the fracture using analytical approaches (e.g., rock physics model). Permeability of fracture is often measured by laboratory experiments, however few studies have focused on calculating permeability by using fluid flow simulation on digital fracture models. Here we used Lattice Boltzmann Method (LBM) to calculate the fluid behavior in 3D digitalized fracture models. The permeability derived from LBM simulation agrees with the laboratory-derived results. We used two natural fracture models: before and after shear deformation. We observed large-scale fluid flow network in the sheared model. We further observed permeability anisotropy for the sheared model, although the anisotropy was not clear in the non-sheared model. The permeability normal to shear direction is larger than that parallel to the shear direction. We then discussed the Representative Elementary Volume (REV) of the hydraulic properties of these fracture models. We extracted several subdomains (i.e., small fracture models) from the whole model and estimated permeability of the subdomains. When the size of subdomain is small, the values of estimated permeability widely vary by the location of subdomain. Convergence of the permeability data is found when the model size is close to the whole model. The REV of the sheared model is larger than that of the non-sheared model. Because the hydraulic properties of fracture models smaller than REV are largely influenced by local heterogeneity, the estimation of REV using the proposed method is important to calculate meaningful hydraulic properties.

In this paper we will examine the legal situation on the threat or use of nuclear weapons andhow the legal argument progresses under the humanitarian approach to nuclear disarmamentas preliminary observations for the treaty to prohibit nuclear weapons on which now are undernegotiations.The upcoming treaty is based on the assertion that it is legally required to identify and pursueeffective measures to fill the legal gap for the prohibition and elimination of nuclear weapons. Butwith regard to the threat or use of nuclear weapons, there is no gap in the law. International Courtof Justice (ICJ) identified several legal principles and rules applicable to nuclear weapons in its1996 Advisory Opinion. Its “non liquet ” on “an extreme circumstance of self-defence” was causedby inappropriate application of the principles and rules to nuclear weapons inadequately for somereasons.All Nuclear Weapon States explicitly or implicitly acknowledge the application of internationallaw, and especially international humanitarian law (IHL) to nuclear weapons. Under the discourse ofthe humanitarian approach to nuclear disarmament, many states and commentators also insist theiropinions on the premise of applicability of IHL. There is gap not in the law, but in application of the law.Against this legal background, the upcoming treaty should be carefully formed to strengthen thelaw against nuclear weapons.

On July 7, 2017, Treaty on the Prohibition of Nuclear Weapons (TPNW) was adopted at theUnited Nations Conference to Negotiate a Legally Binding Instrument to Prohibit Nuclear Weapons,Leading Towards their Total Elimination. This paper examined each preamble paragraph or articleof the treaty in order to make it clear what feature the treaty has. To begin with, TPNW is based onthe so called Humanitarian Approach to Nuclear Disarmament, which attempts to stigmatize, prohibitand abolish nuclear weapons. Besides this, the treaty has an opportunity to de-legitimatize them.Secondly, TPNW compliments and reinforces the Non-Proliferation Treaty (NPT). Lastly, TPNWembodies the entry point for Nuclear Weapon Free World. However, there are some strong argumentsagainst TPNW: non-effectiveness, breaking down the NPT regime and disregarding national security.TPNW needs to address those challenges in order to attain and maintain the world without nuclearweapons. We will see the entering into force of the treaty in coming years. At the same time, the focusof nuclear disarmament and non-proliferation is in the relationship between TPNW and NPT in thecourse of current review cycle of NPT to 2020.
